Councilmember Thune moved approval of the balance of the Consent Agenda. Adopted 2 RES 13-998 Approving a City Hall Annex Pedestrian Access License Agreement between the City of Saint Paul and Ramsey County. Adopted City of Saint Paul Page 1 City Council Minutes - Final July 17, 2013 3 RES 13-937 Approving the ISD #625 Labor Agreement for District Lodge No.77, International Association of Machinists and Aerospace Workers AFL-CIO (July 1, 2011 - June 30, 2013) and the Memorandum of Agreement (May 1, 2013 - April 30, 2014) for the United Association of Steamfitters-Pipefitters, Local Union No. 455. Adopted 4 RES 13-981 Approving the Collective Bargaining Agreement (January 1, 2013 - December 31, 2015) between the City of Saint Paul and the Professional Employees Association. Adopted 5 RES 13-988 Approving the Labor Agreement (May 1, 2013 - April 30, 2016) between the City of Saint Paul and the Bricklayers and Allied Craftsworkers Local 1 of MN. Adopted 6 RES 13-1021 Authorizing the Department of Parks and Recreation to accept a donation of a sunblock tower and dispenser refills to be used at Highland Park Aquatic Center, and thanking HealthPartners for its generous gift. Adopted 7 RES 13-971 Amending the District 9 Area Plan summary. Adopted 8 RES 13-1010 Adopting the Harriet Island to South St. Paul Regional Trail Master Plan. Withdrawn 9 RES 13-1019 Identifying the need for Livable Communities Transit-Oriented Development funding, and authorizing applications for grant funds. Adopted 10 RES 13-980 Authorizing the City of Saint Paul to request funds from the FY 2015 Mn/DOT Metro Municipal Agreement Program for various projects and making a commitment for the local share of funding if grants are awarded. Adopted City of Saint Paul Page 2 City Council Minutes - Final July 17, 2013 11 RES 13-990 Approving the application with conditions, per the Deputy Legislative Hearing Officer, for an Auto Body Repair/Painting Shop license for AA Auto LLC (I.D. #20130002097) at 102 Acker Street East. Adopted FOR DISCUSSION No discussion items ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 12 Ord 13-25 Amending Chapter 345 of the Saint Paul Legislative Code pertaining to distance restrictions for peddlers. Councilmember Thune moved approval. Adopted Yea: 6- Councilmember Bostrom, Councilmember Khaliq, City Council President Lantry, Councilmember Stark, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- Councilmember Brendmoen 13 Ord 13-26 Amending Chapter 409 of the Saint Paul Legislative Code pertaining to charitable gambling by state licensed charitable nonprofit organizations. Councilmember Bostrom moved approval. Adopted Yea: 6- Councilmember Bostrom, Councilmember Khaliq, City Council President Lantry, Councilmember Stark, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- Councilmember Brendmoen City of Saint Paul Page 3 City Council Minutes - Final July 17, 2013 14 Ord 13-38 Amending Legislative Code Chapter 74 by enacting a new section designating the St. Paul Gas Light Company Island Station at 380 Randolph Avenue as a Saint Paul Heritage Preservation Site. Councilmember Thune reviewed the issues. He said loss of the building would result in an incredible missed opportunity, and the City had made a commitment to protecting the neighborhood. He said allowing the property owner to proceed with demolition by neglect rewarded that attitude, and buildings such as the Landmark Center and the Schmidt Brewery had been in similar condition and were successfully redeveloped. He said national designation was not out of the question, and local designation was a first step. Councilmember Stark said over ten years had been spent trying to find a good reuse for the building, and although the site had been identified as critical, it didn't seem that the building could be practically included in the future of the neighborhood without a huge infusion of money. He said he didn't see the building in the same category as the Schmidt Brewery or Landmark Center. Councilmember Bostrom said he'd toured a successfully redeveloped power plant in Baltimore but didn't know whether Island Station had the same potential. He said he had mixed emotions but didn't think allowing a little extra time would hurt, and he would be supporting Councilmember Thune's motion. Council President Lantry said she would not be supporting the ordinance. She said without state designation the options were limited, and any City financing for that site would not be a priority for her. She said the state of deterioration was extraordinary, and the comparison to Landmark Center in context on Rice Park across from the library was to cheapen the status of Landmark Center. She said voting against this item did not prevent continued discussions about development. Councilmember Thune noted that when the County made the decision to do the Landmark Center, the St. Paul Hotel was closed, the library was a wreck, and there was no Ordway. He said it was the first, and spurred other development. Councilmember Tolbert said he would vote against the motion . He said the building was a public safety risk, and local designation would mean it would continue to be a public safety risk or require City financing. Councilmember Thune moved approval. (Public hearing continued from May 15 and July 17) Councilmember Stark moved to continue the public hearing to August 7.
