13911 MINUTES of a regular meeting of the Mayor and the Board of Trustees of the Village of Skokie, Cook County, Illinois held in the Council Chambers at 5127 Oakton Street at 7:30 p.m. on 1 Monday, September 15, 2025 Pledge of Allegiance led by Village Clerk Minal Desai. Call meeting to order and roll call. The meeting was called to order by Mayor Ann Tennes. Roll call: Trustees Pure Slovin, Schechter, Kimani Levy, Robinson, Iverson, Lissa Levy and Mayor Tennes. Proclamation National Diaper Need Awareness Week – September 15-21, 2025 Mayor Tennes read a proclamation recognizing September 15-21, 2025, as National Diaper Need Awareness Week in Skokie. Highlighting that nearly 1 in 2 families struggle with diaper need. Mayor Tennes recognized Skokie's community-based organizations including the Early Childhood Alliance, Niles Township Food Pantry, and Metropolitan Family Services that distribute diapers to families. The Mayor shared volunteering with Bundled Blessings, a nonprofit in Evanston that bundles diapers for distribution through the Niles Township Food Pantry and other community partners. Sylvia Kite, a Skokie resident and volunteer with Bundled Blessings Diaper Bank, accepted the proclamation and spoke briefly about her involvement with the organization. Swearing in of the following personnel by Chair Willard Evans, Jr. of the Board of Fire and Police: Name Old Position New Position Jordan Sherr New Hire Police Officer Chairperson Evans introduced his fellow commissioners, Nicole Pothast and Bruce Wagner. After being sworn in, Officer Scherr introduced his parents, who were in attendance. Public Comment. (3 minutes per person, maximum of 30 minutes) Arnie Oskin spoke regarding short-term rentals, expressing concerns about their impact on his neighborhood. He asked the Board to prohibit or create strong regulations. Sheila Lakhani a longtime Skokie resident and short-term rental operator, described her strict management practices and gave examples of how her rentals serve families. Lauren Grodnicki spoke regarding concerns about short-term rentals. Suggesting limiting rentals to twice a year per location, requiring that it be the primary residence of the person renting it out, and implementing significant fines for noise complaints. Imran Shah discussed ongoing concerns about blocked access, fire code violations, and unsafe conditions at his residence. Greg Davidson spoke against pollution from gasoline-powered leaf blowers. He requested the village consider restrictions or decibel limits. He handed out information to the Board. David Dalka raised concerns about property maintenance issues in his neighborhood, ComEd field and increase dog fees. He also passed out a copy of a pharmacy script for his mother. Michelle Patt commented on short-term rentals and suggested that properties used for short-term rentals should be available for people who want to live in Skokie permanently, and be regulated as businesses. 632920 13912 Meeting of the Mayor and Board of Trustees 2 Monday, September 15, 2025 Page Two Leon Roth described problems with people mistaking his mother's property for a nearby short- term rental. Bob Kusel spoke about concerns with short-term rentals disrupting the neighborhood. Presentations and Reports-None Report of the Village Manager. A. Recommendation for Regulation for Short Term Rentals (STR). Village Manager John Lockerby introduced Community Development Director Johanna Nyden to present updated recommendations for short-term rental regulations based on feedback from the September 2nd meeting and review of other communities' approaches. Director Nyden outlined the following proposed regulations:  STRs would only be allowed in owner-occupied housing units (either hosted or unhosted)  Owners must demonstrate the property is their primary legal address  Investor STRs would only be allowed if the investor is a Skokie resident  Minimum booking would be at least 7 days  STRs would be limited to no more than 8 bookings per year  STRs must be located in the primary structure, not in accessory structures  Increased registration fees: $1,000 initially and $500 for each subsequent year  Occupancy rules would be established upon initial inspection  Location restrictions of one STR per block face and block Board members engaged in extensive discussion about the recommendations: Mayor Tennes expressed that her primary goal was preserving the quality of life. She felt the 7- day minimum was not long enough and had concerns about the 8 bookings per year limit, fee structure, and revocation process. Trustee Lissa Levy spoke about the need for regulation to disincentivize bad actors while acknowledging legitimate uses for short-term rentals. She questioned how the village would enforce these regulations. Trustee Robinson suggested earmarking a percentage of fees and fines for affordable housing initiatives and