Adopted 5 RES 14-915 Memorializing City Council action denying an appeal of the Board of Zoning Appeals decision to grant a variance to operate a dynamic business sign at 1200 Rice Street, and setting forth the Council's modifications for the conditions originally imposed by the Board of Zoning Appeals. Adopted 6 RES 14-956 Approving the settlement agreement and release between the City of Saint Paul and Clifton McWright and his attorney Joshua Williams. Adopted 8 RES 14-838 Preliminary Order setting the date of Public Hearing for June 18, 2014 to consider approval of the reconstruction of the Kellogg Boulevard bridges at Market Street and St. Peter Street. Adopted 9 RES 14-916 Approving the May 1, 2014 Wage and Fringe Adjustment between the City of Saint Paul and The Bricklayers and Allied Craftworkers, Local Union 1 Minnesota/North Dakota. Laid over to June 4 for adoption 10 RES 14-857 Approving the suspension of Civil Service Rule 7 to allow extension of the Firefighter eligible list for a period of up to six months for an expiration date no later than December 31, 2014. Adopted 14 RES 14-591 Approving the name Depot Tot Lot for City owned parkland at 192 East Fourth Street (southwest corner of Sibley Street and Fourth Street) informally called the Downtown Children's Play Area. Adopted 15 RES 14-854 Authorizing the Department of Parks and Recreation, Como Park Zoo and Conservatory, to donate produce grown from its Chipotle Edible Garden exhibit to local food shelves over the 2014 summer growing season. Adopted 16 RES 14-890 Approving the 2014 Cultural STAR Round 1 Projects. Adopted 17 RES 14-912 Accepting a $750 stipend for air transportation and lodging from the Gateway Corridor Commission for Mark Finken to attend an Orange Line Bus Rapid Transit Tour in Los Angeles, California, June 25 - 27, 2014. Adopted 18 RES 14-899 Authorizing the Police Department to enter into a Joint Powers Agreement with the Independent School District #625 for operation of a student program to promote achievement, fitness, and healthy living. Adopted 19 RES 14-913 Approving the application with conditions, per the Deputy Legislative Hearing Officer, for Liquor On Sale - 100 seats or less, Liquor On Sale - Sunday, and Liquor - Outdoor Service Area (Sidewalk) licenses for Double Black Diamond Inc. (I.D. #20140000394), d/b/a Red Cow at 393 Selby Avenue. (Note: this is for a change in ownership of an existing location.) Adopted City of Saint Paul Page 3 City Council Minutes - Final May 28, 2014 FOR DISCUSSION 20 RES 14-959 Designating May 28, 2014, as John Hershey Day in the City of Saint Paul, Minnesota. Councilmember Stark read the resolution honoring John Hershey, retiring University of St. Thomas Neighborhood Liaison. Mr. Hershey made brief comments. Councilmember Stark moved approval of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 21 Ord 14-19 Memorializing City Council action granting the application of Olin 5 LLC to rezone property at 1809 Old Hudson Road from VP Vehicular Parking to T1 Traditional Neighborhood, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. (Public hearing held April 2, 2014) Councilmember Stark moved approval. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 22 Ord 14-21 Amending Administrative Code Section 86.06 to exempt district councils from the certificate of compliance fee. Councilmember Brendmoen moved approval. Councilmember Thune read a portion of the resolution honoring Gary and Jean Allan Ales for their work with Friendship Club, a volunteer organization serving schools and the community. He moved approval of the resolution. Councilmember Bostrom thanked Councilmember Thune for bringing the item forward.
