Skolde Police Use of Force Review Board
Meeting Minutes
Call to order
A meeting of the Skolde Police Use of Force Review Board was held in person at the Skolde Police
Department on Wednesday, October 26, 2022. The meeting started at 7:oopm. Chairman Evans called
the meeting to order and stated a quorum was established.
Attendees included Chairman Will Evans, Elizabeth Demes, Alecia Wartowsld, Judge Edward Bobrick,
James Boehm, Dennis Rizo, James Speaker and Karen Sherman. Abel Figueroa, Casey Diers, and
Trustee Alison Pure Slovin did not attend. Chief Brian Baker, Deputy Chief Jesse Bames,
Administrative Specialist Cindy Pechter, Director of Marketing and Communications Ann Tennes was
also in attendance.
Motion -Approval of minutes
There was a motion to approve the meeting minutes of the Monday, May 9th meeting by Chairman
Evans which was 2nd by board members. The meeting minutes have been posted to the VOS public
website.
Presentations
There was not a formal presentation at this meeting.
Reports
Chief Baker had provided demographics of the use of force incidents and b-affic stop data which had
been added to the box account for review. A request for additional information on how many use of
force incidents started with a traffic stop was made.
Unfinished Business
The Chief provided some answers to the previous questions from the May 9th meeting. There were
discussions on how data is collected and statistics on the reports.
New Business
Chairman Evans requested that a report draft be provided by the end of the year or early next year
based on the information that has already been provided.
Ann Tennes will be involved in helping to prepare the draft report. The issues of importance will be
addressed, and an outline will be created.

A survey will be sent out to board members which will help determine the most important points for
report development.
A sub-group consisting ofAlecia Wartowsld, James Specker and Karen Sherman will meet with Ann
Tennes in November to review the survey results and begin the development of the outline.
An additional request for the Public Safety Commission Use of Force Policy Final Recommendation
report was made which will be added to the box account.
Announcements
The next meeting will be scheduled in January and possibly will be via Zoom.

The meeting adjourned at 8:20pm.