recommended adding signage requirements to prevent confusion. Trustee Pure Slovin spoke against assuming short-term rental guests would be "bad actors" and noted that permanent neighbors could also cause problems. She noted that the 8-rental limit would make operating a short-term rental economically unfeasible. Trustee Schechter viewed short-term rentals as businesses rather than housing, suggesting they should be regulated through the zoning code and go through the plan commission. Concerns about impacts on affordable housing and interested in other ways to accommodate home sharing. Trustee Kimani Levy requested stronger language regarding outdoor loitering and congregation, and supported higher fines and fees. Trustee Iverson asked about how the one-unit-per-block rule would be implemented and inquired about zoning considerations. Director Nyden explained that enforcement would follow the village's established process for code violations, with multiple opportunities for property owners to correct issues before facing fines. She noted that the village currently has approximately 15-30 potential short-term rental properties. Corporation Counsel Mangler said the fees go to the general fund. The Village Manager will bring this topic back at a future Board meeting for further discussion. B. Contract for Examination and Analysis of Three Transmission Water Main Wye Assemblies by Exponent. Village Manager Lockerby presented a recommendation to approve phase 3 services with Exponent for the completion of failure analysis and production of a report summarizing findings related to the February 14 water transmission main failure near East Prairie Road and Emerson Street. The estimated budget for phase 3 services is $45,000. Motion to approve the contract for Examination and Analysis of Three Transmission Water Main Wye Assemblies with Exponent Phase III services so that the comprehensive water main failure analysis can be completed. Omnibus vote. *D. Proprietary Purchase of ECG Monitor/Defibrillator/Pacer – Zoll Medical Corp., Chelmsford, Massachusetts - $82,287.35. Motion to approve a contract to Zoll Medical Corp., Chelmsford, Massachusetts in the amount of $82,287.35 for proprietary purchase of ECG monitor/defibrillator/pacer. Omnibus vote. Unfinished Business - None New Business - Trustee Pure Slovin expressed condolences to the family of Mark Arceta, a Skokie resident who was killed in a tragic incident. She noted that his son was born the day after his death. Mayor Tennes mentioned that there is a GoFundMe effort to support the family and that Health and Human Services staff would follow up with the family to offer support. A. Establishment of the “K” Liquor License Classification. Mayor Tennes recommended the approval of a new Class K liquor license classification to accommodate small neighborhood bistro-type establishments that provide limited onsite menus, food preparation instruction, food and drink pairing instruction, and small market areas for on- premises and at-home consumption of prepared foods. David Dalka spoke about the lack of details provided in the agenda regarding the new liquor license classification. Mayor Tennes responded every municipality is different in their classifications. Motion to adopt an Ordinance that Chapters 10 and 46 be amended to establish the “K” Liquor License Classification. Michelle Patt thanked the board for their thoughtful discussion and structured public comment process. Lauren Grodnicki provided information about carbon dioxide and other greenhouse gases, explaining the difference between "ancient carbon" released from fossil fuels and "borrowed carbon" from renewable sources like ethanol. David Dalka made various comments about village management and property maintenance issues. Emi Yamauchi requested condominiums be excluded from STRs or that condo rules take precedence; also supported higher fines and stricter enforcement. (3 minutes per person, maximum of 30 minutes) Earl Weiss spoke about Community Development Block Grants and some money being used for administrative costs which he seemed were heavy. He also spoke about sidewalk replacement concerns, bike lane proposals and congested traffic. Manager Lockerby said the streets mentioned were Cook County Streets. David Dalka spoke about parking issues near Jane Stenson school, opposed the bike lanes on Church Street and garbage cans not being replaced. Rami Hagari opposed to the bike lane concept and spoke about speeding on Dempster Street and the lack of police enforcement. Lauren Grodnicki spoke about carbon cycle, greenhouse gases, and the difference between "borrowed carbon" and "ancient carbon". Matt Jarvis spoke about bike lanes and that they would encourage more cyclists. A. Presentation Human Relations Commission Update on Human Relations Ordinance Implementation and Community Engagement Efforts by M'aria E. Monastero