Adopted 4 RES 14-1532 Approving assessment costs and setting date of City Council Public Hearing to ratify the assessments for water service connections completed during the Central Corridor Light Rail Project. (File No. 19082WC, Assessment No. 106101) Adopted 5 RES 14-1517 Approving assessment costs and setting the date of the City Council Public Hearing to ratify assessments for the 2014 Right-of-Way Maintenance Program and 2014 Above-Standard Lighting Operation and Maintenance Program. (File No. 14ROW FINAL, Assessment No. 140032) Adopted 6 RES 14-1530 Setting the date of Public Hearing for November 5, 2014 for 2015 Sanitary Sewer Rates and 2015 Storm Sewer System Charges. Adopted 7 RES 14-1514 Approving an Entertainment B license for Lowertown Event Center, LLC, d/b/a Lowertown Event Center (License ID #20140002105) at 400 Sibley Street, Suite L50. Adopted 8 RES 14-1531 Approving adverse action against the Second Hand Dealer - Motor Vehicle license held by Twin City Direct Auto Sales, Inc., d/b/a Twin City Direct at 1265 Arcade Street. Adopted 9 RES 14-1535 Memorializing City Council action taken on August 6, 2014 sustaining adverse licensing action against the Taxicab Driver's license held by Patrick Emmet Murphy. Adopted City of Saint Paul Page 2 City Council Minutes - Final September 10, 2014 FOR DISCUSSION 10 RES 14-1292 Declaring September 13, 2014 as Community Gardening Day in the City of St. Paul. Council President Lantry read the a portion of the resolution and presented a copy to Gardening Matters staff. She moved approval of the resolution. Nadja Berneche, Gardening Matters Program Director, made brief comments. Adopted Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- Councilmember Thao 11 RLH VO 14-38 Appeal of Keith Hayes to a Correction Notice - Complaint Inspection Notice of Condemnation and Order to Vacate at 318 FRONT AVENUE. Councilmember Tolbert said he had consulted with Councilmember Thao and would move to lay the matter over for one week. He stressed to Mr. Hayes that there was be no excuse not to finish in a week. Laid over to September 17 Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- Councilmember Thao 12 RES 14-1479 Certifying the proposed Housing and Redevelopment Authority (HRA) tax levy payable in 2015. Councilmember Brendmoen moved approval. Adopted Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- Councilmember Thao City of Saint Paul Page 3 City Council Minutes - Final September 10, 2014 ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Second Reading 13 Ord 14-37 Amending Legislative Code Chapter 64 pertaining to sign regulations in the City of Saint Paul. Laid over to September 17 for third reading/public hearing 14 Ord 14-38 Memorializing City Council action granting the application of TCB Properties LLC to rezone property at 1599 - 1605 Rice Street from B3 General Business to T2 Traditional Neighborhood, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. Withdrawn Council members shared information about upcoming events in their wards. ADJOURNMENT Councilmember Brendmoen moved adjournment.
