PRESENT: Monica Horton, Chair; Brandon Jenson; and Matthew Simpson.
ABSENT: Abe McGull.
VACANT: None.
STAFF: Maurice S. Jones, Deputy City Manager; Jordan Paul, City Attorney; Anita
Cotter, City Clerk; and Julie Greer, Deputy City Clerk.
GUESTS: Carol Hutcheson, citizen; and Keith Ray Mackie, Springfield-Greene County
Environmental Advisory Board member.
Councilmember Monica Horton, Chair, called the meeting to order at 4:04 p.m., and roll call was
conducted. Present: Monica Horton, Brandon Jenson, and Matthew Simpson. Absent: Abe
McGull.
Councilmember Horton advised the minutes from the previous meeting were not available for
consideration and would be provided at the next meeting.
The following appointments/reappointments were considered:
Citizens Advisory Committee for Community Development (CACCD)
Consider replacement of Debra Whitt (did not wish to be reappointed)
Mayor Pro Tem Matt Simpson moved to appoint Breanna Wilson* to replace Debra Whitt on the
Citizens’ Advisory Committee for Community Development. Councilmember Jenson seconded
the motion, and it was approved by the following vote: Ayes: Jenson, Simpson, and Horton.
Nays: None. Absent: McGull. Abstain: None.
*Clerk’s Note: Ms. Wilson later declined the appointment.
Citizens’ Tax Oversight Committee
Consider replacement of Daniel Furtak (term expired May 1, 2022, and currently serving on
another board)
Consider replacement of Trish Hubbell (resigned)

Consider replacement of David Troyer (willing to continue to serve until there are additional
applicants)
Mayor Pro Tem Simpson moved to appoint Dan Tenney to replace Trish Hubbell on the
Citizen’s Tax Oversight Committee. Councilmember Jenson seconded the motion, and it was
approved by the following vote: Ayes: Jenson, Simpson, and Horton. Nays: None. Absent:
McGull. Abstain: None.
Landmarks Board
Consider replacement of Jan Preston (resigned) (Real Estate Representative)
Councilmember Jenson moved to have current member Brian Lennox serve as the Real Estate
Representative on the Landmarks Board. Mayor Pro Tem Simpson seconded the motion, and it
was approved by the following vote: Ayes: Jenson, Simpson, and Horton. Nays: None.
Absent: McGull. Abstain: None.
Councilmember Jenson moved to appoint Genevieve Henry as a member at large to the
Landmarks Board. Mayor Pro Tem Simpson seconded the motion, and it was approved by the
following vote: Ayes: Jenson, Simpson, and Horton. Nays: None. Absent: McGull. Abstain:
None.
Springfield-Greene County Environmental Advisory Board
Consider reappointment of Carol Hutcheson
Consider reappointment of Mark Millsap
Consider reappointment of Laura McCaskill
Consider reappointment of Kathleen Murnan
Consider replacement of Barbara Garcia (term expires October 1, 2024)
Mayor Pro Tem Simpson moved to appoint Barry Rowell to replace Carol Hutcheson on the
Springfield-Greene County Environmental Advisory Board. Councilmember Jenson seconded
the motion, and it was approved by the following vote: Ayes: Jenson, Simpson, and Horton.
Nays: None. Absent: McGull. Abstain: None.
Councilmember Jenson moved to appoint Louise Wienckowski to replace Mark Millasp on the
Springfield-Greene County Environmental Advisory Board. Mayor Pro Tem Simpson seconded
the motion, and it was approved by the following vote: Ayes: Jenson, Simpson, and Horton.
Nays: None. Absent: McGull. Abstain: None.
Councilmember Jenson moved to appoint Justin Sheppard to replace Laura McCaskill on the
Springfield-Greene County Environmental Advisory Board. Mayor Pro Tem Simpson seconded
the motion, and it was approved by the following vote: Ayes: Jenson, Simpson, and Horton.
Nays: None. Absent: McGull. Abstain: None.

Councilmember Jenson moved to reappoint Kathleen Murnan to the Springfield-Greene County
Environmental Advisory Board. Mayor Pro Tem Simpson seconded the motion, and it was
approved by the following vote: Ayes: Jenson, Simpson, and Horton. Nays: None. Absent:
McGull. Abstain: None.
Mayor Pro Tem Simpson moved to appoint Roddy Rogers to replace Barbara Garcia on the
Springfield-Greene County Environmental Advisory Board. Councilmember Jenson seconded
the motion, and it was approved by the following vote: Ayes: Jenson, Simpson, and Horton.
Nays: None. Absent: McGull. Abstain: None.
Mayor Pro Tem Simpson moved to adjourn. Councilmember Horton seconded the motion, and it
was approved by the following vote: Ayes: Jenson, Simpson, and Horton. Nays: None.
Absent: McGull. Abstain: None.
With no further business to come before the Committee, the meeting adjourned at 4:30 p.m.