Bueno, Human Relations Commission Chair. Maria Monastero Bueno, Chair of the Human Relations Commission, presented an update on the implementation of the Human Relations Ordinance. In response to request on July 10, 2025 from Mayor Tennes, the Village Manager, and the Board to support implementation of the ordinance, which ensures equal access to village services regardless of immigration status and clarifies that the village will not participate in immigration enforcement except when required by federal law or valid criminal warrant. Chairperson Monastero Bueno outlined several key initiatives: I. Public cciucauofl materials - cicveloping flyeis and brochures in multiple languages 2. School district partnerships - how to best support students and families 3. Strategic outreach - share materials through schoob, Oakton College, ciaycaies, yuuth programs, Skokic Hospital, health centers, and workplaces 4. Community programming - exploring programs to build inclusion and reduce hate and bias, such as hostmg a screening of "Not in Our Town" followed by a panel discussion Trustee Robinson thanked the Commission's work and the importance of establishing where the community stands in the current climate. Trustee Schechter expressed gratitude for her role as a liaison and noted the ordinance reflects real action. Mayor Tennes praised the Commission for quickly organizing meetings after Board request and acknowledged the many community partners supporting the initiative. Trustee Iverson suggested additional outreach via mobile phones and to religious organizations, which Monastero Bueno confirmed were already part of their plans. Report of the Village Manager. A, Presentation of the New Website Design. Commumcations Manager Meredith Gioia presented the redesigned Village website with the Village's new logo and brand standards. Best practice recommends refreshing website design every 3-5 years, the website was last updated about 6 years ago. The redesign goals included making the site simpler to navigate, ensuring residents can find accurate and easy-to-understand information, and reflecting the village's updated branding while meeting accessibility requirements. The new design features: • An Action Center with six buttons for the most common visitor needs • A seasonal slideshow highlighting timely information • Four graphic buttons linking to answers for the most common search terms • A relocated Googie Translate button for better visibility • An improved News section and public meetings/community calendar that shows the next six events rather fhanjust the current month The new navigation menu was developed based on community focus groups. Trustees expressed enthusiasm for the redesign. Tmstee Robinson inquired about subscribing to calendars and presence on social media platforms such as Instagram and TikTok. Trustee Lissa Levy complimented the clean, intuitive design. Trustee Schechter suggested adding "Skokie welcomes everyone" to the homepage and that strategic plan documents remain accessible. Tmstee Kimani Levy asked about ADA compliance improvements and the mobile version of the site. The new website is scheduled to launch on September 11, 2025. B. Recommendation for Regulation for Short Term Rentals (STR). Community Development Director Johanna Nyden presented a draft ordinance for regulating short-term rentals (STRs). Currently, Skokie regulates STRs through the rental registration program with a $25 fee, treating them the same as long-term rentals. Staff estimates 15-30 STRs operate in Skokie, with about 20 registered. 628697 13909 Return to Agenda Meeting of the Mayor and Board of Trustees Tuesday, September 2, 2025 Page Three The proposed regulations would: Define different types of STRs (owner-occupied hosted/unhosted and investor-owned) • Require minimum stays of 48 hours • Mandate information provision to guests • Establish annual inspections • Create penalties and registration revocation procedures • Limit STRs to one per block and block face Board members expressed varying opinions: Mayor Tennes strongly opposed allowing STRs in residential districts for less than 30 consecutive nights, stating that residents expect to buy homes m residential neighborhoods without businesses next door and there are other options in town availabie for short term. She emphasized the need to protect residentia! quality ofHfe. Trustee Schechter supported regulation rather than an outright ban but was concerned about preserving income diversity and affordable housing. She suggested maximizing local ownership, against outside investors and not allowing STR's in multi-family buildings unless units have separate entrances. Trustee Schechter supported the spacing restrictions and minimum 48-hom- stays. Trustee Lissa Levy favored regulation rather than a ban due to limited alternative short-term housing options in Skokie but wanted