SKOKIE PUBLIC SAFETY COMMISSION MEETING MINUTES WEDNESDAY, April 15, 2026 PRESENT: Michael Anderson, Hal Bernstein, Carrie Bradean, Marcie Claus, John Domke, Police DC Denise Franklin, Avron Kahn, Senior Engineer Samantha Maximilian, Fred Moore, Deputy Chief Adam Pease, Leslie Post-Weissinger, Howard Rosenburg, Jeffrey Schvimer, Irwin Shiffman, Chair Melissa Villegas and Staff Liaison Erik Sanchez EXCUSED: Police Chief Jesse Barnes, Mark Brines, Fire Chief Nicholas Eschner, Fire DC Stephen Jagman, Trustee Kimani Levy, Police DC John Oakley, Paul Pitalis (Emeritus), Director of Engineering Russ Rietveld and Vice Chair Dennis Rizo ABSENT: Connell Collins, Oren DeKalo, Paul Kruszynski, Arnie Oskin and Bryant Smith CALL TO ORDER AND APPROVAL OF THE MINUTES Chair Villegas called the meeting to order at 7:05 p.m., and a quorum was established. A motion to approve the March minutes was made by Commissioner Kahn, seconded by Commissioner Shiffman, all were in favor and the motion passed. PUBLIC COMMENT None FIRE DEPARTMENT REPORT Deputy Chief Adam Pease introduced himself and presented the Fire Department’s March report. Q and A followed. ENGINEERING REPORT Samantha Maximilian presented the Engineering report. Overall, the division remains focused on delivery infrastructure improvements, coordinating with regional partners, and advancing CIP projects. Village. Q and A followed. POLICE DEPARTMENT REPORT Deputy Chief Denise Franklin presented the Police Department’s March report. This week is National Public Safety Telecommunicators Week (April 12-18, 2026). Dispatchers are the first point of contact in an emergency. They are rarely seen but always heard. They provide continued support to Police, Fire, and EMS units during all types of service calls and are equally committed to the communities they serve. Denise also provided an update to the proposed Senate Bill 336SA2 regarding E-bike regulations. Q and A followed. Sergeant De La Vega and Sergeant Dickinson delivered a presentation on Active Threat Trainings followed by Q and A. UNFINISHED BUSINESS None NEW BUSINESS Chairperson Villegas reminded the commission that there is an opportunity to volunteer at the Fourth of July parade. ADJOURNMENT At approximately 8:30 p.m. Commissioner Kahn made a motion to adjourn, Commissioner Schvimer seconded, all approved and the meeting was adjourned.
