1. Call to Order
President Green called the meeting to order at 10:00am and directed the Associate Clerk to call the roll.
2. Roll Call
The Associate Clerk called the roll and the following members answered to their names: Ms.
Schweitzer, Mr. Cohn, Mr. Narayan, Mr. Devoti, Ms. Tyus, Ms. Boyd, Mr. Aldridge, and President
Green. 8 members were present. A quorum was established.
The following members joined the meeting while it was in progress making a total of 14 members
present: Mr. Oldenburg, Ms. Sonnier, Ms. Velázquez, Ms. Clark-Hubbard, Mr. Browning, and Ms.
Keys
3. Opening Reflection or Prayer
President Green recognized the Vice President of the Arab Cultural Center in St. Louis, Dr. Mahir, to
lead the members in the opening reflection/prayer,
Dr. Mahir led the members in the reflection/prayer.
4. Announcement of Any Special Order of the Day
President Green invited Mr. Devoti and his guest to the dais for the purpose to present Resolution
Number 281.
Mr. Devoti discussed Resolution Number 281. Other members speaking included Mr. Cohn, Ms.
Schweitzer, and President Green.
President Green paused the meeting so that members could take a photo.

This Board Bill seeks to approve a Chapter 99 Redevelopment Plan and Blighting Study for the Cass
Avenue and I-44 Redevelopment Area. The proposed Bill does not allow for use of eminent domain
within the area. The objective of the Redevelopment Plan is to encourage redevelopment of the Area
with commercial uses that will serve as an entrance to the city from the north and east. Staff supports up
to twenty-five (25) years of tax abatement.

HONORING MS. ETHEL WHITE
WHEREAS, Ethel White was a dedicated daughter of St. Louis, Missouri, who carried the values of her
upbringing into a lifelong career as a transformative educator in the Los Angeles school system; and
WHEREAS, Ms. White committed decades of her life to the noble pursuit of shaping young minds, serving as
a beacon of guidance, youth empowerment, and community service; and
WHEREAS, throughout her life and career, she exemplified remarkable resilience and an unwavering faith,
overcoming personal and professional "storms" with grace and devotion to others; and
WHEREAS, even while facing health challenges, Ms. White labored to preserve her family’s history and her
own life’s lessons in a manuscript titled “Highest of Heights: How I found the World: A True Story”; and
WHEREAS, while in the process of writing the book, Ms. White sadly passed away March 19, 2025; and
WHEREAS, following her passing, her brother, Lewis White, fulfilled his solemn "assignment" to complete
and publish her work, ensuring her voice would reach future generations; and
WHEREAS, the publication of Highest of Heights serves as a lasting tribute to her legacy of service and is
scheduled for official release on April 7, 2026, in honor of her birthday; and
WHEREAS, leaders in both the City of St. Louis and the State of California have moved to recognize her
extraordinary contributions to education and the profound impact she left on her students and community;
NOW THEREFORE BE IT RESOLVED, by the Board of Aldermen of the City of St. Louis that we pause in

HONORING ROSIE JONES
WHEREAS, Rosie Jones, loving and devoted Mother of Shirleen, Antwane, Kimberly, Sherry, Sheila, Robin
and Camella was born May 28, 1943 in Cauthersville, MO. At the young age of 14 years old, she moved to St.
Louis with her father and Eldest Sister, Corrine, living her entire adult life in St. Louis; and
WHEREAS, in the 1970s, homelessness in St. Louis began to emerge as a significant, visible public policy
issue, transitioning from a problem largely managed by transient aid to a persistent crisis that accelerated and
Rosie became a staunch advocate and pioneer. She infamously created local and national new headlines when
she moved herself and all six of daughters into the Mayor’s Office at City Hall; and
WHEREAS, eventually she was successful in securing housing for her family and later in her life became a
home owner in one of St. Louis’s historic neighborhoods, the Shaw neighborhood; and
WHEREAS, life for Rosie was a bittersweet journey as she raised her children and decided to take on the
challenge of adopting and raising five of her grandchildren when one of her daughters faced life altering
circumstances that led to her being unable to parent her children; and
WHEREAS, Rosie was indeed a dedicated mother, grandmother, great-grandmother and great-great
grandmother. Every life she touched, she filled with her warmth, love and caring spirit. It didn’t matter who you
were because she simply loved everyone. A true and faithful Christian; and
WHEREAS, the values that she lived, were the exact same as she instilled in her own children, including