stricter enforcement and earlier quiet hours. Trustee Robinson supported regulations, noting that property owners should have rights to use their property within reason, and that STRs serve legitimate needs for visiting family members during special occasions. Trustee Schechter and Lissa Levy opposed to allowing STRs in future Accessory Dwelling Units (ADUs). Trustee Schechter suggested the village look into options for older people who are interested in home sharing as a separate program. Trustee Iverson noted the draft ordinance addressed many concerns and asked how STRs fit into the village's zoning scheme. Director Nyden explained that the current proposal doesnt involve zoning, which would require Piamimg Commission review. *C. Lauren Grodnicki preferred the traditional Skokie seal over the new logo. She said Crawford traffic issues are due to merging, not bike lanes, For STR s, she suggested regulating by frequency, not location. Gordon spoke against short-term rentals, describing disruptions. In follow-up to the discussion at the September 2, 2025 Village Board meeting regarding consideration of regulating Short-Term Rentals (STRs) the following are the proposed regulations. The new components generated as a result of the last discussion include the following regulations: A. Permit only STRs in owner-occupied units where operators must demonstrate that the STR is their permanent residence, B. Investor STRs (STRUs in which the operator does not reside in the home as primary residence) will only be permitted if the owner demonstrates that Skokie is their permanent and legal primary residence, C. Minimum stay for any STR must be at least seven (7) days, STRs will be limited to no more than eight (8) bookings per calendar year, D. STRs must be located in the primary structure and not in an accessory structure on the property, and E. Fines associated with violation could be up to $750 per violation per day and fees for the initial registration be $1,000 of the owner-occupied units and $500 for each year following initial registration. The other components from the September 2 Board Meeting remain including: short term rental definitions, rules of operation, building code and safety issues, eligible locations, limitations per block and block face and revocation process. The next step is for the Board to authorize the Corporation Counsel to draft the necessary ordinance reflective of the modifications to regulate short-term rentals in the Village. B. Contract for Examination and Analysis of Three Transmission Water Main Wye Assemblies by Exponent. Following the February 14, 2025 36” water transmission main failure near East Prairie Road and Emerson Street, Village staff concluded that it would be prudent #628833 Return to Agenda to investigate the condition of two similar locations where the same water transmission main changes direction and where, according to the Viliage water atlas, similar "wye" connections were used as the water main changed direction. The Village engaged the services of Kennedy Constructing Co. to excavate and expose both wye connections in order to ascertain their condition and the nature of the thrust restraints. Concurrentiy, staff engaged the services of Exponent, an engineering and scientific consulting firm speciaiizing in materials and failure analysis to examine the condition, construction and material components of all three wye connections and thrust restraints. Exponent examined and coflected materials to develop a hypothesis of failure (Phase !). Then, Exponent documented the excavation of the two additional suspected wye joint locations (Phase li). Now, staff is seeking to engage the services of Exponent for Phase ill services which include completion of the failure analysis and production of a report summarizing their findings of the entire project. it is recommended to approve the Phase ili services so that the comprehensive water main failure analysis can be completed. The estimated project budget amount for Phase ili services is $45,000. I concur with staff's recommendation and respectfuily request Board approval. * C. Second Amendment to Power Supply Agreement with MC-Squared Energy Services, LLC. Skokie is a member of the North Shore Electric Aggregation Consortium (NSEAC) consisting of seven local municipalities to leverage buying power for the suppfy of eiectricity since 2011. The NSEAC current power suppiy agreement with MC Squared Energy Services is set to expire on September 30, 2025. In addition to providing eligible residential and smaii customers with the exact same rate that they would pay under ComEd's default service, the retail eiectricity supplier provides a Civic Contribution to each NSEAC member community. To date, 76% of the Village's 3,130 residential streetlights have been retrofitted, resulting in a reduction of approximately 1,900 megawatthours thanks to civic