Adopted 2 RES 14-393 Approving the Mayor's appointment of Betty Wheeler to serve on the Mississippi Watershed Management Organization. Adopted 3 RES 14-328 Approving the City's cost of providing Collection of Vacant Building Fees billed May 14 to November 21, 2013, and setting date of Legislative Hearing for April 1, 2014 and City Council Public Hearing for May 21, 2014 to consider and levy the assessments against individual properties. (File No. VB1407, Assessment No. 148806) Adopted 4 RES 14-514 Approving the increase in the maximum rate of pay for the unclassified position of Assistant to the Mayor I in the Non-Represented Managers, Employee Group 17, Grade 05C. Adopted 5 RES 14-456 Authorizing the Department of Parks and Recreation to enter into an agreement with the Metropolitan Library Services Agency (MELSA) for payments for service performed by Como Education staff from June 1 - August 31, 2014. Adopted 6 RES 14-484 Approving submission of a Fiscal Year 2015 Environment and Natural Resources Trust Fund (ENRTF) Grant application through the Legislative-Citizen Commission on Minnesota Resources (LCCMR) for daylighting a portion of the Trout Brook as part of the Trout Brook Nature Sanctuary development. Adopted 7 RES 14-486 Authorizing the Police Department to enter into an agreement with the Saint Paul Public Housing Agency to provide police services in the A Community Outreach Program (ACOP). Adopted 8 RES 14-492 Authorizing the Police Department to enter into two (2) agreements with Coplogic, Inc., each including an indemnification clause. Adopted 10 RES 14-503 Approving adverse action against the Cigarette/Tobacco license application submitted by Langano Grocery & Meat, LLC at 421 University Avenue West. Adopted 11 RES 14-501 Approving adverse action against the Massage Practitioner license held by Anne C. Spiro at 730 Cleveland Avenue South. Adopted 12 RES 14-502 Approving adverse action against the MAD-Game Machines (42 @ $17.00) and MAD-Music Machines (9 @ $17.00) licenses held by Thomas Suggs, d/b/a Jubilee Music Company. Adopted 14 RES 14-506 Approving adverse action against the Taxicab Vehicle licenses for Cab #2540 and Cab #2544 held by Cabs R Us, LLC, d/b/a Town Taxi & Transportation. Adopted 15 RES 14-510 Approving an Animal Boarding (Commercial) license with conditions for Sandra Belisle, d/b/a Sandy's Professional Dog & Cat Grooming (License ID #20070000410) at 360 Clifton Street. Adopted 16 RES 14-483 Memorializing City Council action taken on February 19, 2014 sustaining adverse licensing action against the Taxicab Vehicle License held by 289, Inc., d/b/a Rainbow Taxi. Adopted 17 RES 14-522 Declaring Saturday, March 29, 2014 from 8:30 p.m. to 9:30 p.m. to be "Earth Hour" in the City of Saint Paul. Adopted City of Saint Paul Page 3 City Council Minutes - Final March 26, 2014 FOR DISCUSSION 18 RES 14-499 Recognizing Allen P. Lovejoy on his retirement from the City of Saint Paul. Council President Lantry invited Allen Lovejoy to the podium . She read the resolution and expressed her thanks for Mr. Lovejoy's work. Mayor Coleman spoke about Mr. Lovejoy's contributions to the City. Mr. Lovejoy expressed his gratitude and respect for City staff, and appreciation for his time with the City. Councilmember Stark thanked Mr. Lovejoy for his work on the Central Corridor. Council President Lantry moved approval of the resolution. Adopted Yea: 6- Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- Councilmember Bostrom 19 RES 14-519 Establishing solid waste diversion goals for the City of Saint Paul. Councilmember Stark moved a minor amendment. Yeas - 6 Nays - 0 Councilmember Stark thanked those involved in the process so far, including Anne Hunt, Samantha Henningson, Rich Lallier, and Public Works staff. He said this was the first time specific goals had been set, and he wanted the point to be made to the community that this was important to the Council. Councilmember Tolbert thanked Councilmember Stark and his staff for their work . He said bold goals had been set which put St. Paul in a leadership position. Councilmember Stark moved approval as amended. Adopted as amended Yea: 6- Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- Councilmember Bostrom City of Saint Paul Page 4 City Council Minutes - Final March 26, 2014 ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 20 Ord 14-9 Amending Chapter 225 of the Legislative Code to regulate use of bows, arrows, and crossbows in the City of Saint Paul. Councilmember Stark moved to lay the matter over for three months. Laid over to June 25 for final adoption Yea: 6- Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- Councilmember Bostrom 21 Ord 14-14 Memorializing City Council action granting the application of Bradshaw Group Inc. to rezone property at 678 Snelling Avenue South from B3 General Business to T3 Traditional Neighborhood, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. (Public hearing held February 5, 2014) Councilmember Tolbert moved approval. Adopted Yea: 6- Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- Councilmember Bostrom Second Reading 22 Ord 14-12 Amending Sections 60.221, 66.331, and 66.341 of the Zoning Code pertaining to transit streets. Laid over to April 2 for third reading/public hearing Council members shared news about upcoming events in their wards.
