Adopted 9 RES 14-208 Authorizing the Como Park Zoo and Conservatory to accept a donation of 17 ceramic planters of various sizes valued at $5,936 from Ryan Companies US, Inc. to be used at the Marjorie McNeely Conservatory. Adopted 10 RES 14-228 Authorizing the Department of Parks & Recreation to apply for funding to create a guide book containing information on the natural and cultural history of the Como Woodland & Outdoor Classroom site and, if successful, enter into an agreement providing indemnification for the Minnesota Historical Society. Adopted 17 RES 14-279 Approving an Animal Day Care (Commercial) license with conditions for Hip Hounds, Inc., d/b/a Dog Days (License ID #20050003845) at 1752 Grand Avenue. Adopted FOR DISCUSSION 18 RES 14-226 Supporting the raising of the minimum wage in Minnesota. Councilmember Tolbert moved an amendment with some language clarifications . Yeas - 7 Nays - 0 Councilmember Tolbert stressed the importance of the issue and noted the support it was receiving around the state. He moved approval. Adopted as amended City of Saint Paul Page 3 City Council Minutes - Final February 12, 2014 Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 19 SR 14-16 Public Works update on clearing snow from commercial streets. Public Works Director Rich Lallier referred Council members to a written memo with estimated costs and specific locations for snow removal from commercial nodes on arterial streets. He said estimates were based on snow removal during the 2010-2011 season, which had had the snowiest December on record. He said the estimated cost for the same operation during the remainder of the current season was over $1 million and the timeline for completion would be late March. He said due to the lateness in the snow season, rising temperatures, and anticipated demands revolving around potholes, Public Works did not recommend that course of action for the current season, and the Mayor was not proposing a budget amendment. Councilmember Thune recommended budgeting for snow removal the next year and said current conditions exposed the City to liability. Councilmember Bostrom said difficult access and paying for snow removal were burdens for small businesses, and he also recommended that money be budgeted in the next year. He said the money wouldn't have to be used if it wasn't needed but St. Paul should be open for business all year. In response to questions from Councilmember Bostrom, John Maczko, Public Works, discussed the causes of pavement tenting. Received and Filed 20 RLH TA 13-725 Ratifying the Appealed Special Tax Assessment for Real Estate Project No. VB1403, Assessment No. 148802 at 707 EDMUND AVENUE. (Amended to File No. VB1403A, Assessment No. 148811) (Public hearing held January 15) Legislative Hearing Officer Marcia Moermond said the permits had not been finalled, and she recommended approval of the full vacant building fee assessment. Councilmember Thao moved approval as amended. Councilmember Tolbert moved approval.