encouraging adoption within the family when family members were unable to parent their own children for
whatever reason. She was strongly devoted to keeping her family together; and
WHEREAS, Rosie departed this life on Saturday, March 7, 2026. She deserves to be honored as a person who
embodies all the qualities and characteristics that make a St. Louisian, a productive, caring, supportive citizen
and someone that we should all aspire to be as human beings.
NOW THEREFORE BE IT RESOLVED by the Board of Aldermen of the City of St. Louis, that pause in

WHEREAS, Chi Anderson discovered her love for having her picture taken at age 5. This would eventually
turn into an aspiring modeling career well into her late teens. Coming from a family of traditionalists, she
obtained her B.A. in Healthcare Management, an MBA in Business, and a life coach certification in Positive
Psychology; and
WHEREAS, Chi took the safe, societal route and worked in corporate for 20 years. Never having that sense of
fulfillment, she always knew she was destined for more than continual micromanaging and a cramped cubicle.
Eventually, her little girl dreams and grown woman prayers would be her realization returning to modeling full
time walking for dozens of fashion designers and been photographed by some of the greats; and
WHEREAS, Being well versed in her craft, Chi created a much-needed lane, The Creative Coach, LLC,
assisting clients during photoshoots/public appearances with everything from posing to managing fine details
while on set. She’s also a runway and pageant coach for the youth, helping teen girls win numerous titles and
crowns around the world; and
WHEREAS, Chi is also an actress, voiceover talent, and influencer. She was the first official model for Brazen
Boutique and has been seen on HBO Series Betty. She’s also a Mid America Emmy recipient for a Girl
Scout commercial and has been seen on dozens of Mobile-On The Run billboards in Missouri and Illinois
just to name a few. She’s a 2x author and also THE FIRST brown girl to place in the national FabOver40
competition as 3rd runner-up out of over 300K contestants; and
WHERAS, Chi Anderson is the Founder of “Take Care, Sis”, a 501c3 that acts as a self-care sisterhood and
safe haven for women 25+ who deserve a chance to reset, recharge, and refuel. These intentional events are
curated to incorporate and enhance better lifestyle choices while building an accountable community of women.
Prize & Shine Foundation, Est. 2016, Chi’s first baby, was a 501c3 that offered assistance to high school senior

becoming the first African-American actor to win a Golden Globe for Best Actor in a TV Drama and Time's list
of the 100 most influential people in the world in 2018; and
WHEREAS, Sterling’s many awards include 3 Primetime Emmy Awards, 2021: Outstanding Narrator for
Lincoln: Divided We Stand, 2017: Outstanding Lead Actor in a Drama Series for This Is Us, and 2016:
Outstanding Supporting Actor in a Limited Series or Movie for The People v. O.J. Simpson: American Crime
Story. A 2018 Golden Globe Award for Best Performance by an Actor in a Television Series Drama for This Is