contributions achieved through this program. Although variable, this is equivalent to roughly $100,000 in annual savings and a reduction of over 1,300 metric tons of carbon dioxide emissions. The remaining residential lights are scheduled for completion by the end of 2025. The consortium released a Request for Proposals (RFP) in July 2025 and three responses were received. Representatives from ail member communities unanimously recommended continuation with MC Squared under the price-match model, estimated at $120,000 annually for two years, in light of the continued benefits provided through the program for consumers and the Village of Skokie, staff recommends the approval of a two-year extension to the Power Supply Agreement with MC Squared to continue the Village's Electricity Aggregation Program without interruption. The Village has an ongoing replacement program, which is funded by the Fiscal Year 2026 Capital Improvement Program (CIP) Budget. Replacement of the existing o!der unit assists in maintaining quality medical equipment and incorporating the latest technologies available for paramedics. The new unit is manufactured by Zoil Corporation, which is compatible with the Fire Department's existing ZOLL EMS computerized patient care reporting software. Investor STRs (STRUs in which the operator does not reside in the home as a primary residence) will only be permitted in the Village, if the owner of the STR demonstrates that Skokie is their permanent and legal primary residence. • Minimum stay for any STR must be at least seven (7) days. • STRs will be limited to no more than eight (8) bookings per calendar year. A booking is comprised of a visit from a guest from the point in time from when they arrive at the STR to when they leave. • STRs must be located in the primary structure on the property and are not permitted in any accessory structures or buildings on the property. • Fines associated with the violation of this code could be up to $750.00 per violation per day. • It is also recommended that fees for initial registration of owner-occupied units be $1,000 and $500 for each year following initial registration. It is recommended that other components of the ordinance that was presented at the September 2, 2025 Village Board meeting remain in any subsequent ordinance. These include: • Define short term rentals and associated terms associated with this operation. • Establish rules for operation of STRs (e.g. how occupancy is established, what are the expectations of STR owners/hosts, how information is communicated to guests about expectations of visiting a Skokie neighborhood). • Address building code and life safety issues by establishing an inspection requirement for these units and specific requirements for determining occupancy for overnight guests. Background Under the Village's current practice, owner/operators of STRs are required to follow steps associated with the Village's rental registration process. This process is, however, tailored to a rental use associated with long term renters and not shorter term rental arrangements facilitated by Airbnb, VRBO, and other "sharing economy" housing websites. The Village would appear to have a limited number of STRs within its 10-square miles. Presently, there are less than 20 units that serve as STRs in the Village that have become registered through the current rental registration process. In reviewing websites that offer short-term rentals, such as VRBO and AirBnB, it would appear that there are approximately 15-30 units of housing that is being offered as an STR (this number varies depending on date range availability). Additionally, based on listing descriptions, some housing appears to be managed full-time as a STR while others present as to be sporadic to offer additional income to an owner who is out of town. There have has been extensive studies and reviews of the impact ofSTRs in various communities ranging from tourist destinations to smaller communities. While information about its impact Is wide ranging, the common recommendation for managing STRs is for municipalities to regulate the use. Page 1 of 7 VOSDOCS-#627212-v1 -Ordinance_DRAFT_STR_Chapter_22_46 Return to Memo 1 The purpose of this Article is to promote the public health, safety and welfare 2 by registering and regulating the operation of Short-Term Rental Units within the 3 Village of Skokie. 4 Sec. 22-730. - Definitions. 5 For the purposes of this Article, the following definitions shall apply: e Bedroom: A room intended for sleeping or placement of a bed. 7 Dwelling: Any room or group of rooms located within a building and forming a 8 single habitable unit with facilities which are used or intended to be used for 9 living, sleeping, cooking, bathing and eating. 