Public Portion CITY OF SPRINGFIELD Taxi & Livery Commission Meeting of August 20, 2019 MINUTES The meeting was called to order on August 20, 2019 at 4:15p.m. Commissioners Tasheena Davis, Daniel Baro, Robert Jones and John Taylor were present. Commissioner Henry Payne was absent. The meeting was held at” Springfield City Hall, 36 Court Street, Room 220, Springfield, MA. NEW BUSINESS FIRST order of business- Approval of Minutes: Approval of Minutes for the Taxi and Livery Commission Hearing held on Tuesday, June 11, 2019. Taxi and Livery Commission Page 1 Printed 4/1/2020 Regular Minutes August 20, 2019 Commissioner Jones made a motion to approve the minutes. The motion was seconded by Commissioner Baro with a unanimous vote to approve. Executive Session: A motion to go into executive session due to the nature of review (background checks) was made by Commissioner Baro. The motion was seconded by Commissioner Dunn, and was unanimously approved. The Commission will go into Executive Session- To discuss the reputation, character, physical condition or mental health, rather than professional competence, of an individual, or to discuss the discipline or dismissal of, or complaints or charges brought against, a public officer, employee, staff member or individual. SECOND order of business: Review- Denial of Taxi & Livery Application for Terry Benoit (Failure of Background Check). Applicant appeared Pro Se. After discussion: Commissioner Taylor made a motion approve. The motion was seconded by Commissioner Jones and unanimously approved. Open Session: Commissioner Jones made a motion to end executive session and resume open session. The motion was seconded by Commissioner Baro and unanimously approved.