HONORING REVEREND LA’VETTA J. ROSS
WHEREAS, the congregation of Union Avenue Christian Church (Disciples of Christ) celebrated its new
senior minister, Rev. La’Vetta J. Ross, during an official installation celebration on Sunday, September 7, 2025
in its historic sanctuary, located at 733 Union Blvd., St. Louis, MO 63108; and
WHEREAS, Union Avenue Christian Church’s heritage dates back to the origin of the communion that has
come to be known as the Christian Church (Disciples of Christ). In 1837, 28 years after the founding of Brush
Run Church in West Virginia, Disciples of Christ first appeared in St. Louis and met in members’ homes. In
1842 more came following the call of “wherever two or more are gathered in my name.” Opposite the St. Louis
Courthouse on Fourth Street, the First Christian Church soon was founded; and
WHEREAS, With the movement west, Central Christian Church began in 1871 and Mt. Cabanne Christian
Church in 1892. A merger on October 13, 1902 — a great and difficult decision for these two congregations —
created Union Avenue Christian Church (UACC). With courage and faith, the land on which a church would be
built was purchased at the corner of Union Avenue and Von Versen (now Enright Ave). By 1940 populations in
St. Louis had shifted, however the members of the congregation voted to remain in the city at its current
location as a truly metropolitan church; and
WHEREAS, as population in the City of St. Louis decreased, so did UACC’s membership, as numerous
Disciples churches sprouted in the suburbs. Union Avenue Christian Church remained steadfast in its
commitment to be a beacon of faith and hope for the city; and

WHEREAS, Rev. Ross is only the second woman, and the first African American, to serve as the 12th senior
minister of Union Avenue Christian Church (UACC) in the church’s 120-year history. Born in Kansas City,
MO, Ross is no stranger to the St. Louis area. After receiving a master of divinity from Eden Theological
Seminary in 2015, among other roles, she served as a chaplain at Christian Hospital BJC and as senior pastor of
Crossroads Christian Church in Caseyville, IL. as well as hospice chaplain in central New Jersey and clergy in
residence at United Christian Church in Levittown, PA.; and
WHEREAS, Rev. Ross considers it an honor to lead this congregation steeped in a rich history of social justice,
hospitality, and the arts, and in a time and place where our nation is divided over issues of religion, socio-
economics, and politics, she recognizes the historic significance of her call as the first Black woman appointed
to the position of senior minister; and
WHEREAS, UACC, an open and affirming congregation, has been a vital light on the corner of Union and
Delmar in the Central West End of St. Louis since it began its ministry at this location in 1908. In addition to
serving its congregation and community, the church is the home of
Union Avenue Opera, the West End Players Guild, the Gretchen Brigham Art Gallery, the National Benevolent
Association, and the Be the Neighbor/Urban Mission Inn. Its rich
legacy also includes being the first home of Food Outreach, which provides nutritious meals to those challenged
with HIV/AIDS and cancer.

challenges ahead and children have a better, healthier start, when parents have the support and skills needed to
raise them; and
WHEREAS, home visiting can include a variety of different programs and models including early childhood
home visiting programs and parenting education programs; and
WHEREAS, home visiting programs help parents meet the unique needs of their children, promote healthy
development, strengthen family relationships, reduce the risk of abuse and neglect, and promote equity by
providing resources to families who are furthest from opportunity; and
WHEREAS, well-trained professionals implement early childhood home visitation so that all families have the
opportunity to access information in ways that respect their unique beliefs, traditions and customs; and

WHEREAS, Parents as Teachers operates in local communities across the United States and around the world.
With more than 1,000 affiliates, using an evidence-based model, PAT nurtures positive change for every child

WHEREAS, we urge individuals, and organizations across The City of St. Louis and the State of Missouri to

