Adopted 8 RES 14-1002 Approving the rate of pay for the newly created unclassified title of Assistant General Manager-Saint Paul Regional Water Services, occ code 509B, in the Non-Represented City Managers Salary Schedule, Grade 035. Adopted 9 RES 14-1010 Approving the Maintenance Labor Agreement (May 1, 2014 - April 30, 2017) between the City of Saint Paul and the International Association of Sheet Metal, Air, Rail and Transportation Workers, Local 10. Laid over to June 18 for adoption 10 RES 14-1011 Approving the May 1, 2014 Wage and Fringe Adjustment between the City of Saint Paul and the International Union of Painters and Allied Trades. Laid over to June 18 for adoption 11 RES 14-1013 Establishing the financing and spending plan in the Fire Department for the grant of $12,112.63 received from the Saint Paul Police Foundation 100 Club Committee. Adopted City of Saint Paul Page 2 City Council Minutes - Final June 11, 2014 12 RES 14-944 Authorizing the Department of Parks and Recreation to spend up to $800 for the purchase of food and refreshments for employees assigned to work the 2014 Hmong Soccer Tournament. Adopted 13 RES 14-1021 Authorizing the Police Department to enter into an amendment to the St. Paul Public Housing ACOP agreement. Adopted 14 RES 14-1019 Authorizing the City of Saint Paul to request funds from the FY 2016 MnDOT Metro Municipal Agreement Program to reconstruct the intersection of Trunk Highway 5 (East 7th Street) and County State Aid Highway 58 (Payne Avenue), and making a commitment for the local share of funding if grants are awarded. Adopted 15 RES 14-991 Approving the issuance of a new Massage Practitioner license to Stephen Said Parker, and waiving the $500.00 matrix penalty previously imposed. Adopted FOR DISCUSSION 5 RES 14-918 Preliminary Order setting the date of Public Hearing for July 9, 2014 (amended to July 23, 2014) to consider approval for the repair of above standard city sidewalk around the Irvine Park neighborhood. (File No. S1403, Assessment No. 145303) Councilmember Thune introduced an amendment to change the date of the public hearing. He moved approval of the resolution as amended. Adopted as amended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 City of Saint Paul Page 3 City Council Minutes - Final June 11, 2014 17 RES 14-1015 Supporting Gary Fitch's Minnesota Miracle 300 mile walk to reduce hunger in Minnesota. Councilmember Brendmoen invited Gary Fitch to the podium to describe his endeavor. Mr. Fitch spoke briefly about the Minnesota Miracle, and asked the Council and Minnesota residents for their support. Councilmember Brendmoen moved approval. Yeas - 7 Nays - 0 18 RES PH 14-58 Final Order approving a new sidewalk improvement along the west side of Davern Street from Saint Paul Avenue to Colvin Avenue. (File No. S1402, Assessment No. 145302) (Public hearing continued from June 11) Council President Lantry said July public hearing dates were on a different schedule due to the July 4th holiday, and the public hearing for the item had previously been continued to July 16 which was not a public hearing date. Councilmember Tolbert moved to continue the public hearing to July 23. No one appeared in opposition; Councilmember Thao moved to close the public hearing and approve the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 21 RES PH 14-153 Approving the application of USA Triathlon for a sound level variance in order to provide amplified music and the use of a sound system for announcements from 8:00 a.m. until 7:00 p.m. on Tuesday, Wednesday, Thursday, and Friday, July 15, 16, 17 and 18, 2014; and from 5:00 a.m. until 8:00 p.m. on Saturday, July 19, 2014, during the Duathlon National Championships event at Harriet Island. (Public hearing continued from June 4) (Amended to approve variance, with conditions, only on Saturday, July 19, 2014 from 5:00 a.m. to 4:00 p.m.) Councilmember Thune said amendments made at the June 4 public hearing had changed the starting time from 5:00 to 7:00 a.m. and eliminated the Tuesday, Wednesday, Thursday, and Friday times.
