Call to Order 5:00 PM Meeting called to order on September 24, 2019 at City Hall -- Room 220, 36 Court Street, Springfield, MA. New Business A. Election of Chair Committee Member Leo Florian made a motion to select Committee Member Denise Jordan as Chairperson. Motion was seconded by Committee Member Seth Stratton. Roll Call vote was taken with Committee Members Otero, Florian, Swan, McKnight, Claudio, Carballo and Stratton voting in the affirmative. B. Training of Committee Members Deputy City Solicitor Alesia Days, Esq. conducted open meeting law training with the committee members. C. Discussion of Committee Policies & Procedures City Solicitor Edward Pikula, Esq. discussed policies and procedures with the committee. He also advised the committee of the state ethics law and informed them that according to the law they are required to be trained in ethics. D. Discussion of Protocol for Meetings Committee members and Chief Development Officer Timothy Sheehan discussed protocol for future meetings of the Community Advisory Committee. Any other business before the Committee Committee Member Bishop Talbert Swan made a motion that a Vice Chair be elected. Motion was seconded by Committee Member Seth Stratton. Roll call vote taken with Members Morrissey, Jordan, Otero, Florian, Swan, McKnight, Claudio, Carballo and Stratton voting in the affirmative. Committee Member David Patrick Morrissey made a motion to nominate a Vice Chair at the next meeting. Motion was seconded by Committee Member Bishop Talbert Swan. Roll call vote taken with Members Morrissey, Jordan, Otero, Florian, Swan, McKnight, Claudio, Carballo and Stratton voting in the affirmative. Motion to adjourn by Committee Member Bishop Talbert Swan. Motion was seconded by Committee Member Johnnie Ray McKnight. Roll call vote taken with Members Morrissey, Jordan, Otero, Florian, Swan, McKnight, Claudio, Carballo and Stratton voting in the affirmative.