of Edward L. Bushmeyer Jr., who passed away on March 28, 2026, after nearly four decades of distinguished
public service to the City of St. Louis; and
WHEREAS, Mr. Bushmeyer was born on November 8, 1950, in Florissant, Missouri, and raised in Jennings,
where he developed an early commitment to community and civic engagement; and
WHEREAS, he was a proud graduate of the University of Missouri–St. Louis, earning a degree in sociology
while actively participating in student government and campus activism, and later obtained a master’s degree in
urban affairs from Saint Louis University; and
WHEREAS, following his academic pursuits, he served as a VISTA volunteer in the Soulard neighborhood,
demonstrating an early and enduring commitment to public service, during which time he met his beloved wife,
Louise Tonkovich; and
WHEREAS, Mr. Bushmeyer dedicated his professional life to the City of St. Louis, serving under four mayoral
administrations—those of Vincent Schoemehl Jr., Freeman Bosley Jr., Clarence Harmon, and Francis Slay—
earning a reputation as a trusted advisor, skilled communicator, and principled leader; and
WHEREAS, his career included service as a Missouri State Representative from 1979 to 1981, representing his
community with integrity in the Missouri House of Representatives; and
WHEREAS, he served as Press Secretary to Mayor Vincent Schoemehl Jr. and later as Director of
Communications for Mayor Clarence Harmon, helping to shape public understanding of city policy and
leadership; and

Commissioner, Assistant Airport Director, and key positions within the Water Division, reflecting both the
breadth of his expertise and his unwavering dedication to public administration; and
WHEREAS, Mr. Bushmeyer served as the City Assessor from 2002 to 2013, becoming the longest-serving
Assessor in the history of St. Louis, where he upheld fairness, transparency, and professionalism in property
assessment; and
WHEREAS, he played a critical role in the redistricting efforts of 1990, 2001, and 2011, helping to ensure
more equitable racial representation and strengthening democratic participation within the City; and
WHEREAS, in 2021, he authored his memoir, Diamond Vince to Saint Francis: My Career in Local Politics,
preserving for future generations a detailed account of his years of public service and the evolution of local
government; and
WHEREAS, his professional and personal papers have been preserved by the State Historical Society of
Missouri, ensuring that his contributions to civic life will continue to inform and inspire; and
WHEREAS, known widely as a “consummate gentleman,” Mr. Bushmeyer was admired for his affable
personality, institutional knowledge, and steady leadership, embodying an era of professionalism and dedication
at City Hall; and
WHEREAS, he leaves to cherish his memory his devoted wife, Louise; his children, Christopher and Lisa; and
five beloved grandchildren, along with countless colleagues, friends, and residents whose lives were enriched
by his work and kindness; and

Bishop Lawrence M. Wooten Sr.; and
WHEREAS, Mother Watts has demonstrated unwavering commitment to the Church of God in Christ for over
65 years, serving in numerous capacities including Evangelism, Assistant District Missionary, District
Missionary, Planning Committee Chairperson, Leadership Training Committee Chairperson, and Director of
Home and Foreign Missions; and
WHEREAS, through her leadership, she has strengthened auxiliaries, units, and bands within the jurisdiction
and established impactful initiatives such as a comprehensive missionary training program and a Grief and
Crisis Support Group to meet the spiritual and emotional needs of the community; and
WHEREAS, Mother Watts has served faithfully on both the jurisdictional and national levels, including her

leaders in ministry and faithfully serving alongside her late husband, Superintendent Nelson Watts Sr., for over

HONORING BISHOP R.D. STRONG
WHEREAS, Jurisdictional Bishop Robert D. Strong, Sr. is the Pastor of Kossuth Church of God in Christ of
St. Louis, Missouri and on January 23, 2023, Auxiliary Bishop Robert D. Strong, Sr., was elevated to
Jurisdictional Bishop of the Missouri Eastern Third Jurisdiction by The Honorable Presiding Bishop and
Chief Apostle John J. Shears in Memphis, Tennessee; and
WHEREAS, on November 10, 2013, Elder Robert D. Strong, Sr. was elevated and installed to Auxiliary Bishop
of Church of God in Christ by The Honorable Presiding Bishop and Chief Apostle Charles E. Blake, officiating
at Edward Jones Dome in St. Louis, Missouri; and
WHEREAS, Pastor Strong has faithfully served this congregation since April, 1977. Also, while serving as Pastor
of Kossuth COGIC, Bishop Strong was employed by General Motors for 25 years until he received a word from
the Lord to dedicate his life to full time ministry. In 1994, Pastor Strong received his Bachelor of Arts Degree in

