MEMBERS PRESENT: Monica Horton, Abe McGull, Callie Carroll, Brandon Jenson,
Matthew Simpson, Heather Hardinger, Derek Lee, and Ken
McClure.
MEMBERS ABSENT: Craig Hosmer.
STAFF PRESENT: Collin Quigley, Interim City Manager; Maurice S. Jones, Deputy
City Manager; Dan Smith, Director of Public Works; Tim
Rosenbury, Director of Quality of Place Initiative; Melissa Hart,
Assistant Director of Public Information and Civic Engagement;
Jordan Paul, City Attorney; Anita Cotter, City Clerk; Julie Greer,
Deputy City Clerk; and Kristina D’Andrea, Executive Secretary.
GUESTS: None.
Mayor McClure called the meeting to order at approximately 11:01 a.m., and roll call was
conducted. Present: McGull, Carroll, Lee, Horton, Jenson, Simpson, Hardinger, and McClure.
Absent: Hosmer.
Councilmember Horton moved to approve the minutes of the March 4, 2025, meeting as
presented. Councilmember McGull seconded the motion, and it was approved by the following
vote: Ayes: McGull, Jenson, Lee, Horton, Carroll, Simpson, Hardinger, and McClure. Nays:
None. Absent: Hosmer. Abstain: None.
Mayor McClure noted at the March 4, 2025, meeting, Andy Lear had applied for, and received,
the necessary five votes for appointment recommendation to the Citizen’s Advisory Board. He
also received the necessary five votes for appointment as Vice Chair. When contacted by Anita
Cotter, City Clerk, regarding the recommended appointments, Mr. Lear declined due to personal
reasons, and a new recommendation for Vice Chair was needed.
The ballot for Vice Chair was distributed, and the first round of voting did not result in any
applicant receiving the necessary five votes for recommendation (see Exhibit A):
A second ballot was distributed with the names of all applicants who received at least one vote
on the first ballot. One applicant received the necessary five votes for recommendation as Vice-
Chair (see Exhibit B), which was Rusty Worley.

Mayor McClure opened the discussion regarding the draft resolution outlining appointments and
duties of the Citizen’s Advisory Board. He recommended the terms be staggered as follows:
Erin Danastasio, Chair - 3 years
Rusty Worley, Vice Chair – 3 years
Andy Peebles - 3 years,
Clifton Smart – 2 years
Becky Volz – 2 years
Leslie Forrester –2 year
Lauren Shantz – 1 year
Christina Angle – 1 year
It was the consensus of the Committee to not move forward with a vote for an additional member
to the Board.
Councilmember Jenson expressed concern for the ongoing operating expense language in
Section 6 of the draft resolution. He inquired about maintenance in the Parks Department being
an ongoing expense, as well as salaries. Collin Quigley, Interim City Manager, responded by
clarifying maintenance and salary expenses would be considered as long as they were directly
related to, and within, the duration of the project. He also noted the resolution was not limiting
but provided guidance to the board.
Mayor Pro Tem Simpson moved to send the draft resolution recommending the eight applicants,
their terms, and assignments for the Citizen’s Advisory Board to City Council at the March 24,
2025, City Council meeting. Councilmember Carroll seconded the motion, and it was approved
by the following vote: Ayes: Carroll, Jenson, Lee, McGull, Simpson, Horton, Hardinger, and
McClure. Nays: None. Absent: Hosmer. Nays: None. Abstain: None.
Councilmember Carroll moved to adjourn. Councilmember Hardinger seconded the motion, and
it was approved by the following vote: Ayes: Carroll, Jenson, Lee, McGull, Simpson, Horton,
Hardinger, and McClure. Nays: None. Absent: Hosmer. Abstain: None.
With no further business to come before the Committee, the meeting was adjourned to Special
City Council meeting at approximately 11:19 a.m.
