Minutes St. Louis Board of Aldermen Meeting Regular Meeting Friday, March 6, 2026 10am Board of Aldermen Chambers Minutes are preliminary and may change until finally approved by the Board 1. Call to Order President Green called the meeting to order at 10am and directed the Associate Clerk to call the roll. 2. Roll Call The Associate Clerk called the roll and the following members answered to their names: Ms. Schweitzer, Mr. Cohn, Mr. Narayan, Mr. Devoti, Ms. Velázquez, Ms. Cox Antwi, Mr. Browning, Ms. Clark-Hubbard, Ms. Tyus, Ms. Boyd, Mr. Aldridge, and President Green. 12 members were present. A quorum was established. The following members joined the meeting while it was in progress making a total of 15 members present: Ms. Sonnier, Ms. Keys, and Mr. Oldenburg 3. Opening Reflection or Prayer None. 4. Announcement of Any Special Order of the Day President Green recognized Ms. Clark-Hubbard on the motion to suspend the rules in order to introduce Resolution Numbers 259 and 260. Ms. Clark-Hubbard moved to suspend the rules in order to Introduce Resolution Numbers 259 and 260 Seconded by Mr. Aldridge. President Green directed the Associate Clerk to call the roll on the motion to suspend the rules in order to introduce Resolution Numbers 259 and 260. The Associate Clerk called the roll and the following votes were recorded: The following voted Aye: Ms. Schweitzer, Mr. Oldenburg, Mr. Narayan, Ms. Velázquez, Ms. Sonnier, Ms. Cox Antwi, Mr. Browning, Ms. Clark-Hubbard, Ms. Boyd, Mr. Aldridge, and President Green. A total of 11 Aye votes were cast. The following voted No: 1 Mr. Cohn. Page 1 of 24 The following voted Present: 1 Mr. Devoti. The following Abstained: None The following were present but did not vote: Ms. Keys and Ms. Tyus. 2 members was present at the meeting but was not in the Chamber during the roll call and therefore did not cast a vote. A total of 13 votes were cast. The motion carried. President Green directed the Associate Clerk to place Resolution Numbers 259 and 260 at the end of the Courtesy Resolutions. The Associate Clerk acknowledged. President Green invited Ms. Velázquez and her honored guest, Justina Coronal, a Hispanic Journalist from KSDK, who is moving out of St. Louis, to the dais for the purpose to present Resolution Number 259. President Green recognized Mr. Aldridge on the motion to go into recess while the members wait on their special guest, Justina Coronal. Mr. Aldridge made the motion to go into recess. Seconded by Ms. Sonnier. President called on the vote to go into recess. The motion carried unanimously by voice vote. The meeting went into recess at 10:07am. The recess ended at 10:09 am. Ms. Velázquez asked that Resolution Number 259 be read. The Associate Clerk read Resolution Number 259 in its entirety. Ms. Velázquez and Ms. Coronal discussed Resolution Number 259. Other members speaking included Ms. Clark-Hubbard, Mr. Aldridge, Mr. Devoti, and President Green Ms. Clark-Hubbard moved to place Resolution Numbers 259 Enbanc. Seconded by Mr. Browning. President Green called for the vote on the motion to place Resolution Numbers 259 Enbanc. Page 2 of 24 The motion carried unanimously by voice vote. President Green paused the meeting so that members could take a photo. President Green resumed the meeting after the photo. Adoption of the Courtesy Resolutions Calendar President Green recognized Ms. Clark-Hubbard on the motion to adopt to Courtesy Resolutions Calendar. Seconded by Mr. Aldridge. President Green called for the vote on the motion to adopt the Courtesy Resolutions Calendar. The motion carried unanimously by voice vote. 5. Introduction of Honored Guests Ms. Clark-Hubbard recognized as her honored guests, all of the women of trades, for Women in Trade’s Week. Ms. Cox Antwi recognized as her honored guest, Ms. Zara, who is the 8th Ward representative on the city council and is seated in the gallery. Mr. Aldridge recognized Matt Heskemp who is his Legislative Assistant for Employee Appreciate Day. Also, Janeka Hayden and all the women of the BOA staff and Alderwomen for Women’s History Month. 