10 Investor: An entity or individual that does not reside in or occupy a Dwelling n Unit and utilizes the unit for income purposes as a short term rental unit. 12 Multi-Unit Building: A structure that is designed and built with two (2) or more 13 dwellings. 14 Operator: Any person who has charge, care, control or management of a STRU, 15 including but not limited to building managers, managing agents, or brokers. 16 Owner: Any person who alone, jointly or severaily with others has legal title to 17 any Multi-Unit Building, or Dwelling unit, with or without accompanying actual 18 possession thereof; or is an executor, administrator, trustee or guardian of the 19 estate of the Owner. 20 21 Occupant: An individual who resides in a Dwelling unit. 22 23 Registration: Approval by the Village of Skokie for a Dwelling or any portion 24 thereof, to be utilized for STR. 25 26 Short-Term Rental Unit (STRU): A Dwelling or portion thereof offered for rent for 27 a period of not less than 48 consecutive hours to 29 consecutive nights to any 28 person other than a member of the owner's family, that is being advertised to 29 rent or is rented. 30 31 Short-Term Rental (STR): The business of renting a Dwelling or portion thereof 32 for a period of not less than 48 consecutive hours to 29 consecutive nights to 33 any person other than a member of the owner's family, which may be advertised 34 to rent or is rented. 35 Sec. 22-731. Types of STRUs allowed to operate: 36 37 (a) Owner-Occupied (unhosted) - Owner or Operator maintains occupancy in 38 the Dwelling that is offered for STR and the Owner or Operator does not 39 occupy the Dwelling during the rental period. Owner or Operator maintains 40 the property as a primary residence. All Dwelling units utilized for STR shall be registered 9 with the Village on an annual basis. The use for an unregistered Dwelling for 10 STR is prohibited. n (b) Short-Term Residential Intermediary and Advertising Platform. All STR must be 12 operated through a Short-Term Residential Intermediary and Advertising Platform, 13 that is a person or company who, for compensation or a fee, provides an internet 14 platform to connect guests with short-term residential rental providers, and who 15 primarily lists shared housing units on its platform. 16 (c) Application. To register a dwelling unit to be utilized forSTR, the applicant 17 shall submit a written application, provided by the Village Manager or designee, is and any supplemental information as may be determined necessary by the Village 19 Manager or designee. To register a STRU in a multi-unit building with a 20 Condominium or Homeowner's Association, the applicant must present written 21 authorization from that association that that STR in is compliance with the Bylaws 22 and Declarations of that building. 23 (d) Notice. Each application shall be accompanied by proof that the applicant mailed 24 notice thereof to all owners of real property located within a radius of 250 feet of 25 the proposed STRU, inclusive of public streets, alleys and other public ways. The 26 notice shall contain the applicant's name, address, email and phone number, the 27 address of the proposed STRU and any other information as prescribed by the 28 Village Manager or designee. 29 (e) Inspection. The applicant shall agree to an inspection of the STRU by the Village 30 prior to approval of registration by the Village and once a year prior to approval 31 for subsequent annual registration applications. Applicant shall remediate any 32 violations of the Code, if any, found on inspection prior to receiving approval for 33 Registration. 34 Sec. 22-733. - Annual Registration. 35 The Owner, Operator or Investor of any STRU registered with the Village in 36 accordance with this Article, shall submit an annual application for Registration. The 37 annual Registration period shall commence on May 1st of any given year for 12 38 months. 39 Sec. 22-734. - Registration and Inspection Fees 40 The applicant shall pay the registration and inspection fees listed in Chapter 46 41 of the Skokie Village Code. A violation of the following rules may be 3 cause for revocation of a STRU registration: 4 1. No property shall be offered for a period of time less than 48 consecutive hours 5 or more than 29 consecutive nights. 6 2. All gatherings, parties, or socializing with individuals in excess of the allowed 7 sleeping occupancy of the property must cease by 11:59 pm on Friday and 8 Saturday and 10:00 pm Sunday through Thursday. 9 3. Specific guidelines for overnight occupancy will be required to be posted in a to visible location at the property. n 4. For Owner-Occupied (unhosted) STRUs and Investor STRUs, the owner or a 12 property manager must be located within 10 miles of the property and be 13 available to address issues during rental period by guests. 14 5. Cameras any kind may not be in operation by Owner or Operator, for interior 15 rooms or spaces available to STRU guests, during rental periods. 