Councilmember Thune acknowledged supporters of the resolution present in the
chambers. One of the representatives made brief comments and thanked the
Council for their support. Councilmember Thune moved approval, and presented a
copy of the resolution.

17 RES 14-612 Awarding the sale of General Obligation Capital Improvement Bonds,
Series 2014A, in order to refund certain prior obligations of the City,
and to finance certain capital improvements in the City; fixing the form
and specifications of the Series 2014A Bonds; directing the execution
and delivery of the Series 2014A Bonds; and providing for the
payment of, and levying a tax for the Series 2014A Bonds.
Todd Hurley, Office of Financial Services (OFS), described the three bond sales that
had taken place earlier that day. He introduced Dave MacGillivray, from Springsted,
who presented the a plaque recognizing the City for their newest AAA bond rating ,
from Fitch.
Mike Solomon, OFS City Debt Manager, reviewed the results of the series 2014 A
sale. He said the City's favorable bond rating and the state of the bond markets had
resulted in seven to nine bids on each bond, competitive bidding, and a positive
outcome for the City. He thanked Springsted, Kennedy and Graven, and Todd Hurley
and City staff for helping ensure a successful sale.
Councilmember Thune moved to amend the resolution with the results of the sale,
and to adopt the resolution as amended.

tax for the payment of the Series 2014B Bonds.

The City Council recessed and the Library Board convened at 3:45 p.m. to
consider the following item (see Library Board minutes):
LIBRARY BOARD
RES 14-620 Awarding the sale of General Obligation Library Bonds, Series 2014C,
in order to finance certain capital improvements to the Highland Park
Library and the Sun Ray Library and current refund the Library
Agency's outstanding General Obligation Library Bonds, Series 2004;
fixing the form and specifications of the Series 2014C Bonds; directing
the execution and delivery of the Series 2014C Bonds; and requesting
the City of Saint Paul to levy a tax for the Series 2014C Bonds.
The Library Board adjourned and the City Council reconvened at 3:47 p.m.
19 RES 14-621 Approving the sale of General Obligation Library Bonds, Series
2014C, to be issued by the Saint Paul Public Library Agency for the
library projects, and levying a tax for the payment thereof.
Council President Lantry thanked everyone involved in the sales, and emphasized
the significance of the AAA ratings in savings for the City .
Councilmember Tolbert moved to amend the resolution with the results of the sale ,
and to adopt the resolution as amended.

received from Ramsey County, and she asked that the matter be sent back into
Legislative Hearings on April 22 and come back before the Council for a public
hearing on May 7.