6. Approval of Minutes of previous meetings President Green recognized Ms. Clark-Hubbard on the motion for the approval of the minutes of the Friday, February 27, 2026, Full Board meetings. The project consists of the renovation of a mixed-use building in the Baden neighborhood. The prospective redeveloper acquired the property for $20,000 and plans on renovating the building into event space, offices, and an apartment at the cost of $75,000. The redeveloper plans to utilize private funds for this project. First Reading of Resolutions and Reference to Committees President Green directed the Associate Clerk to the First Reading of Resolutions and Reference to Committees. The Associate Clerk Read the following: RESOLUTION 258 OPPOSING MISSOURI HOUSE BILL 3066/SENATE BILL 1657AND THE RECENT UNACCOUNTABLE ACTIONS OF THE POLICE BOARD OF COMMISSIONERS Page 17 of 24 WHEREAS, the St. Louis Board of Police Commissioners (“Police Board”), a body where 4 of the 5 members are appointed by the Governor, has demonstrated a pattern of reckless fiscal behavior that threatens the financial stability of the City we all want to see thrive; and WHEREAS, in February 2026, the Police Board submitted a proposed budget for that exceeded the State’s mandated amount by $72 million; and WHEREAS, this proposed budget included a near-doubling of officer salary, which accounts for an increase of more than $30 million, which was submitted to the Mayor's office with less than a day’s notice before the Board voted to certify it. This denies the Mayor, who is the only member of the Board who represents the voters of the City, from providing a meaningful opportunity to review, analyze, or respond to its contents; and WHEREAS, the City of St. Louis strongly supports its police officers and believes they deserve competitive salaries and the respect and investment that the essential nature of their work demands, which is why the City has been pouring a significant amount of resources into them; and WHEREAS, The Police Board's approach does not represent a good-faith effort to lift up officers given that it more closely represents a power grab that bypasses the elected officials, the taxpayers, and the community partnerships necessary to make any raise sustainable and lasting; and WHEREAS, St. Louis will never be made safer by a Police Board that operates as though the rest of City government does not exist; and WHEREAS, Public safety is not achieved in isolation, but through streets that are maintained and give the residents pride in living there, youth who have opportunities to thrive instead of opportunities to get into trouble, families that are housed in buildings that are dignifying, and communities that are wholly invested in; and WHEREAS, as it stands now, every dollar the Board seeks to take beyond what the City has budgeted, and what the State has mandated, is a dollar taken from the holistic approach to what makes us safe; and WHEREAS, Mayor Cara Spencer has stated that the Police Board's proposed budget would force massive layoffs across Streets, Refuse, and every other City department. The Police Board's fiscal recklessness threatens the livelihoods of thousands of City employees and the services that residents depend on; and WHEREAS, on January 21st, 2026 Missouri State Representative Brad Christ, who does not represent anyone who lives in the City of St. Louis, filed House Bill 3066 (“HB 3066”), which would remove all ability for the municipally ran Board of Estimate and Apportionment to deny line-item transfers for the Board, as well as transfer litigation cost for police misconduct from the State to the City; and WHEREAS, on February 10, 2026, Missouri State Senator Travis Fitzwater filed Senate Bill 1657 (“SB 1657”), which is identical to HB 3066; and WHEREAS, HB 3066 and SB 1657 would dramatically accelerate and entrench the City’s problems by allowing the Police Board to hide tens of millions of dollars from the City’s budget while also stripping the Board of Estimate and Apportionment of its authority to approve transfers within the police budget, eliminating a critical check on how public dollars are spent once appropriated; and WHEREAS, If HB 3066 or SB 1657 becomes law, the liability for police-related lawsuits, settlements, and judgments would be transferred to the City of St. Louis, meaning St. Louis taxpayers would bear the full Page 18 of 24 financial risk of police conduct while simultaneously being denied full visibility into the true cost of the department they are funding; and WHEREAS, HB 3066 and SB 1657 would grant the Police Board the unilateral authority to move money between budget classifications without seeking approval from any elected or appointed oversight body, a power granted to no other City department; and WHEREAS, the City has been working for several months in good faith with the Missouri Attorney General’s Office on a Memorandum of Understanding to resolve the important legal issues of representation, liability, payment, settlement authority, and other key issues, making these pieces of legislation both unnecessary and potentially counter to this collaborative effort that all parties