GREEN BUILDING TASK FORCE November 14, 2012 – Meeting #2 Environmental Resource Center 290 E. Central Street, welcoming task force and community members in attendance. Self introductions were given. Approval of Minutes Minutes of the October 17, 2012 meeting were approved as distributed by consensus. Staff Presentations The following presentations were given. Planning and Development, Ralph Rognstad – Subdivision Regulations (how the land is subdivided); Zoning Ordinance (building permit phase). Environmental Services/Water Quality, Errin Kemper and Carrie Lamb – Stormwater Design and Standards; Current Water Quality Practices; Examples of Projects in Springfield/Greene County. Public Works, Jonathan Gano – Energy Star Building Projects; City Green Building Policy; City/County LEED Training Status. 1 Public Works, Paula Brookshire – Traffic Management/Streetscapes, LINK Bike Lane Project, Sidewalk Projects Building Development Services, Chris Straw – Enforcement Role; New e-plans Procedures; Application Review Process; 2012 Code Amendments. Deputy City Manager, Fred Marty – e-plans Overview; Collaborative Community Development Philosophy and Implementation; e-plans Schedule and Benefits. Greene County, Chris Coulter – County Permit Review Process; Current Greene County Green Projects; Upgrades to County Campus. City Utilities of Springfield, Cara Shaefer – Success of Rebate Programs; Net Metering Project; Vehicle Readiness Task Force; Bus System Discussions followed regarding information presented by staff. Discussion A discussion was held regarding the forming of study groups. Tentatively, information will be collected from other cities concerning the following topics: • Codes • Process • Stormwater • Energy • Residential Several task force members had brought suggestions for cities to study. Next Meeting Date The next meeting was discussed and scheduled for Wednesday, December 12, 2012 at 1:30 – 3:30 p.m. (moved from regular meeting date of December 19, 2012 due to the holidays) Adjourned The meeting was adjourned at 3:37 p.m. 2
