Call to Order The Chair called the meeting to order at 3:30 pm. II. Roll Call The Chair directed the Associate Clerk to call the roll, and the following members answered to their names: Ms. Boyd, Ms. Clark-Hubbard, Ms. Schweitzer, Mr. Devoti, Ms. Cox Antwi, and Mr. Browning. 6 members were present. A quorum was established. III. Approval of Minutes The Chair stated they would entertain a motion to approve the minutes of the Wednesday, November 12, 2025, committee meeting. Ms. Cox-Antwi moved to approve the minutes of the Wednesday, November 12, 2025, committee meeting. Seconded by Mr. Devoti. The Chair directed the Associate Clerk to call the roll on the motion to approve the Wednesday, November 12, 2025, committee meeting minutes. Board Bills for Review (The Committee will discuss and take public comment on the following) Item Number 1 Board Bill Number 59 Introduced by Alderwoman Sharon Tyus The overall purpose for this bill is to conditionally vacate the following air space. Air rights over Finney Avenue adjoining City Blocks 4558 and 4561 and beginning approximately 274.95 feet west of Pendleton and continuing for 70 feet. The Petitioner is Ranken Technical College. The vacated portion of air space will be used to connect two buildings on campus The Chair recognized Ms. Tyus on Board Bill Number 59. Ms. Tyus provided information as to why the vacation of air space rights are needed. After no further comments from Ms. Tyus, the Chair opened the discussion up to the committee. The motion carried Item Number 2 Board Bill Number 76 Introduced by Alderwoman Sharon Tyus Pursuant to Ordinance Number 70333 as amended by Ordinance Number 71394, an ordinance directing the Director of Streets to install speed humps to calm the flow of traffic on the 4700 blocks of Farlin, Margaretta, Kossuth, San Francisco, and Sacramento in the Penrose Neighborhood; the 3900-4200 blocks of Evans and the 800-1400 blocks of Pendleton in the Vandeventer/Lewis Place Neighborhoods. The Chair recognized Ms. Tyus on Board Bill Number 76. Ms. Tyus provided information as to why the speeds humps were needed to clam the flow of traffic After no further comments from Ms. Tyus, the Chair opened the discussion up to the committee. Ms. Tyus provided information as to why there is a need to regulate traffic on Kingshighway Memorial Boulevard between Dr. Martin Luther King Drive and Bircher Boulevard, located south of Interstate 70. She also stated she had Eric Hellmer from TrailNet who wanted to give their support for this Board Bill. Mr. Hellmer spoke and stated they are in support of this Board Bill. After no further comments from Ms. Tyus, the Chair opened the discussion up to the committee. The Committee asked questions. Mr. Browning and Ms. Schweitzer requested to be added as Co-Sponsors. Page 14 of 16 BOARD BILL NUMBER 115 INTRODUCED BY ALDERMAN MICHAEL BROWNING 1 An ordinance, recommended by the Board of Estimate and Apportionment, appropriating funds 2 totaling Five Million Dollars ($5,000,000) from those received into the City’s Capital fund 3 pursuant to Ordinance Number 60419 as amended by Ordinance Number 61250 representing 4 a portion of the one-half of the operating balance of the General Fund from the preceding fiscal 5 year for the purposes of funding capital maintenance and improvements to the City’s flood wall 6 as hereinafter detailed and containing an emergency clause. 7 WHEREAS, pursuant to Ordinance Number 60419 as amended by Ordinance Number. 8 61250 a total in excess of Five Million Dollars ($5,000,000) representing a portion of the 9 one-half of the operating balance of the General Fund from the preceding fiscal year received 10 into the City’s Capital Fund and is available for appropriation, and; 11 WHEREAS, the State of Missouri has appropriated Five Million Dollars ($5,000,000) in its 12 budget for the fiscal year ending June 30, 2025 to the Mo. Department of Natural Resources 13 for the purposes of funding the planning, design, maintenance and construction of flood wall 14 improvements within the City of St. Louis with said spending to be contingent upon the City 15 expending a matching amount on a dollar-for-dollar basis, and; 16 WHEREAS, the City has an identified need for improvements to its floodwall, and it is 17 within the best interest of the City to appropriate the requisite matching funds to maximize 18 the funds available to address these improvement needs, and; 19 WHEREAS, the Charter of the City of St. Louis, Article XVI, Section 6, authorizes 20 appropriations when any accruing, unappropriated City revenue is available and whenever an 21 appropriation exceeds the amount required for the purpose for which it has been made and 22 when the Board of Estimate and Apportionment recommends the same. FUND 1205 CAPITAL IMPROVEMENTS FUND 3 There is hereby appropriated and set apart out of funds allocated to the City’s Capital Fund 4 pursuant to Ordinance Number 60419 as amended by Ordinance Number 61250 representing 5 a portion of the one-half of the operating balance of the General Fund from the preceding fiscal 6 year a total of Five Million Dollars ($5,000,000) for the planning, design, maintenance and 7 construction of flood wall improvements within the City of St. Louis. 8 SECTION TWO. 9 Emergency Clause. This being an ordinance providing for the immediate preservation of public 10 peace, health or safety, and providing for public work or improvements and repairs thereof, it is 11 hereby declared to be an emergency measure within the meaning of Sections 19 and 20 of Article 12 IV of the Charter of the City of St. Louis and therefore this ordinance shall become effective 13 immediately upon its passage and approval by the Mayor.