16 6. STRUs must indicate the registration number with the Village of Skokie in the 17 text of their advertisement, and photographs of the front of the property is showing the address and as well as showing where guests are to enter. 19 7. All STRUs shall post the following information for guests in a conspicuous area: 20 allowed occupancy, an exit plan to be posted in the interior of the unit and 21 bedrooms, and a statement of whether the STRU is ADA accessible, information 22 about parking, directions for refuse disposal and other prescribed property 23 maintenance issues of which guests should be aware. 24 8. If STR operators are found in violation of these standards, the Village may find 25 cause to revoke the registration. 26 (b) Owners, Operators and Investors of STRUs shall not engage in the following 27 activities and doing so may be cause for revocation of an STRU registration: 28 1. Rental of a STRU for a period of time less than 48 consecutive hours. 29 2. Advertise an hourly rate or any other rate for a STRU based on a rental period 30 of fewer than 48 consecutive hours. 31 (c) The Owner, Operator and Investor of every STR shall: 32 1. Keep a register with the name of every guest, guest contact information and the 33 arrival and departure dates of each guest for a minimum of 12 months. 34 2. The name and contact information of the Owner or Operator identified in the 35 application and the address and unit number of the STRU, shall be posted in a 36 conspicuous place within the STRU. 37 3. Clean and sanitize the kitchen between guests and all food and beverages shall 38 be discarded prior to the next rental. Ail dishes, utensils, pots, pans and other 39 cooking utensils shall be cleaned and sanitized between guests. 40 4. All supplied bed linens and towels shall be clean for each new rental. The Owner 41 or Operator shall be responsible for the maintenance of all supplied bedding in 42 a clean and sanitary manner. 43 Sec. 22-736. Eligibility and placement of STRUs. Registration is conditioned upon passing these initial inspections. 4 (b) No more than one (1) STRU may be on a block or block face. 5 (c) Dwelling units that were registered as of September 1, 2025 and have maintained 6 compliance with the Rental Registration requirements in Chapter 22, Article XIV, and 7 were being leased less than 30 days, shall be allowed to remain active as a STRU, 8 however these Dwelling units must be registered as a STRU pursuant to this Article no 9 later than, February 1, 2026. In the event that there is conflict as the location of and 10 STRU, with Sec. 22-735, this section will take precedence and more than one (1) STRUs n may be allowed on a block or block face. However, should the annual Registration 12 not be granted for any reason, exception will no longer be applicable. 13 Sec. 22-737. Taxation. 14 All STRUs are subject to the Hotel-Motel Tax pursuant to Chapter 98, Article V of the 15 Skokie Village Code. 16 Sec. 22-738. Penalty 17 (a) Any violation of the provisions of this Article shall be punishable as follows: is 1. The fine for a first violation is two hundred dollars ($200.00) 19 2. The fine for a second violation is five hundred dollars ($500.00). 20 3. The fine for a third or subsequent violation is seven hundred fifty dollars 21 ($750.00). 22 (b) Each day a provision of this Article is found to have been violated may constitute 23 a separate violation subject to the fine schedule set forth in this Section. 24 (c) Any fines shall be debts due and owing to the Village that the Village may collect 25 by any means allowed by law, including, but not limited to, filing a lien against the 26 property containing the STRU. 27 (d) The fines provided for herein shall not be construed as limiting the power of a court 28 of competent jurisdiction or an Administrative Hearing Officer to impose other 29 penalties and/or remedies as provided for by applicable legislation. 30 Sec. 22-738. - Revocation Procedures 31 (a) The Village Manager may revoke a registration issued pursuant to the terms of this 32 Article for any of the following reasons: 33 1. If an Owner or Investor of a STRU violates any of the terms of this Article. 