believe is close to being resolved; and WHEREAS, the City of St. Louis faces profound and layered public safety challenges that cannot be solved by budget increases alone, they require violence prevention, behavioral health response, trauma-informed services, neighborhood investment, and the kind of trust between residents and officers that is built through community engagement and accountability, not state mandates by an unaccountable Police Board. HB 3066 and SB 1657 make every one of these proven solutions harder by constraining the City's fiscal flexibility and concentrating decision-making power in a board that answers to Jefferson City rather than to the people of St. Louis. NOW THEREFORE BE IT RESOLVED by the Board of Aldermen of the City of St. Louis that we pause in our deliberations to oppose Missouri HB 3066 and SB 1657; and BE IT FURTHER RESOLVED that this Board calls on the Police Board of Commissioners to immediately return to the table in good faith partners in order to develop a police budget that honors our officers, respects our residents, and reflects the realities of a city that must invest in all of its residents; and BE IT FURTHER RESOLVED that we further direct the Clerk of this Board of Aldermen to spread a copy of this Resolution across the minutes of these proceedings and to prepare a commemorative copy of this resolution to the members of the Missouri House Committee on Crime and Public Safety, the Missouri Senate Committee on Transportation, Infrastructure and Public Safety, and to others as she sees fit. The Associate Clerk read the following: RESOLUTION NUMBER 257 HONORING THE LIFE AND LEGACY OF SARAH LYNETTE GLEASON WHEREAS, Sarah Lynette Gleason was born on October 20, 1965 in St. Louis Missouri to Myrtle Gleason- Pernell and Samuel Jones. Sarah was loving called Net by her close friends and family; and WHEREAS, Sarah was truly led by God in everything she did in her life. Her faith walk began at New Bethel Missionary Baptist Church in Illinois, where she was baptized, served on many church organizations and remained a member at the time of her passing; and WHEREAS, Sarah graduated from Sumner high school in 1984. After graduation she marked on a journey in computers by attending the Vocational Trade Center where she earned a degree in computer applications; and WHEREAS, with her new found education in 1989, Sarah applied and received a job from the St. Louis City Board of Aldermen as a Secretary to the Aldermen and Alderwomen who served the City of St. Louis. During her tenure at the Board, Sarah was promoted to Executive Secretary. After almost 30 years of service, she retired in 2018 due to health complications. During her time at the Board Sarah worked with many Aldermen and Alderwomen always willing to lend a helping hand. In 1991 Sarah Gleason became the 1 st Secretary to a then new 20th Ward Alderwoman Sharon Tyus. Alderwoman Tyus remembers Sarah as one of the kindest most gentle persons she has ever known; and WHEREAS, Sarah’s passion was serving God, studying his word, working for her church in any capacity, helping others when and where she could, eating good food, and playing cards. She loved watching and looking over her family member’s kids, especially her cousins and her nephew. Sarah’s love for God and family was like none other. She always had a listening ear, a positive and encouraging word to say, and a good scripture to back it up, just in case you didn’t believe or needed to know; and WHEREAS, Monday, February 16, 2026 God called Sarah Lynette Gleason home. However, we can still hear Sarah say, “We are confident I say, and willing rather to be absent from the body and to be present with the Lord.” II Corinthians 5:8; and WHEREAS, Sarah was proceeded in death by her parents and her grandparents. Her parents were Myrtle Gleason-Pernell and Samuel Jones. Her grandparents were Sarah and James Gleason, Sr., and her uncle James Gleason, Jr., and Aunts Marie Gleason and Johnnie Bea Jones. Sarah leaves behind many precious memories with her family and friends, including her brother, James, Tyrone Gleason Sr.; her Uncle Alfred (Gwen) Gleason, her aunt Willean Gleason, her nephew Tyrone Gleason Jr., her great-nephew and niece, Tiauna and Adonis Gleason, and a host of people who loved and cherished her. Sarah, truly loved God and she wanted to get to know him. Sarah may be gone from this place but we know she is truly present with God. We know Sarah, is still looking over us as well and trying to encourage us to get to know the Lord. Sarah’s presence, wisdom, and kindness will be deeply missed by all who knew and loved her.
