12 Ord 13-25 Amending Chapter 345 of the Saint Paul Legislative Code pertaining
to distance restrictions for peddlers.

14 Ord 13-38 Amending Legislative Code Chapter 74 by enacting a new section
designating the St. Paul Gas Light Company Island Station at 380
Randolph Avenue as a Saint Paul Heritage Preservation Site.
Councilmember Thune reviewed the issues. He said loss of the building would result
in an incredible missed opportunity, and the City had made a commitment to
protecting the neighborhood. He said allowing the property owner to proceed with
demolition by neglect rewarded that attitude, and buildings such as the Landmark
Center and the Schmidt Brewery had been in similar condition and were successfully
redeveloped. He said national designation was not out of the question, and local
designation was a first step.
Councilmember Stark said over ten years had been spent trying to find a good reuse
for the building, and although the site had been identified as critical, it didn't seem
that the building could be practically included in the future of the neighborhood
without a huge infusion of money. He said he didn't see the building in the same
category as the Schmidt Brewery or Landmark Center.
Councilmember Bostrom said he'd toured a successfully redeveloped power plant in
Baltimore but didn't know whether Island Station had the same potential. He said he
had mixed emotions but didn't think allowing a little extra time would hurt, and he
would be supporting Councilmember Thune's motion.
Council President Lantry said she would not be supporting the ordinance. She said
without state designation the options were limited, and any City financing for that site
would not be a priority for her. She said the state of deterioration was extraordinary,
and the comparison to Landmark Center in context on Rice Park across from the
library was to cheapen the status of Landmark Center. She said voting against this
item did not prevent continued discussions about development.
Councilmember Thune noted that when the County made the decision to do the
Landmark Center, the St. Paul Hotel was closed, the library was a wreck, and there
was no Ordway. He said it was the first, and spurred other development.
Councilmember Tolbert said he would vote against the motion . He said the building
was a public safety risk, and local designation would mean it would continue to be a
public safety risk or require City financing.

pertaining to industrial zoning districts and regulation of industrial
