TOWN OF SMYRNA TOWN COUNCIL MEETING AGENDA To be placed under Smyrna Town Council Citizen Comments, an individual must fill out the online form, call or email the Town Clerk's office before 4:30 PM on the business day before the Council meeting and request to be placed under Citizen Comments; provide his or her name, address and telephone number; and state the purpose of addressing the Council. Call to Order Prayer: Smyrna Police Department Chaplain Tim York Pledge of Allegiance: Assistant Town Manager, Todd Spearman 2. Roll Call 3. Approval or Correction of Minutes June 9, 2026, regular meeting, the June 25, 2026, special-called meeting, and the June 25, 2026, workshop meeting of the Town Council. 4. Presentations, Awards and Recognitions Ryan LeMasters, Chief Executive Officer - Tristar StoneCrest Medical Center 5. Consent Agenda Note: Consent Agenda items will be those items determined by the Town Manager to be routine matters not necessitating discussion. All Consent Agenda items may be voted upon simultaneously pursuant to a single motion. There will be no separate discussion of these items unless a member of the Town Council requests that discussion be held, in which case the item will be removed from the Consent Agenda and considered separately. Following passage of the remaining Consent Agenda items, discussion of any items removed from the Consent Agenda shall be held and separate motions and votes shall be taken for each of the items removed. a. Approval of the terms of, and authorization for the Mayor to execute, a contract with FirstDue for purchase of a record management system. b. Approval of the terms of, and authorization for the Mayor to execute, contracts with vendors related to the annual bid of materials for Gas, Water & Sewer. c. Approval of the terms of, and authorization for the Mayor to execute, Final Change Order #1 for the Golf Course Water Line Project. d. Approval of the terms of, and authorization for the Mayor to execute, a contract amendment with SEC, Inc relative to Stewart’s Creek gravity design. e. Approval of the terms of, and authorization for the Mayor to execute, a contract with Icon Custom Masonry, Inc. for construction of two monument signs to be installed along Lowry Street (SR-1). f. Approval of the terms of, and authorization for the Mayor to execute, a time extension request for Lowry Street Phase II (PIN 129837). g. Approval of the terms of, and authorization for the Mayor to execute, a contract extension for Roadway Patching with Sessions Paving Company. h. Approval of the terms of, and authorization for the Mayor to execute, a time extension with the Tennessee Department of Transportation (TDOT) for the Florence Road Sidewalks project to April 30, 2028. i. Approval of the terms of, and authorization for the Mayor to execute, a one- year Professional Services Agreement with Rex Gaither for financial consulting services. j. Approval of and authorization of a list of items to be auctioned through online surplus sale with GovDeals. k. Approval of the terms of, and authorization for the Mayor to execute, a contract with the Greater Nashville Regional Council (GNRC) for transportation project planning services. 6. Old Business a. PUBLIC HEARING: Consideration of an Ordinance amending Smyrna Municipal Code Title 20, Chapter 2, relative to the possession of firearms in town parks, as well as amendments to Title 11, Chapter 6, relative to the discharge of firearms while lawfully hunting. b. PUBLIC HEARING: Consideration of an Ordinance amending the text of the Smyrna Municipal Zoning Ordinance Article III, Section 3.100 regarding detached accessory structures. c. PUBLIC HEARING: Consideration of an Ordinance amending the text of the Smyrna Municipal Zoning Ordinance Article IV, Section 4.030 regarding mobile food vendors. d. PUBLIC HEARING: Consideration of a Resolution relative to a Plan of Services for property located on Tax Map 26, Parcels 31.00 and 32.00. e. PUBLIC HEARING: Consideration of an Ordinance relative to the annexation and C-2 and I-1 zoning of properties located on Tax Map 26, Parcels 31.00 and 32.00 requested by Hollingshead Land, LLC containing 70.08 acres. The properties are located at 4657 and 4665 W. Jefferson Pike. The request would include the annexation of the existing right-of-way of W. Jefferson Pike/S.R. 266 from the existing Town limits eastward approximately 2,998 linear feet, as well as the existing right-of-way of McCormick Court from W. Jefferson Pike/S.R. 266 southward approximately 475 linear feet. f. Consideration of a Resolution in Memorandum of Ordinance #26-34 relative to the annexation and C-2 and I-1 zoning of properties on Tax Map 26, Parcels 31.00 and 32.00 requested by Hollingshead Land, LLC. 7. New Business a. Planning Commission Report 1. Consideration of an Ordinance relative to the rezoning of property located on Tax Map 49, Parcel 2.01 owned by Woods Properties containing 2 acres from R-1 to C-2. The property is located at 10510 Old Nashville Highway. 2. Consideration of an Ordinance relative to the rezoning of properties located on Tax Map 28M, Group G, Parcel 26.01, owned by Mitesh Patel; Parcel 28.00, owned by Shams Amraei and Rezvan Moosavi; Parcel 29.00, owned by Khairy Abdelmasih, Ebram Shalaby, Alaa Mankarious, & Eyd Toss; Parcel 30.00, owned by Paw Paw Enterprises, LLC; Parcels 31.00 and 33.00, owned by J & M Equity, LLC, from C-4 to C-2. In addition, Parcel 27.01, owned by Navarro Properties, LLC, has been requested to be rezoned from R-2 to C-2. The seven properties together total approximately 3.99 acres and are located on Old Nashville Highway northwest of the intersection with Enon Springs Road, West. b. Consideration of a Resolution to approve funding for non-profit organizations for the fiscal year 2027. c. Consideration of a Resolution authorizing the photographic or electronic preservation and subsequent disposal of permanent paper records of the Town of Smyrna. 8. Public Comment Note: The Town’s Public Comment Period shall be reserved for those citizens that have signed up to address the Town Council, or a Board or Committee, at least twenty-four (24) hours in advance of the meeting, pursuant to the Town’s Public Comment Policy as outlined above. 9.
