PUBLIC INVOLVEMENT COMMITTEE

PRESENT: Monica Horton, Chair; Brandon Jenson; Abe McGull; and Matthew Simpson.
ABSENT: None.
VACANT: None.
STAFF: Anita Cotter, City Clerk; and Kristina D’Andrea, Executive Secretary.
GUESTS: None.
Councilmember Monica Horton, Chair, called the meeting to order at 5:31 p.m., and roll call was
conducted. Present: Monica Horton, Brandon Jenson, Abe McGull, and Matthew Simpson.
Absent: None.
Councilmember McGull moved to approve the minutes of the June 13, 2024, September 12,
2024, and October 15, 2024, meetings as presented. Mayor Pro Tem Simpson seconded the
motion, and it was approved by the following vote: Ayes: Jenson, McGull, Simpson, and
Horton. Nays: None. Absent: None. Abstain: None.
The following appointments/reappointments were considered:
Citizens’ Tax Oversight Committee
Consider replacement of Daniel Furtak (resigned in January 2024)
Consider replacement of David Troyer (term expired May 1, 2024)
Mayor Pro Tem Simpson moved to appoint Daniel Furtak to the Citizens’ Tax Oversight
Committee contingent on his resignation to the Mayor’s Commission on Human Rights and
Community Relations. Councilmember McGull seconded the motion, and it was approved by
the following vote: Ayes: Jenson, Simpson, McGull, and Horton. Nays: None. Absent: None.
Abstain: None.
Councilmember McGull moved to appoint Shelia Wright to the Citizens’ Tax Oversight
Committee. Mayor Pro Tem Simpson seconded the motion, and it was approved by the
following vote: Ayes: Jenson, Simpson, McGull, and Horton. Nays: None. Absent: None.
Abstain: None.

Landmarks Board
Consider reappointment of Nicole Falconer (term expired November 1, 2024)
Mayor Pro Tem Simpson moved to reappoint Nicole Falconer to the Landmarks Board.
Councilmember Jenson seconded the motion, and it was approved by the following vote:
Ayes: Jenson, Simpson, McGull, and Horton. Nays: None. Absent: None. Abstain: None.
Planning and Zoning Commission
Consider reappointment of Randall Doennig (term expired January 1, 2025)
Consider reappointment of Dan Scott (term expired January 1, 2025)
Consider reappointment of Carl Knuckles (term expired January 1, 2025)
Consider reappointment to Chris Lebeck (term expired January 1, 2025)
Consider reappointment to Bruce Colony (term expired January 1, 2025)
Consider replacement of Natalie Broekhoven (term expired January 1, 2025)
Mayor Pro Tem Simpson moved to reappoint Randall Doennig, Dan Scott, Carl Knuckles, Chris
Lebeck, and Bruce Colony to the Planning and Zoning Commission, and stagger terms based on
recommendations of Anita Cotter, City Clerk, with approval by Law. Councilmember McGull
seconded the motion, and it was approved by the following vote: Ayes: Jenson, Simpson,
McGull, and Horton. Nays: None. Absent: None. Abstain: None.
Randall Doennig’s first term would expire on January 1, 2028
Dan Scott’s first term would expire on January 1, 2027
Carl Knuckles’ second term would on expire January 1, 2027
Chris Lebeck’s first term would expire on January 1, 2026
Bruce Colony’s second term would expire on January 1, 2026
Eric Pauly’s first term would expire January 1, 2027*
*Clerk’s Note: Following the meeting, it was noted an additional term would need to be
staggered, and the term for current member, Eric Pauly, was changed from expiring on January
1, 2027 to expiring on January 1, 2026.
Councilmember Horton noted her preference to appoint Daniel Crisp from Zone 1 to the
Planning and Zoning Commission. Members of the Public Involvement Committee did not have
a consensus for this appointment.
Mayor Pro Tem Simpson moved to appoint Layne Hunton to the Planning and Zoning
Commission, to replace Natalie Broekhoven. Councilmember McGull seconded the motion, and
it was approved by the following vote: Ayes: Jenson, Simpson, McGull, and Horton. Nays:
None. Absent: None. Abstain: None.

Springfield – Greene County Environmental Advisory Board
Councilmember Jenson moved to allow Louise Wienkowski to rescind her resignation from the
Springfield-Greene County Environmental Advisory Board. Councilmember McGull seconded
the motion, and it was approved by the following vote: Ayes: Jenson, Simpson, McGull, and
Horton. Nays: None. Absent: None. Abstain: None.
Mayor Pro Tem Simpson moved to adjourn. Councilmember Jenson seconded the motion, and it
was approved by the following vote: Ayes: Jenson, Simpson, McGull, and Horton. Nays:
None. Absent: None. Abstain: None.
With no further business to come before the Committee, the meeting adjourned at 6:07 p.m.
