Adopted 11 RES 14-702 Approving the polling location changes for the August 12, 2014 Primary Election, and the November 4, 2014 General Election. Councilmember Brendmoen moved an amendment changing the location of the polling place for Ward 5, Precinct 8. (File No. SWRP1402, Assessment No. 143001) Adopted 14 RES 14-721 Authorizing the issuance and negotiated sale of Taxable Revenue Refunding Notes (State of Minnesota Continuing Appropriation Grant), Series 2014, the proceeds of which are to be applied to the defeasance of the Sales Tax Revenue Refunding Bonds (Civic Center Project), Series 1996, issued by The Housing and Redevelopment Authority of the City of Saint Paul, Minnesota; delegating to a Pricing Committee the authority to set the terms thereof within parameters set forth in this Resolution; fixing the form and specifications of the Series 2014 Notes; approving an Indenture of Trust and Related Documents; and directing the execution and delivery of the Series 2014 Notes, the Indenture of Trust, and related documents. Adopted 15 RES 14-725 Authorizing and directing the execution of certain documents in connection with the delivery of an alternate letter of credit securing the City's Taxable Variable Rate Demand Sales Tax Revenue Refunding Bonds (RiverCentre Arena Project), Series 2009A. Adopted 16 RES 14-657 Authorizing the Department of Parks and Recreation to enter into an agreement with Minnesota Toro, Inc. for the use of a formal cut rotary mower valued at $6,000 for maintenance at Midway Stadium, as a trade for the City providing advertising space at Midway Stadium. Adopted 18 RES 14-723 Authorizing the Department of Planning and Economic Development to apply for a federal TIGER VI Planning Grant to prepare a Master Plan for the CP Rail Spur between Downtown and the site of the former Ford plant. Adopted 19 RES 14-609 Authorizing the Department of Planning and Economic Development to submit applications to the Department of Employment and Economic Development for Contamination Cleanup and Investigation Grants and the Metropolitan Council for Tax Base Revitalization Account Cleanup and Site Investigation Grants at the 892 Hamline Avenue, Hamm's Brewery, Hospital Linen - Dominium, Hospital Linen - Mississippi Market, and Rice/Sycamore sites. Councilmember Tolbert read the resolution and presented a plaque to the Norder family. Mark Norder made brief comments. Councilmember Tolbert moved approval of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Councilmember Bostrom moved suspension of the rules. Councilmember Bostrom said the award would be officially presented to Ms. Hauwiller at the District 2 meeting that evening. He moved approval of the resolution. Council President Lantry spoke about the significance of the awards. She thanked Anne Hunt and acknowledged the Sustainable St. Paul Committee. She welcomed Mayor Coleman who thanked Anne Hunt and Pa Vang for their work , and stressed the importance of developing and recognizing sustainable practices. Mayor Coleman and the Council members presented the awards. Councilmember Stark moved approval of the resolution. Final Adoption 23 Ord 14-17 Memorializing City Council action granting the application of PPL Hamline Station LLC to rezone a portion of the property at 1334 Sherburne Avenue from T2 Traditional Neighborhood to R4 One-Family Residential, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. (Public hearing held March 5, 2014) Councilmember Stark moved approval. Councilmember Brendmoen moved approval.
