Welcome and Introductions
Barbara Lucks, Facilitator, opened the meeting at 1:34 p.m. in the Environmental Resource Center, 290 E.
Central Street, welcoming task force and community members in attendance.
Self introductions were given.
Approval of Minutes
Minutes of the October 17, 2012 meeting were approved as distributed by consensus.
Staff Presentations
The following presentations were given.
Planning and Development, Ralph Rognstad – Subdivision Regulations (how the land is subdivided);
Zoning Ordinance (building permit phase).
Environmental Services/Water Quality, Errin Kemper and Carrie Lamb – Stormwater Design and
Standards; Current Water Quality Practices; Examples of Projects in Springfield/Greene County.
Public Works, Jonathan Gano – Energy Star Building Projects; City Green Building Policy; City/County
LEED Training Status.

Discussions followed regarding information presented by staff.
Discussion
A discussion was held regarding the forming of study groups. Tentatively, information will be collected
from other cities concerning the following topics:
• Codes
• Process
• Stormwater
• Energy
• Residential
Several task force members had brought suggestions for cities to study.
Next Meeting Date
The next meeting was discussed and scheduled for Wednesday, December 12, 2012 at 1:30 – 3:30 p.m.