34 2. If the Owner, Operator or Investor of the STRU is deemed to have allowed, 35 known of or should have known of, criminal activity to occur at the STU. 36 3. If the Village or other governmental agency declares the STU unfit for 37 habitation, or condemns the STU or the premises wherein it is located. The Village engaged the services of Kennedy Constructing Co. to excavate and expose both wye connections in order to ascertain their condition and the nature of the thrust restraints. Concurrently, staff engaged the services of Exponenl, an engineering and scientific consulting firm speciali/.ing in materials and failure analysis to examine the condition, construction and material components of all three wye connections and thrust restraints. In February and March, Exponent examined and collected materials for analysis from the failed thrust restraint and wye connection to develop a hypothesis of failure (Phase I). The cost for Phase I services was $18,752.66. Starting in July, Exponent documented the excavation of the two additional suspected wye joint locations (Phase II). The cost for Phase U services was $24,694.67. Staff is now seeking to engage the services of Exponent for Phase ill services which include completion of the failure analysis and production of a report summarizing their findings of the entire project. Recommeudation: It is recommended that the Village Board approve the Phase III services proposed by Exponent so that the comprehensive water main failure analysis can be completed. When completed, representatives ofExponent will present their findings to the Village Board. The proposed services include a detailed examination and documentation of the two wye assemblies that were removed at two locations (Church Street and East Prairie Road, and Monument Park near McCormick Boulevard) beginning on July 28, 2025. Background Tn 2011, the Village of Skokie joined Deerfieid, Glencoe, Highland Park, Lake Bluff, Lake Forest, Northbrook, and Park Ridge to establish the North Shore Electricity Aggregation Consortium (NSEAC) through an intergovernmental agreement designed to leverage collective buying power for electricity supply. In 2012, the Village Board adopted an ordinance and Plan of Operation and Governance (POGO) authorizing an aggregation program, which initially offered residents cost savings under a fixed-price model. Following the conclusion of that contract in 2015, market conditions no longer supported savings, and the program was placed on hold. In 2021, the Consortium updated the POGO to adopt a "price- match" model, whereby supply rates match ComEd's rate, ensuring no added cost to participants while generating an annual civic contribution for member municipalities. Later in 2021, the Village entered into a three-year agreement with MC Squared Energy Services under the price-match model, with a one-year extension approved through September 2025. The civic contributions generated through this program have been directed toward sustainability initiatives, including development of the 2022-2030 Sustainability Plan and the conversion of the Village's residential st-eetlights to LED technology. To date, 76 percent of the Village's 3,130 residential streetlights have been retrofitted, resulting in a reduction of approximately 1,900 megawatthours in electricity consumption. Although variable, this is equivalent lo roughly $100,000 in annual savings and a reduction of over 1,300 metric tons of carbon dioxide emissions. The remaining residential lights are scheduled for completion by the end of2025. In anticipation of the contract's expiration, the Consortium issued a Request for Proposals in July 2025, receiving responses from MC Squared, Dynegy, and Constellation. After review, representatives of all member communities unanimously recommended continuation with MC Squared under the price-matoh model, which offers the most favorable civic contribution, estimated at $120,000 annually for two years. The consortium did explore alternative pricing options, including the fixed-price option to achieve direct savings to residents, however, no favorable bids were received given the current volatility of the electric market. Civic contribution funds will be allocated for the LED upgrade of the Village's arterial street lights. Arterial bulbs are a higher wattage than residential bulbs therefore resulting in greater cost savings and reductions in greenhouse gas emissions from upgrading. As the incumbent supplier, MC Squared will maintain all customer-facing services, and participating accounts will not need to act should they wish to continue to participate. Any person or entity holding a Class A license and 12 owning the real property on which a limited or full service restaurant, serving alcoholic liquor, is 13 or will be operated, may convert the Class A license to a P-Right, having such rights as defined 14 in subparagraph (2) beiow. 15 16 (so) Class Q license which shall authorize the service and retail sale of alcoholic liquor for 17 consumption on the premises designated therein in establishments containing banquet hall 18 facilities and authorized for banquets as a principal use, provided that alcoholic liquor under this 19 license may be served and sold only to previously invited guests. 20 (ep) Class T license which shall authorize the retail sale of alcoholic liquor as part of the 21 operation of live theaters and movie theaters, subject to an Operation Plan approved by the 22 Local Liquor Control Commissioner. 23 (p<l) Class W license which shall authorize the retail sate of wine for consumption off of the 24 premises.
