Skokie Fine Arts Commission June 14, 2023 Meeting Notes 1. Call to Order at 7 p.m. by Chairperson Pam Garbarini Present: Chairperson Pam Garbarini, Staff Representative Alex Franz, and Commissioners, Debra Hatchett, Pramod Joshi, Judy Levan, Sonya Osseny, Mitch Thomas, James VanOsdol, Sharon Vicker and Trustee Ralph Klein. 2. Upcoming Projects a. October 2023 National Arts and Humanities Month i. Proclamation - The Mayor will read the proclamation at the October 2, 2023 Village Board meeting. All commissioners are strongly encouraged to attend. Jeff, Mitch and Meredith continue to work on FAQ’s and forms as well as the digital calendar of events. b. Spring/Summer 2023 Skokie Through the Lens- “Delighting in Our Diversity” i. The submission form will be available online and will be emailed automatically to liaison, chair and subcommittee members. c. October Storytelling Event i. Take Flight Dates – Commissioner VanOsdol will reach out to Take Flight to determine which date works best. ii. Theme Suggestions – The group discussed having a “Ghost Stories” theme and naming the event “Ghosted.” Commissioners Thomas and VanOsdol will work together to create an Event Brite. d. Cultural Arts Grants i. Discussion – Chairperson Garbarini suggested that grants be made available to both schools & non-profits under one application and that the $500 award ceiling be removed. Commissioner Osseny agreed that non- profits should be included. Chairperson Garbarini further stated that in the past non-profits and schools were two separate pools of money and suggested that they be combined. The group agreed with her. A motion was made by Chairperson Garbarini to include non-profits and schools and was seconded by Commissioner Osseny. All approved. ii. Online Application - Chairperson Garbarini and Alex explained that the grant application can be made into an online form similar to the “Skokie Through the Lens” form and can have the ability for any supporting documents to be uploaded. iii. Grant Workshop / Simpler Application – The group agreed that a grant workshop was not necessary and that the application should be simplified. 3. New Business #612173 Trustee Klein encouraged the commission to look toward the future in events and programming and to think of ideas that further get the Fine Arts Commission’s name out. He further explained that as the commission continues to grow through the grants, events, programs, etc. that it offers, more funding may become available. 4. Adjournment – Commissioner Hatchett motioned we adjourn and Commissioner Osseny seconded. Shah Trustees Michele L. Bromberg In 1966, the Village of Skokie became the first municipality in Karen Gray-Keeler Illinois to establish a Fine Arts Commission. This citizen advisory Ralph Klein committee is comprised of Mayoral appointees who advise the Randall E. Roberts Edie Sue Sutker Village’s Board of Trustees. Through its granting opportunities as Ilonka Ulrich well as other projects that the Commission undertakes each year, Manager John T. Lockerby the Commission encourages, supports and promotes the arts. Counsel Michael M. Lorge The Cultural Arts Grant for Skokie Schools ($500.00) requires the Fine Arts Commission submission of a basic application. Applications will be reviewed Pam Garbarini, Chair by the Fine Arts Commission in fall 2019. These grants offset the Mira Chander cost of providing fine arts programming in Skokie schools. (4) Checks are distributed. 2019-2020 CULTURAL ARTS GRANT FOR SKOKIE SCHOOLS PROGRAM GUIDELINES FUNDING MAXIMUM IS UP TO $500 FUNDING SOURCE Grant monies to fund fine arts events and activities are drawn from Village of Skokie funds. WHO IS ELIGIBLE?  Skokie public and private schools who host professional visiting artists. REQUIREMENTS  All proposed programs/projects must take place between May 1, 2019 and April 30, 2020.  Applicants must comply with Title VII of the Civil Rights Act of 1964 and assure the Skokie Fine Arts Commission that no person will be excluded from participation or be denied on the basis of sex, race, sexual orientation, color, religion, ancestry, age, national origin, or disability.  Applicants must submit an evaluation immediately upon completion of program. A copy of the evaluation form is attached to this application. Grant money will not be released unless a completed evaluation form is received by the Skokie Fine Arts Commission.  All disbursement requests must be received by the Village before April 1, 2020. REVIEW STANDARDS  Emphasis on fine arts, music and dance.  Cultural diversity programming.  Impact on Skokie students (i.e. percentage of Skokie students that will attend the event). REQUIREMENTS  All proposed programs/projects must take place between May 1, 2019 and April 30, 2020.  The organization submitting the application must make a matching financial contribution of at least 25 percent of the cost of the project.  Applicants must comply with Title VII of the Civil Rights Act of 1964 and assure the Skokie Fine Arts Commission that no person will be excluded from participation or be denied on the basis of sex, race, sexual orientation, color, religion, ancestry, age, national origin, or disability.  All Project Grant evaluations must be completed and returned before grant money is distributed. A copy of the evaluation form is attached.  Grant applications must be submitted no later than 5 p.m. on Friday, September 27, 2019.
