(File No. J1402V, Assessment No. 148001) Adopted 6 RES 14-227 Appointing outside counsel for the Department of Human Resources for ongoing legal advice. Adopted 7 RES 14-323 Approving the Memorandum of Understanding between the City of Saint Paul and District Lodge No. 77 International Association of Machinists and Aerospace Workers, AFL-CIO to modify the current Collective Bargaining Agreement (2013 - 2015) to allow the classification of Communication Equipment Installer to receive a tool and shoe allowance equivalent to Communications Technician Helper as stipulated in Article 9.2 of the current Collective Bargaining Agreement. Adopted 8 RES 14-191 Authorizing the Department of Parks and Recreation to add organizations to the list of eligible recipients for the 2014 Charitable Gambling 10% Club. Adopted 9 RES 14-336 Authorizing the Department of Parks and Recreation to solicit and accept donations from businesses and individuals for the Blooming Saint Paul program. Adopted City of Saint Paul Page 2 City Council Minutes - Final February 26, 2014 10 RES 14-327 Authorizing the Police Department to enter into annual plan agreement(s) with the Regents of the University of Minnesota during the year 2014 to provide veterinary services for the canine unit's pre-certified dogs. Adopted 11 RES 14-346 Approving adverse action against the Taxicab Vehicle licenses for Cab #1975 and Cab #5386 held by Twin Cities Taxi & Town Car Service, Inc., d/b/a Twin Cities Cab. Adopted 12 RES 14-347 Approving adverse action against the Taxicab Vehicle license for Cab #1926 held by Kossi Arnold Idoh, d/b/a Twin Cities Cab. Adopted 13 RES 14-348 Approving adverse action against the Taxicab Vehicle license for Cab #5366 held by Nadif Ketibe, d/b/a Twin Cities Cab. Adopted ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 15 Ord 14-9 Amending Chapter 225 of the Legislative Code to regulate use of bows, arrows, and crossbows in the City of Saint Paul. Councilmember Stark moved to lay the matter over for four weeks. He said given testimony from the previous week and some additional information, he would like to explore options for restricting the activity in more specific places. Laid over to March 26 Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 16 Ord 14-11 Amending Chapter 45 of the Legislative Code to update the location of the definition of overweight and commercial vehicles. Councilmember Thune moved approval. Adopted City of Saint Paul Page 3 City Council Minutes - Final February 26, 2014 Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 17 Ord 14-13 Amending Chapter 57.05 of the Saint Paul Administrative Code to codify the City's term limits policy for the Capital Improvement Budget Committee. Councilmember Brendmoen moved approval. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Council members shared information about upcoming events in their wards. Councilmember Brendmoen introduced Patti Schwartz, North Dale Recreation Center Director, and teen volunteers Frank Marck, Karl Hyde, and Jeremy Moffit. She acknowledged the volunteers' accomplishments, and Ms. Schwartz expressed her appreciation for their work. FOR DISCUSSION 14 RES 14-361 Recognizing Marcella G. Schillinger on her retirement from the City of Saint Paul. Council President Lantry invited Ms. Schillinger to the podium, and read the resolution. Ms. Schillinger made brief comments. Council President Lantry moved approval.
