Laid over to September 4 for adoption 3 RES 13-1226 Authorizing the renewal of a Five-Year Lease (PW/3) to Health Partners Inc. for a parking lot at the Como Avenue Clinic. Adopted 4 RES 13-1289 Changing the rate of pay for the classification of Communication Equipment Installer, occ code 475B (formerly Communication Technician Helper) from Grade 13U to Grade 16U, in the International Association of Machinists and Aerospace Workers, EG 05 Salary Schedule. Adopted 5 RES 13-1249 Approving the acceptance of a grant to the City of Saint Paul from the Corporation for National and Community Service providing up to 22 AmeriCorps VISTA members to the Saint Paul VISTA Program. Adopted 6 RES 13-1251 Authorizing the City of Saint Paul to enter into a Memorandum of Understanding with the following organizations to act as participating sites for the period of the 2013-2014 VISTA program year. Adopted 7 RES 13-1252 Approving the purchase by Saint Paul VISTA Program staff of food and beverages for meetings which occur over mealtimes, in an amount not to exceed $1,000. Adopted 8 RES 13-1266 Approving the Mayor's appointments of Harold Purtell, Kevin Lindsey and Georgie Kadir Kabeto to serve on the Saint Paul Public Housing Agency. Adopted 9 RES 13-1271 Authorizing the appropriate personnel to apply for Mn/DOT Landscape Partnership Program funding for the I-94/St. Anthony Avenue Noise-Wall Community Roadside Partnership Adopted City of Saint Paul Page 2 City Council Minutes - Final August 28, 2013 10 RES 13-1282 Directing city staff to maintain financial structural balance with respect to the prepayment of the District Energy note to the City of Saint Paul. Adopted 11 RES 13-1286 Approving the appointments, made by the Mayor, of Marcia Soto, Kari Canfield, Danielle Taylor, and Mike Zipko to serve on the City-County Workforce Investment Board. Adopted ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 12 Ord 13-43 Amending Appendix F, District Heating Franchise-District Energy St. Paul, Inc., to extend the term of the franchise to September 1, 2033. Council President Lantry said there had been a request to lay the next two items over until the District Energy bond sales had taken place. She said they would be laid over one week at a time since the timing of the sale wasn't definite. Councilmember Thune moved to lay the matter over to September 4. Laid over to September 4 Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Khaliq, City Council President Lantry, Councilmember Stark, Councilmember Thune and Councilmember Tolbert Nay: 0 13 Ord 13-45 Amending Appendix K, District Cooling Franchise-District Cooling St. Paul, Inc., to extend the term of the franchise to September 1, 2033. Councilmember Thune moved to lay the matter over to September 4. Councilmember Khaliq moved approval. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Khaliq, City Council President Lantry, Councilmember Stark, Councilmember Thune and Councilmember Tolbert Nay: 0 Second Reading 15 Ord 13-46 Amending Charter Section 2.05 relating to the filling of Council vacancies, pursuant to Minnesota Statutes § 410.12, subd. 7 (2012). Councilmember Thune asked what was changing. Council President Lantry said it was discovered when Councilmember Carter left that the Charter did not require candidates for a Council vacancy to be residents of the ward represented by the seat being filled, and this amendment corrected that. Laid over to September 4 for third reading/public hearing 16 Ord 13-47 Amending Charter Sections 2.07 and 2.07.1 relating to compensation, pursuant to Minnesota Statutes § 410.12, subd. 7 (2012).
