Attachments: 12-27-16 Charter Commission Meeting Minutes 4 CITIZEN COMMENTS None 5 Election of 2018 Officers ELECTION OF 2018 CHARTER COMMISSION OFFICERS Open nominations for position of chair of the St. Paul Charter Commission, which is currently Rich Kramer Commissioner Johnson nominated Commissioner Kramer to serve as chair Commissioner Wasley seconded No other nominations Move unanimous ballot Adopted by unanimous vote Open nominations for position of Vice Chair of the St. Paul Charter Commission which is currently Commissioner Montgomery Commissioner Kathi Donnelly-Cohen moves to nominate Deborah Montgomery as Vice Chair No other nominations White Ballot nomination is in order Johnson moves unanimous ballot Varco seconded Adopted by unanimous vote Open nominations for position of Secretary of the St. Paul Charter Commission, which is currently Virginia Rybin Commissioner Johnson moves to nominated Virginia Rybin to serve as Secretary Seconded by Commissioner Donnelly-Cohen No other nominations Adopted by unanimous vote City of Saint Paul Page 2 Charter Commission Minutes - Final December 27, 2017 6 REPORTS OF THE STANDING COMMITTEE REPORT OF STANDING COMMITTEE Charter Review Committee did meet twice in 2018; Chair Kramer never received a report from those meetings. Passed a motion to refer an issue to the full charter Commission, but the chair of that committee is absent, we have no report, so will defer action on that committee’s work The communications Committee did not meet in 2018 For future standing committees we will continue using the same membership for future, Commissioners should let Chair Kramer know if they would like to be on a committee. A future item of business item is that the standing rules do not speak about how members get on a committee. Members are currently appointed by the chair. Standing rules will need to be reviewed to correct that and a few other items. Chair Kramer will probably ask the Charter Review Committee to do that. We do try to avoid having a majority of the Charter Commission serving on one the standing committees, so we don’t create a quorum by accident. 7 UNFINISHED BUSINESS None 8 NEW BUSINESS NEW BUSINESS 2017 Annual Report a resolution is prepared by the City Attorney staff. He has never seen an annual report of the Charter Commission. It has come to our attention that the statute that creates the Charter Commission, an annual report should be submitted to the district court, which also has never asked for them. - Distributed resolution submitting an annual report to members to see what the report would consist of for 2017. In future years will send a copy in advance.
