Adopted City of Saint Paul Page 3 City Council Minutes - Final September 25, 2013 FOR DISCUSSION 18 SR 13-68 2013 update from Ramsey County Sheriff Matt Bostrom. Sheriff Matt Bostrom reviewed the core functions of the department, including pre-trial detention, security and document service for the courts, and law enforcement services for suburban communities without their own police departments. He spoke about the complementary and collaborative roles of the St. Paul Police and Ramsey County Sheriff's departments, specifically as part of the Violent Crime Enforcement Team and the Minnesota Internet Crimes Against Children Task Force . He described the work of the Criminal Justice Coordinating Council, acknowledged Councilmember Brendmoen for her help in launching it, and the Council for their collaboration. He said another area of collaboration with St. Paul was the Real Time Information Center, and he spoke about its importance to emergency responders. He asked for the Council's help in getting the word out about turning in prescription drugs, as part of efforts to break a drug abuse cycle that had led to a resurgence in heroin use, and he spoke about the launch of an online database of outstanding warrants. He noted the upcoming Sheriff's Foundation Fright Farm, and said proceeds supported school safety programs. In response to a question from Councilmember Khaliq, he said both the St. Paul and Ramsey County departments were participants in the Juvenile Detention Alternatives Initiative, and he had seen a remarkable reduction in the numbers of juveniles in the detention facilities and a general downward trend in crime. He said the work of the group was ongoing and there was great participation from a variety of organizations. In response to a question from Councilmember Khaliq, he said there was consistent curfew enforcement throughout the county, but the curfew center was not well-used by agencies other than St. Paul. Councilmember Khaliq asked whether additional efforts could be made to encourage people with outstanding warrants to come in and take care of them, as had been done in Minneapolis and Hennepin County. Sheriff Bostrom said a variety of vehicles would be used to get the information out, and a report would be brought back to the Council. Council President Lantry thanked him for the report. Councilmember Khaliq moved approval.
