ROLL CALL. 2. APPROVAL OF MINUTES. 2.1. Approval of Minutes of the June 22, 2026, City Council Meeting, and June 22, 2026, June 29, 2026, and July 2, 2026, Special City Council Meetings. 3. FINALIZATION AND APPROVAL OF CONSENT AGENDAS. CITIZENS WISHING TO SPEAK TO OR REMOVE ITEMS FROM THE CONSENT AGENDAS MUST DO SO AT THIS TIME. 4. CEREMONIAL MATTERS. 5. CITY MANAGER REPORT AND RESPONSES TO QUESTIONS RAISED AT THE PREVIOUS CITY COUNCIL MEETING. 6. SECOND READING AND FINAL PASSAGE. Citizens Have Spoken. May Be Voted On. 6.1. Council Bill 2026-137 (Horton) A special ordiance approving a Petition to Establish the North Broadway Community Improvement District; authorizing the City Manager, or designee, to execute a Cooperative Agreement between the City of Springfield and the North Broadway Community Improvement District; and directing the City Clerk to notify the Missouri Department of Economic Development and the Missouri State Auditor of the creation of the District. 6.2. Council Bill 2026-138 (Lee) A special ordinance authorizing the City Manager, or designee, to enter a contract with Axon Enterprise, Inc. to provide Body Worn Cameras to the Police Department, and amending the budget in the amount of $5,300,000, to appropriate unused funds originally budgeted for Police Department salaries and funds awarded through federal forfeiture to provide initial funding for the agreement. 6.3. Council Bill 2026-140 (Hardinger) A special ordiance authorizing the City Manager, or designee, to enter into a contract with the Greater Springfield Area Sports Commission, Inc., in an amount equal to four and one-half percent (4.5%) of the City’s proceeds from the hotel/motel gross receipts tax, estimated to be $365,355.00 for Fiscal Year 2026-2027, for the purpose of promoting and attracting sporting events to the community. 6.4. Council Bill 2026-141 (Jenson) A special ordinance authorizing the City Manager, or designee, to enter into a contract with the Springfield Convention & Visitors Bureau, Inc., in an amount equal to forty- seven percent (47%) of the City’s proceeds from the hotel/motel gross receipts tax, estimated to be $3,747,920 for Fiscal Year 2026-2027, for the purpose of promoting travel and tourism within the community. 6.5. Council Bill 2026-142 (McGull) A special ordinance authorizing the City Manager, or designee, to enter into a contract with the Springfield Regional Arts Council, Inc., in an amount equal to four and one-half percent (4.5%) of the City's proceeds from the hotel/motel gross receipts tax, estimated to be $365,355.00 for Fiscal Year 2026-2027, to support the visual and performing arts within the City. 6.6. Council Bill 2026-143 (Hardinger) A special ordinance repealing General Ordinance 7002, passed by City Council on May 4, 2026, said ordinance being entitled, "amending the Springfield Land Development Code, Section 36-4.01B, ‘Official Zoning Map,’ by rezoning approximately 7.64 acres of property generally located at 3302 South Maryland Avenue from Planned Development No. 13, 3rd Amendment, and R-SF, Single-Family Residential District, to Planned Development No. 395; and adopting an updated Official Zoning Map." 6.7. Council Bill 2026-144 (Hosmer) A special ordinance calling an election on Tuesday, November 3, 2026, in the City of Springfield, Missouri, to submit to the qualified voters the question of whether to amend the Springfield Land Development Code, Section 36-4.01B, 'Official Zoning Map,' by rezoning approximately 7.64 acres of property generally located at 3302 South Maryland Avenue from Planned Developoment No. 13, 3rd Amendment, and R-SF, Single-Family Residential District, to Planned Development No. 395; and declaring an emergency. 6.8. Council Bill 2026-145 (Schrag) A special ordinance authorizing the City of Springfield, Missouri, to enter into a First Amendment to agreement with David Cameron for the purpose of employing him as City Manager; authorizing payment of salary and benefits in accordance with the provisions of said amended agreement; and authorizing the Mayor to execute the same by and on behalf of the City of Springfield. 7. RESOLUTIONS. Citizens May Speak. May Be Voted On. 7.1. Council Bill 2026-148 (Carroll) A resolution authorizing the City Manager, or designee, to apply for up to $10,000,000 in grant funds from the United States Department of Housing and Urban Development Pathways to Removing Obstacles to Housing Program, to fund the production of permanently affordable owner-occupied housing and advance the City of Springfield’s removal of regulatory barriers to housing consistent with the comprehensive plan. 8. Council Bill 2026-150 (Hosmer) A special ordinance authorizing the City Manager, or designee, to enter into a Surface Transportation Block Grant (“STBG”) Program Agreement with the Missouri Highways and Transportation Commission (“MHTC”) to fund regional transportation planning costs for added elements to the City’s Transportation Master Plan; amending the Fiscal Year 2026-2027 budget for the Department of Public Works in the amount of $100,000 to appropriate federal STBG Program funds contributed by the Ozarks Transportation Organization (“OTO”); and declaring that this Ordinance qualifies for approval in one reading pursuant to City Charter Section 2.16(25). 