Biblical Studies from Lael College. He also received his Master’s Degree in Ministry. Pastor Strong was
appointed Eastern Missouri First Jurisdiction Sunday School Superintendent in 1990 and Midwest Regional
Sunday School Superintendent in 1998. Bishop Strong travels the country preaching and teaching the gospel;
teaching annually in the Auxiliaries in Ministry International Conventions (AIMS). He has also sponsored trips
to Israel, Jordan, and Egypt, to help inspire faith in the Lord; and
WHEREAS, Pastor Strong has been married to Evangelist Missionary Jaynes Strong for 60 years, and she works
untiringly alongside him in the ministry. They have seven unique children; and
WHEREAS, under Pastor Strong’s pastorate two new edifices were constructed. The vision of a new edifice was
given from the Lord based on Haggai 1:8. On April 17, 1983, the vision became a reality and the new edifice, at
3801 Clarence was dedicated. The second 950 seat edifice opened July 18, 2004. Latter Glory Manor, a 38-unit
seniors’ complex, was also built in 2004. In 2005, a multipurpose complex was renovated from the last sanctuary.
On Sunday, April 28, 2013 a “Street Dedication Service” was held in dedication of the street named “Eld. Robert
Strong, Sr. Way”. Other church and community ministries include: Bible Study Institute, G.E.D. Assistance
Weekly Hot Lunch Program, Multi Media Ministry, Transportation Ministry, Prison Outreach Ministry,
Drug & Alcohol Recovery Program, Community Food Pantry, Grill to Glory, Flame of Fire Radio Broadcast, and
the vision continues….

HONORING THE HISTORY AND LEGACY OF KOSSUTH CHURCH OF GOD IN
CHRIST
WHEREAS, in 1925, Mother Lydia B. Tate established the Boosting for Jesus Circle Prayer Band in her home
at 3933 W. Belle in St. Louis, Missouri, laying the spiritual foundation for what would become a lasting
institution of faith and community service; In 1932, Elder James Lee Ward and Elder John Schafer joined the
prayer band, strengthening its leadership and expanding its spiritual reach; and
WHEREAS, on April 21, 1936, the organization formally became The All-Saints Gospel Feast Holiness
Church, with Elder James Lee Ward appointed Pastor and Elder John Schafer serving as Assistant Pastor. In
1941, Elder Henry Phillips joined the ministry, further advancing its mission and impact. The church relocated
in 1945 to 507 S. Jefferson and, in 1949, united with the Church of God in Christ under the leadership of Elder
James L. Ward. On April 12, 1959, the congregation dedicated its new sanctuary at 4215 Kossuth and was
renamed Kossuth Church of God in Christ, marking a new era of growth and stability; and
WHEREAS, following the passing of Elder Ward on February 22, 1975, and Elder Henry Phillips in 1976, the
church continued its mission through faithful leadership transitions. On April 17, 1977, Elder Robert D. Strong
was installed as Pastor, ushering in a period of significant expansion and development, including the dedication

of a new edifice at 3801 Clarence on April 17, 1983, and the opening of a 950-seat sanctuary on July 18, 2004;
and
WHEREAS, under Pastor Strong’s leadership, the church expanded its community footprint with the
construction of Latter Glory Manor, a 38-unit senior housing complex in 2004, and the renovation of a
multipurpose facility in 2005. On April 28, 2013, the community honored Pastor Strong’s enduring impact with
the dedication of “Eld. Robert Strong, Sr. Way,” commemorating his leadership and service. Kossuth Church of
God in Christ has remained a cornerstone of spiritual guidance, community development, and faith-based
leadership in St. Louis for nearly a century.

