Adopted City of Saint Paul Page 3 City Council Minutes - Final October 9, 2013 14 RES 13-1546 Approving the Memorandum of Agreement (2013 - 2015) between the City of Saint Paul and Tri-Council: Laborers, Local 132; General Drivers, Local 120; and Operating Engineers, Local 49 for the purpose of creating an exception to the compensatory time earning limit for the classifications of Golf Worker and Assistant Golf Course Superintendent. Laid over to October 16 for adoption 15 RES 13-1539 Authorizing the Police Department to accept the Auto Theft Prevention grant from the State of Minnesota, Department of Commerce in the amount of $340,172.54. Adopted 16 RES 13-1540 Authorizing the Police Department to enter into a Joint Powers Agreement with the State of Minnesota, Bureau of Criminal Apprehension to establish procedures and responsibilities for reimbursement for their participation in the Gerald D. Vick Human Trafficking Task Force. Adopted 17 RES 13-1542 Authorizing the Police Department to enter into an agreement with the State of Minnesota, Dakota County Technical College for facility rental for law enforcement in-service and recruit academy training. Adopted 19 RES 13-1524 Waiving the 45-day notice requirement to approve Liquor On Sale - Sunday, Liquor On Sale 181-290 Seats, and Liquor - Outdoor Service Area (Sidewalk) licenses, and the addition of a new owner to the existing ownership group for The Green Mill Inn LLC, d/b/a Green Mill (License ID #20130003655) at 57 Hamline Avenue South. Adopted City of Saint Paul Page 4 City Council Minutes - Final October 9, 2013 FOR DISCUSSION 21 RES 13-1468 Approving adverse action against the Solid Waste Hauler & Vehicle and Solid Waste Hauler (Each Additional Vehicle) licenses held by Robert Coolidge, d/b/a Coolidge Trucking Systems at 829 Central Avenue West. Withdrawn ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. First Reading 22 Ord 13-51 Amending Chapters 61, 65, and 66 of the Saint Paul Legislative Code pertaining to agricultural and farmers market uses. Councilmember Tolbert introduced an amendment limiting the number of sales per year and restricting sales to items grown on site. He said the restriction in the number of sales per year brought the regulations in line with those for garage sales. Councilmember Brendmoen expressed support for the amendment. Councilmember Khaliq asked whether the amendments would apply to churches and schools is residential neighborhoods. Councilmember Stark said the restrictions were based on zoning. Amended and laid over to October 16 for third reading/public hearing.