11. AMENDED BILLS. 12. COUNCIL BILLS FOR PUBLIC HEARING. Citizens May Speak. Not Anticipated To Be Voted On. 12.1. Council Bill 2026-151 (Jenson) A general ordinance amending Chapter 36, Article 4, Section 4.01B of the Land Development Code, ‘Official Zoning Map,’ by rezoning approximately 1.0 acre of property generally located at 2852 West Republic Road from County C-2 to GC, General Commercial District; and adopting an updated Official Zoning Map. (By: B&B Rental & Real Estate LP; 2852 West Republic Road; Z-14-2026) 12.2. Council Bill 2026-152 (Horton) A general ordinance amending Chapter 36, Article 4, Section 4.01B of the Land Development Code, ‘Official Zoning Map,’ by rezoning approximately 130 acres of property generally located at 233 East Norton Road from County R-1, Suburban Residence District; R-SF, Single-Family Residential District; and Planned Development No. 165 and 165 Amended, to GI, Government and Institutional District; and adopting an updated Official Zoning Map. Council Bill 2026-153 (Hosmer) A general ordinance amending the Springfield City Code, Chapter 36, ‘Land Development Code,’ to incorporate recommended changes. (By: City of Springfield; City-wide; Land Development Code - Text Amendment Number 3.) 12.4. Council Bill 2026-154 (Carroll) A general ordinance amending the Springfield City Code, Chapter 36, Article 10, Section 36-10.09.C.5, ‘Marijuana & Medical Marijuana Uses,’ to allow drive-thru facilities to operate until 1:30 a.m. (By: V3 MO Vending 5, LLC; Citywide; Marijuana & Medical Marijuana Uses Drive-Through Hours of Operation Amendment.) 13. FIRST READING BILLS. Requiring One Reading. Citizens May Speak. May Be Voted On. 13.1. Council Bill 2026-155 (Horton) A special ordinance accepting the bid of Elite Site Work, LLC, in the amount of $103,967.80 for the construction of sanitary sewers in Sanitary Sewer District No. 111 of Section No. 5, located in the vicinity of Talmage Street and Broadway Avenue, as indicated on “Exhibit A”; authorizing the City Manager, or designee, to enter into a contract; authorizing progress payments to be made to the contractor; approving a budget adjustment to amend the Fiscal Year 2026-2027 budget of the Department of Environmental Services Clean Water Enterprise Fund by appropriating reserves of said fund in the amount of $160,000.00; and declaring that this Ordinance qualifies for approval in one reading pursuant to City Charter Section 10.15. 13.2. Council Bill 2026-156 (Lee) A special ordinance approving the plans and specifications for the Sanitary Sewer Overflow Control Program, Group 8 Public Sewer Rehabilitation – Sewer Main Cleaning; CCTV and Cured-in-Place Pipe (“CIPP”); accepting the bid of Insituform Technologies USA, LLC, in the amount of $6,225,659.13 for the project; authorizing the City Manager, or designee, to enter into a contract for said project; approving a budget adjustment to amend the Fiscal Year 2026-2027 budget of the Department of Environmental Services Clean Water Enterprise Fund by appropriating reserves of said fund in the amount of $7,470,790.96; and declaring that this Ordinance qualifies for approval in one reading pursuant to City Charter Section 2.16(25). 13.3. Council Bill 2026-157 (Hardinger) A special ordinance approving the plans and specifications for the Sanitary Sewer Overflow Control Program, Group 9 Public Sewer Rehabilitation – Open Cut Repairs; accepting the bid of K&B Equipment, LLC, in the amount of $4,654,015 for the project; authorizing the City Manager, or designee, to enter into a contract for said project; approving a budget adjustment to amend the Fiscal Year 2026-2027 budget of the Department of Environmental Services Clean Water Enterprise Fund by appropriating reserves of said fund in the amount of $5,584,818; and declaring that this Ordinance qualifies for approval in one reading pursuant to City Charter Section 2.16(25). 13.4. Council Bill 2026-158 (McGull, Adib-Yazdi) A special ordinance authorizing the City Manager, or designee, to enter into a Municipal and Cost Apportionment Agreement with the Missouri Highways and Transportation Commission (“MHTC”) for the purpose of funding the quality of place and aesthetic improvements of new concrete medians on East Sunshine Street; and declaring that this Ordinance qualifies for approval in one reading pursuant to City Charter Section 2.16(25). 