Amending Various Chapters - Engineering Permit Fees

AN ORDINANCE TO AMEND the Code of the City of Springfield, to change the following
fees:
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF SPRINGFIELD AS FOLLOWS:
Section 1. Chapter 338, Streets and Sidewalks, of the Code of the City of Springfield, is hereby
amended to read as follows:
§338-35(D)
“Said application shall first be submitted to the Director of Public Works, with a
nonrefundable application fee of $125, who shall cause his recommendation of approval
or disapproval to be placed thereon.”
§338-35(E)(1)(a.)
Permit application: $75.
§338-35(E)(1)(b.)[1]
General roadway excavation: $45/day.
§338-35(E)(1)(c.)
Nonexcavation: $25/day.
§338-35(E)(1)(d.)
Blanket manhole (public utility): $1,000/year.
§338-35(E)(1)(e.)
Contractor license application fee: $125.
Section 2. Chapter 338, Streets and Sidewalks, of the Code of the City of Springfield, is hereby
amended to read as follows:
§338-36(A)
Subject to the provisions of § 338-35, all excavators are responsible for repairs to
pavement for one year or until the City's acceptance of the repair, whichever is later. The
following is a schedule of the fees which shall be charged by the City by and through its
Department of Public Works for "life cycle pavement fees":

Section 3. Chapter 265, Parking, Valet, of the Code of the City of Springfield, is hereby amended
to read as follows
§265-5(E)
The cost for valet space shall be $2.50 per year per foot of curb required to operate the
service safely between 6:00 p.m. and 6:00 a.m. in parking areas without parking meters on the
days required.
Section 4. Section 172-7 of Chapter 172, Excavations, of the Code of the City of
Springfield, is hereby amended to change the fee of fifty dollars ($50) to seventy-five dollars
($75), to read as follows:
§172-7
The fee for a permit granted under the provisions of this chapter shall be $75.
Section 4. Effective date:
This ordinance shall become effective on July 1, 2016.

Re: Order for Council Meeting – 05/16/2016

Purpose: The purpose of this memo is to provide an explanation of the order sponsored
by the Mayor for the May 16, 2016 Council meeting which to increase various permit
fees charged for occupancy and excavation by the Department of Public Works.
Background: Excavation and occupancy permit fees have not been increased in a
number of years, putting Springfield’s fee structure behind that of surrounding
communities. The Department of Public Works is proposing to increase the following
demand fees, which will result in an additional $100,000 to the general fund for
FY17. I have reviewed this order and as CAFO concur that this is in the best interest of
the City. The ordinances to be changed are listed below, and a schedule of proposed fee
increases is attached.

CAFO Certification: This memorandum will confirm that in my professional opinion, as
the Chief Administrative and Financial Officer, after an evaluation of all pertinent
financial information reasonably available, that the City's financial resources and
revenues are and will continue to be adequate to support the proposed expenditures and
obligations involved in this City Council Order, without a detrimental impact on the
continuous provision of the existing level of municipal services, in accordance with
Section 2(f) of Chapter 656 of the Acts of 1989, as added by Section 1 of Chapter 468 of
the Acts of 2008.
This certification is made in accordance with Section 2(f) of Chapter 656 of the Acts of
1989, as added by Section 1 of Chapter 468 of the Acts of 2008.
