1. Accept minutes of the August 23, 2022 meeting
Mr. Edwards called the meeting to order.
It was moved by Ms. Hackett and Seconded by Mr. Allen.
III. Discussion of REO Policies
1. Discussion of what corrective action should be taken for contractors not meeting
their numbers.- Fiore Grassetti
Mr, Grassetti would like to have the committee figure out how to get contractors to make a good
effort and show the committee what efforts that they are making to meet the numbers. He again
brought up creating a committee/board that would oversee projects that fall under REO
requirements. It stated too many zeros. Mr. Swan stated that the Compliance office has A
Maximum Effort Form and he told the committee he will forward to the committee members so
they can see the efforts being made.
Chae stated they are trying to work with repeat offenders
Mr. Edwards asked Lisa Clausson from the Carpenters Union what the pool of women looks
like. She stated Carpentry has a few but not as good as she would like. She highly recommends
outreach events. Mr. Edwards would like to do an outreach with Lisa Clausson to attract
Residents and women to the trades.
Mr. Edwards asked Mr Gassetti as well about women and the Ironworker trade. He stated they
have a couple. The training is in Boston. They pay all of their expenses to attend apprentice
class.
Mr. Edwards stated he spoke with the Contractor that is doing the Forest Park Forestry Building.
He was told it is a metal Construction and special assembler certificate is needed. With this
building it reduces the number of people needed to complete the project. (Butler Building, Pre

Engineered Building). Mr. Grassetti said this is a misconception - nothing special is needed. He
said it’s a way a contractor gets away with this type of stuff. Mr. Swan stated he does not know
if a specialized license or trade is true or not.
2. Review of sample letters - Tim Allen
Mr. Allen emailed the letter he had drafted for contractor not meeting their goals. He would like
any input from other committee members at the next meeting.
3. Continued review of the Workforce Report - DeBerry/Homer Elementary School
Project - Fontaine Brothers
A review of the DeBerry/Homer Elementary School Project, Liz Wambui has been in contact
with contractors to work on getting their numbers up. Community Works has been helpful with
hirings.
Mr. Payuer explains the zero are contractor’s that have not started working on site yet.
Mr. Edwards stated all City Councilor’s must help put a structure in place to make this work.
Need to get women & minority Contractors for jobs. They need to be qualified bidders. Need
proper access. Not enough now.
4. Review of REO Utilization Form - Sci-Tech Window & Door Replacement &
Associate Work -Compliance Unit
Mr Swan went over numbers for Sci-Tech window & door project.
Mr. Grassetti is looking for numbers for the Forest park Forestry project. Mr. Swan has been
working with the Contractor to get them on track with all of their paperwork. Next meeting he
will have the utilization report .

Motion carried by voting in favor Mr. Edwards. The Meeting was