14. FIRST READING BILLS. Requiring Two Readings. Citizens May Speak. Not Anticipated To Be Voted On. 14.1. Council Bill 2026-159 (Lee) A special ordinance amending the budget of the Springfield Fire Department for Fiscal Year 2026-2027 in the amount of $83,558.92 to appropriate fund balances from the Fire Department Community Room, Public Education, and Hazardous Materials Funds. 14.2. Council Bill 2026-160 (Lee) A special ordinance authorizing the General Manager of City Utilities of Springfield, Missouri (“City Utilities”) or his designee, on behalf of City Utilities, to enter into an agreement with Forvis Mazars, LLP to provide professional auditing services to City Utilities for fiscal years 2026-2030. 14.3. Council Bill 2026-161 (Jenson) A special ordinance authorizing the City Manager, or designee, to enter into a Sewer Extension Cost Reimbursement Agreement with Camray Investments, LLC, for the recovery of proportional square foot costs of the construction of a sanitary sewer extension to serve Joint District 217 of Section 16 and establishing a sanitary sewer cost recovery area and a per square foot connection fee to reimburse the developer for proportional costs of construction of the sanitary sewer extension. 14.4. Council Bill 2026-162 (Carroll) A special ordinance selecting Mauldin & Jenkins, Certified Public Accountants, LLC, as the City’s independent auditor, pursuant to Section 2.14 of the City Charter; and authorizing the City Manager to execute a contract with said firm for independent auditing services for the City, including the Police Officers’ and Fire Fighters’ Retirement Fund, for Fiscal Years 2026 through 2030. 14.5. Council Bill 2026-163 (Lee) A special ordinance authorizing the City Manager, or designee, to accept a grant renewal in the amount of $100,000 from the Missouri Children’s Trust Fund for use by the Springfield-Greene County Health Department to continue operating the Family Connects Program that offers no-cost home visits to parents of newborns in Greene County, Missouri; to enter into agreements necessary to carry out the grant; and amending the Fiscal Year 2026-2027 budget in the amount of $100,000 to appropriate the grant funds. 14.6. Council Bill 2026-164 (Jenson, Adib-Yazdi, Horton, Hosmer) A general ordinance amending Chapter 118 of the Springfield City Code, “Vehicles for Hire,” Section 118-49, to require taxicabs operated in the City of Springfield to be inspected biennially, on years where no state vehicle inspection is required; repealing General Ordinance 6942; and accepting the report of the Finance and Administration Committee. 14.7. Council Bill 2026-165 (Hosmer) A special ordinance authorizing a plan for an industrial development project for the Andy’s Headquarters Project, consisting of the construction and improvement of a new headquarters campus; and authorizing the City of Springfield, Missouri to issue its Taxable Industrial Development Revenue Bonds (Andy’s Headquarters Project), in a principal amount not to exceed $32,000,000 and authorizing and approving certain documents and actions in connection therewith. 15. PETITIONS, REMONSTRANCES AND COMMUNICATIONS. 15.1. Gary Wilson wishes to address City Council. 15.2. Brooke Evans wishes to address City Council. 16. NEW BUSINESS. 16.1. The Committee of the Whole recommends the following appointments to the Citizens' Advisory Board: Jhasmine Watson and Jeff Frederick, with terms to expire March 25, 2029. 16.2. The Committee of the Whole recommends the following appointments to the Citizens' Advisory Board: Mary Ann Bonetti and Alea Lee, with terms to expire March 25, 2028. 16.3. The Committee of the Whole recommends the following reappointment to the Citizens' Advisory Board: Lauren Shantz, with term to expire March 25, 2029. 16.4. Mayor Schrag recommends the following appointment to the Springfield-Greene County Library Board: Pamela Hernandez, with term to expire July 1, 2029. 16.5. Mayor Schrag recommends the following reappointment to the Springfield-Greene County Library Board: Mar'Ellen Felin, with term to expire July 1, 2029. 16.6. Council Bill 2026-167 (Jenson) A resolution confirming the appointment of Emily Denniston to the Downtown Springfield Community Improvement District Board of Directors. 20.2. The Public Involvement Committee recommends and confirms the following appointments to the Springfield-Greene County Board of Equalization pursuant to Section 5.5 of the City Charter: Jeremy Wilson and August Newberry, with terms to expire April 1, 2028. 20.3. The Public Involvement Committee recommends and confirms the following appointment to the Springfield-Greene County Board of Equalization pursuant to Section 5.5 of the City Charter: Tim Smith, with term to expire April 1, 2029. 21. CONSENT AGENDA – SECOND READING BILLS. 21.1. Confirm the following appointments to the Springfield Convention and Visitors Bureau DBA Visit Springfield: Danny Perches and Tyler Hart, with terms to expire June 30, 2029. 21.2.