WHEREAS, Detective Van Deutekom’s exceptional dedication to law enforcement, tireless commitment to our

WHEREAS, on October 26, 2025, there were two burglary 1st offenses that occurred at the 7-Eleven on
Gravois Avenue and Morganford Blvd. Detective Richard Van Deutekom and his partner Detective Kenney
apprehended the suspects. The suspects were found with a stolen Ford F- 250 truck, they also used forced entry
to remove an ATM, before fleeing in a second vehicle; and
WHEREAS, Detective Richard Van Deutekom, along with 2nd District Burglary Detectives, quickly identified
the suspects’ coordinated efforts and traced their movements to rental vehicles from Houston, Texas; and
through search warrants, GPS data analysis, surveillance review, and collaboration with the St. Louis Gateway
Strike Force – Midwest HIDTA, the team identified all four suspects and uncovered the group’s interstate
operation; and
WHEREAS, their meticulous investigation led to federal indictments on eight counts of Conspiracy and
Interstate Transportation of Stolen Property, all four suspects were apprehended in the Houston area by the U.S.
Marshals Service and returned to St. Louis to face prosecution through the U.S. Attorney’s Office; and
WHEREAS, beyond this case, Detective Van Deutekom and his partner Detective Kenney investigated more
than 305 burglary cases in 2025, resulting in 61 arrests, 136 total charges, and an 83% issue rate with the Circuit

HONORING POLICE OFFICER KELLIE POGUE
WHEREAS, Officer Kellie Pogue is a Police Officer with the St. Louis Metropolitan Police Department. She
joined the force on January 8, 2018, her years of service has been 7.68 years; and
WHEREAS, she is being recognized for her exemplary high standards of law enforcement and her
perseverance to serve and protect the citizens of city of St. Louis, Missouri. Officer Pogue’s exceptional
dedication to law enforcement, tireless commitment to our community, and outstanding professional
achievements makes her an example of what it means to serve and protect; and
WHEREAS, throughout 2025, Officer Pogue distinguished herself through exceptional productivity,
leadership, and investigative skill, making her highly deserving of Officer of the Year; and

WHEREAS, she worked 1,756 hours and responded to 1,589 radio calls for service. In addition, she wrote 173
reports, issued 25 traffic summonses and 17 parking citations, made 29 arrests, and assisted on 26 more. Her
enforcement efforts resulted in 45 felony charges, 19 misdemeanor charges, and 25 city ordinance violations,
demonstrating her diligence and commitment to accountability. Recognizing a staffing need within the district,
she also volunteered to serve as a Field Training Officer, further exemplifying her leadership and dedication to
the department’s future; and
WHEREAS, in a notable “Shots Fired into a Dwelling” investigation, Officer Pogue recovered a single spent
shell casing and ensured it was submitted for forensic analysis and entered into NIBIN. A subsequent NIBIN hit
linked the casing to another crime scene, leading her to coordinate with SWAT, District officers, and DEI
Detectives to execute a Missouri State search warrant. The warrant was executed without incident, resulting in
the seizure of multiple firearms and the arrest of two adults. Forensic testing confirmed the recovered firearm
was used in the original incident. The case was presented to the Circuit Attorney’s Office, and multiple felony
charges were issued; and
WHEREAS, Officer Pogue also demonstrated proactive policing through community engagement in the 4400
block of Morgan Ford. After receiving tips about suspected drug activity, she initiated an investigation,
coordinated controlled purchases using a confidential informant, and ultimately partnered with DEI Detectives
and SWAT to execute a search warrant authorized by a Circuit Court judge. The operation resulted in the arrest
of a convicted felon found in possession of a firearm, suspected methamphetamine, and drug paraphernalia. The
suspect admitted to selling narcotics, and formal charges were issued by the Circuit Attorney’s Office; and
WHEREAS, we are incredibly proud to recognize Officer Kellie Pogue as 2025 Officer of the Year. Her
dedication, hard work, and positive influence on our community has left an indelible mark, and we are grateful
for her continued contributions to both the department and the people she serves.

the current authority of City Departments pre-paying qualifying
