SKOKIE PUBLIC SAFETY COMMISSION MEETING MINUTES WEDNESDAY, FEBRUARY 21, 2024 PRESENT: Police Chief Jesse Barnes, Connell Collins, Fire Chief Jeff Hoeflich, Chairperson Paul Pitalis, Dennis Rizo, Bryant Smith, Vice Chairperson Melissa Villegas, Howard Rosenburg, Marcie Claus, Fire DC Op Nicholas Eschner, Deputy, Linda Perlin, Doug Rocklin, Trustee Edie Sue Sutker, Senior Engineer Samantha Maximilian and Scott Ford EXCUSED: Fire Chief Stephen Jagman, Paul Kruszynski, Director of Public Works Max Slankard (Staff Liaison), Kimani Levy, Ibriham Mansuri, Fred Moore, Leslie Post-Weissinger, Trustee Alison Pure-Slovin, Director of Engineering Russ Rietveld ABSENT: Nicholas Vickers, Jeffrey Schvimer and Mark Penning, CALL TO ORDER AND APPROVAL OF THE MINUTES Chairperson Pitalis called the meeting to order at 7:00 p.m. Quorum has been obtained. The minutes of January 17th meeting were approved. POLICE DEPARTMENT REPORT Chief Barnes gave the Police Department January Report and included the December Report. Overall year-to-date offenses for the month of January is down for both Group A and Group B offenses. Six interviews were conducted in the past week for promotion to Commander positions. Further, an outside assessment will be conducted by a 3rd party as part of the evaluations for the Commander position candidates. QA discussion followed. FIRE DEPARTMENT REPORT Deputy Chief Nick Eschner gave the Fire Department Report. DC Eschner explained that the department has had the busiest months on record with respect to call volume. Two notable house fires were discussed on the 4000 block of grove and 7400 block of Kilbourne. The Fire Department will begin to focus on public education in the Spring and Summertime seasons. QA discussion followed. Management Analyst for the Fire Department, Rolando Ithier presented on the Community Risk Assessment. It was a high-level overview of the Departments process in reviewing Village data and risks, current status is that each Village Department is reviewing the CRA and will be providing input prior to completion. QA discussion followed. ENGINEERING REPORT Samantha Maximilian provided the Engineering Report. Work will begin on the on the Oakton Street Bridge Replacement Project in March. The Old Orchard Street Bridge Replacement Project will also begin this summer, a pre-construction meeting is being held by IDOT on Friday with all the corresponding agencies involved in the project. Gross Point Road Project is also gearing back up to commence construction after the winter-time moratorium in hopes to complete by June of 2024. Design for 2024 resurfacing and water main projects is wrapping up. QA discussion followed. UNFINISHED BUSINESS None. NEW BUSINESS Chairperson Paul Pitalis reminded the commission of the Boards and Commissions Reception that is being held on March 13th. All commissioners should have received the invitation from the Mayors office and RSVP is due by March 1st. ADJOURNMENT At 7:47 p.m. a motion was made to adjourn which was seconded and then passed unanimously.
