Dangerous Dog Hearing - for a Pitbull at 10 Sanderson Street Owned by Ana Nina. COMMENTS - Current Meeting: Read. Renee Robichaud, Animal Control Officer for Thomas J. O’Connor (TJO) and Adoption Center read their reports. Complainant Jose Candelaria stated his daughter was walking to school when she was attacked by the dog. Mrs. Candelaria showed picture of his daughter left knee puncture wounds. He took his daughter to the hospital for medical treatments. Communication: June 26, 2025 Minutes (Approval of Minutes) Yaelis Candelaria stated she was on her way to school when dog attacked her, and the door was fully open. Respondent Ana Nina did not appear. Rebuttal Jose Candelaria said he couldn't do anything for his daughter, and she got the scar of the bit. Board Member Edwards made a motion to deem the dog dangerous the motion was seconded by Board Member Landry. The Advisory and Hearing Committee has imposed the following conditions on the animals: 1.That the dog be humanely restrained. That the dog be confined to the premises of the owner of the dog; provided, however, that "confined" shall mean securely confined indoors or confined outdoors in a securely enclosed and locked pen or dog run area upon the premises of the owner; provided however, that such confinement shall comply with § 110-8 of this chapter; As defined in Chapter 110, Section 10-B-2 of the Code of the City of Springfield Ordinance. 3. That whenever the dog is removed from the premises of the owner, the dog shall be securely and humanely muzzled and restrained with a leash having a minimum tensile strength of 300 pounds and not exceeding three feet in length; As defined in Chapter 110, Section 10-B-3 of the Code of the City of Springfield Ordinance. 4. That the animal shall be surgically sterilized and microchipped with the microchip Communication: June 26, 2025 Minutes (Approval of Minutes) registered to the City, with all costs associated with these services to be borne by the owner; As defined in Chapter 110, Section 10-B-4 of the Code of the City of Springfield Ordinance. 5. That ownership of the dog may not be transferred unless the transfer of ownership is to an adult residing within the same residence and said dog shall remain housed solely at that residence; As defined in Chapter 110, Section 10-B-6 of the Code of the City of Springfield Ordinance. 6. That, if the owner of the dog fails to appear at a hearing in front of the Advisory and Hearing Committee and the dog is declared a dangerous dog, the dog shall be impounded and/or euthanized. As defined in Chapter 110, Section 10-7 of the Code of the City of Springfield Ordinance. Complainant Jonathan Williams stated he saw his dog got bitten. He took his dog to the hospital for treatments and received $1,400.00 of medical bills. They are petrified of the respondent dog. Theresa Williams said she's tired of being a prisoner in her own house, and she's scared all the time and don't know that to do. Respondent Communication: June 26, 2025 Minutes (Approval of Minutes) Elizabeth Torres said she was walking her dog on his leash, she tripped, and her dog got loosed. She asked Ms. Williams if his dog was ok and has offered to pay for any medical bills. Her dog acted because she saw the bunny. Rebuttal Johnathan said when Elizabeth came to him, he didn't see anything wrong with his dog. He saw the blood and the punctured wounds after. He said he could put up a fence, but Springfield doesn't allowed fence to be put up. Elizabeth said her dog barks. She has opened herself up for what she needs to do and willing to pay for the medical bills. Board Member Edwards made a motion to deem the dog nuisances the motion was seconded by Board Member Landry. Communication: June 26, 2025 Minutes (Approval of Minutes) The Advisory and Hearing Committee has imposed the following conditions on the animal from the previous conditions on December 19, 2024 1. That the dog be humanely restrained. As defined in Chapter 110, Section 10- B-1 of the Code of the City of Springfield Ordinance. 2. That the dog be tethered when in the yard. As defined in Chapter 110, Section 10-B-9 of the Code of the City of Springfield Ordinance. On June 26, 2025 at the Non-Compliance Hearing the Committee found the order with the conditions on December 19, 2024 were valid order and you failed to comply with said order. For that reason, the Animal Control Advisory and Hearing Committee voted to fine you Five Hundred Dollars ($500.00) pursuant to Chapter 140 Section 157A. Please note transferring ownership or possession of your dog is prohibited under subsection (3) of Chapter 140 Section 157A. The order with the above listed conditions that was issued on December 19, 2024 is still valid.
