Adopted City of Saint Paul Page 2 City Council Minutes - Final April 9, 2014 10 RES 14-560 Amending Civil Service Rule 5 to adopt new language providing additional points for Saint Paul residents for non-promotional employment examinations. Laid over to April 16 for adoption 11 RES 14-592 Approving the Memorandum of Agreement between the City of Saint Paul and AFSCME-Technical, Local 1842 for the purpose of establishing the wage rates for the new job classifications of Plan Review Examiner I and Plan Review Examiner II. Laid over to April 16 for adoption 12 RES 14-570 Authorizing an expenditure of $125 from existing Frogtown Farms Project funding to purchase a ticket to send Kathleen Anglo to the 2014 Environmental Initiative Awards ceremony to be held May 22, 2104. Adopted 13 RES 14-594 Approving the indemnification of the Treasurer of Penfield Apartments LLC. Adopted 14 RES 14-607 Approving adverse action against the Sanitary Disposal Vehicle license held by Fostervold Transport Services, Inc., d/b/a Fostervold Trucking. Adopted 16 RES 14-634 Approving grant funds of $50,000 through the Ward 6 Neighborhood STAR Year-Round Program for acquisition of 845-851 Payne Avenue. Adopted FOR DISCUSSION 15 RES 14-531 Supporting the Protection of Antibiotics for Medical Treatment Act (PAMTA) and the Prevention of Antibiotics Resistant Act (PARA). Councilmember Thune acknowledged supporters of the resolution present in the chambers. One of the representatives made brief comments and thanked the Council for their support. Councilmember Thune moved approval, and presented a copy of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 City of Saint Paul Page 3 City Council Minutes - Final April 9, 2014 17 RES 14-612 Awarding the sale of General Obligation Capital Improvement Bonds, Series 2014A, in order to refund certain prior obligations of the City, and to finance certain capital improvements in the City; fixing the form and specifications of the Series 2014A Bonds; directing the execution and delivery of the Series 2014A Bonds; and providing for the payment of, and levying a tax for the Series 2014A Bonds. Todd Hurley, Office of Financial Services (OFS), described the three bond sales that had taken place earlier that day. He introduced Dave MacGillivray, from Springsted, who presented the a plaque recognizing the City for their newest AAA bond rating , from Fitch. Mike Solomon, OFS City Debt Manager, reviewed the results of the series 2014 A sale. He said the City's favorable bond rating and the state of the bond markets had resulted in seven to nine bids on each bond, competitive bidding, and a positive outcome for the City. He thanked Springsted, Kennedy and Graven, and Todd Hurley and City staff for helping ensure a successful sale. Councilmember Thune moved to amend the resolution with the results of the sale, and to adopt the resolution as amended. Adopted as amended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 18 RES 14-618 Providing for the issuance of and accepting a proposal on the sale of General Obligation Street Improvement Special Assessment Bonds, Series 2014B, to finance and refinance certain obligations of the City; fixing the form and specifications of the Series 2014B Bonds; providing for the issuance of the Series 2014B Bonds; and levying a tax for the payment of the Series 2014B Bonds. Adopted as amended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 City of Saint Paul Page 4 City Council Minutes - Final April 9, 2014 The City Council recessed and the Library Board convened at 3:45 p.m. to consider the following item (see Library Board minutes): LIBRARY BOARD RES 14-620 Awarding the sale of General Obligation Library Bonds, Series 2014C, in order to finance certain capital improvements to the Highland Park Library and the Sun Ray Library and current refund the Library Agency's outstanding General Obligation Library Bonds, Series 2004; fixing the form and specifications of the Series 2014C Bonds; directing the execution and delivery of the Series 2014C Bonds; and requesting the City of Saint Paul to levy a tax for the Series 2014C Bonds. The Library Board adjourned and the City Council reconvened at 3:47 p.m. 19 RES 14-621 Approving the sale of General Obligation Library Bonds, Series 2014C, to be issued by the Saint Paul Public Library Agency for the library projects, and levying a tax for the payment thereof. Council President Lantry thanked everyone involved in the sales, and emphasized the significance of the AAA ratings in savings for the City . Councilmember Tolbert moved to amend the resolution with the results of the sale , and to adopt the resolution as amended. Public hearings on ordinances are held at the third reading. Final Adoption 20 Ord 14-12 Amending Sections 60.221, 66.331, and 66.341 of the Zoning Code pertaining to transit streets. (Laid over from April 16) Councilmember Thune expressed concerns about the effects of the changes in parking requirements, specifically for areas in District 9 which were still to be developed. He moved a one week layover. Laid over to April 16 Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Second Reading 21 Ord 14-17 Memorializing City Council action granting the application of PPL Hamline Station LLC to rezone a portion of the property at 1334 Sherburne Avenue from T2 Traditional Neighborhood to R4 One-Family Residential, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. (Public hearing held March 5, 2014) Laid over to April 16 for third reading 22 Ord 14-18 Creating Chapter 95 of the Saint Paul Administrative Code to establish a procedure to amend District Council boundaries. Councilmember Brendmoen added an amendment to reduce the fee to $250. Yeas - 7 Nays - 0 RLH OA 14-1 reconsidered RLH OA 14-1 Recommending that the Board of Ramsey County Commissioners deny the application of Kerry Essler for repurchase of tax forfeited property at 663 LAFOND AVENUE. (Reconsidered and public hearing continued from April 9) (Amended to approve the application for repurchase) Legislative Hearing Officer Marcia Moermond said additional information had been received from Ramsey County, and she asked that the matter be sent back into Legislative Hearings on April 22 and come back before the Council for a public hearing on May 7.
