Public Portion CITY OF SPRINGFIELD Taxi & Livery Commission Meeting of January 16, 2019 MINUTES The meeting was called to order on January 16, 2019 at 4:15p.m. Commissioners Tasheena Davis, Daniel Baro, Robert Jones and Joseph Dunn were present. Commissioner Henry Payne was absent. The meeting was held at” Springfield City Hall, 36 Court Street, Room 220, Springfield, MA. NEW BUSINESS FIRST order of business- Approval of Minutes: Approval of Minutes for the Taxi and Livery Commission Hearing held on Tuesday, July 10, 2018. Taxi and Livery Commission Page 1 Printed 4/1/2020 Regular Minutes January 16, 2019 Commissioner Jones made a motion to approve the minutes. The motion was seconded by Commissioner Baro with a unanimous vote to approve. SECOND order of business- Approval of Minutes: Approval of Minutes for the Taxi and Livery Commission Hearing held on Tuesday, December 11, 2018. Commissioner Jones made a motion to approve the minutes. The motion was seconded by Commissioner Baro with a unanimous vote to approve. Executive Session: A motion to go into executive session due to the nature of review (background checks) was made by Commissioner Baro. The motion was seconded by Commissioner Dunn, and was unanimously approved. The Commission will go into Executive Session- To discuss the reputation, character, physical condition or mental health, rather than professional competence, of an individual, or to discuss the discipline or dismissal of, or complaints or charges brought against, a public officer, employee, staff member or individual. THIRD order of business: Review- Denial of Taxi & Livery Application for Desmond White (Failure of Background Check). Applicant did not appear. After discussion: No action taken. FOURTH order of business: Review- Denial of Taxi Application for Omar Brown (Failure of Background Check). Applicant appeared Pro Se. Open Session: Commissioner Jones made a motion to end executive session and resume open session. The motion was seconded by Commissioner Jones and unanimously approved.
