Adopted 3 RES 14-1964 Memorializing City Council action taken on October 15, 2014 sustaining adverse licensing action against all licenses held by RAS Ethiopian Bar and Restaurant, d/b/a RAS Restaurant and Lounge at 2516 Seventh Street West. Adopted 4 RES 14-1856 Amending Civil Service Rule 14 of the City of Saint Paul Civil Service Rules to eliminate Promotion Rights to any position within the Non-Represented Management and Legislative Group. Adopted 5 RES 14-1890 Amending Civil Service Rule 20 of the City of Saint Paul Civil Service Rules to modify the family members for whom an employee may use sick leave credits and the circumstances under which an employee may use sick leave credits. Adopted 6 RES 14-1861 Authorizing the naming of the downtown city park, on the half block on the north bounded by Robert Street, Tenth Street East, and Minnesota Street, as Pedro Park. (Laid over from November 12) Laid over to January 7, 2015 7 RES 14-1887 Authorizing the Department of Parks and Recreation to apply for funds from the Capital Region Watershed District's 2015 Special Projects Grant Program, and to apply for grants to other agencies and groups as needed for any matching amounts required, and if funds are granted, authorizing the proper City of Saint Paul authorities to execute grant agreements in compliance with all applicable laws, and authorizing staff to apply for reimbursement from the grant funds approved for the projects herein. Adopted 10 RES 14-1921 Authorizing the Department of Public Works to prepare and submit project applications into the Metropolitan Council's Regional Solicitation Process for potential federal funding for projects in years 2018 and 2019, and to commit the local funding match requirement if the Department is awarded the federal funding. Adopted 11 RES 14-1947 Authorizing the proper City officials to pay food expenses for Labor Management Committee Effectiveness training. Adopted 12 RES 14-1913 Approving adverse action against the Auto Repair Garage license held by Superior Auto Repair at 1324 Arcade Street. Adopted FOR DISCUSSION 16 RES 14-1612 Co-naming portions of Marshall Avenue as "Debbie Montgomery Avenue." Councilmember Thao made brief comments honoring Ms. Montgomery. He read the resolution and presented Ms. Montgomery with a plaque. Ms. Montgomery made brief comments. Councilmember Thao moved approval. Public hearings on ordinances are held at the third reading. Final Adoption 17 Ord 14-37 Amending Legislative Code Chapter 64 pertaining to sign regulations in the City of Saint Paul. Councilmember Thune moved approval of the resolution as previously amended. Adopted as amended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, City Council President Lantry, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Second Reading 18 Ord 14-44 Amending Chapter 157 of the Saint Paul Legislative Code pertaining to parking requirements for larger vehicles. Laid over to November 19 for third reading/public hearing 19 Ord 14-45 Amending Chapter 161 of the Legislative Code to permit the Director of Public Works to declare a continuous winter parking restriction on non-snow emergency routes. Laid over to November 19 for third reading/public hearing 20 Ord 14-46 Amending Chapter 162 of the Legislative Code to permit the impounding of vehicles during a continuous winter parking restriction on non-snow emergency routes. Councilmember Thune thanked Public Works street workers who had done a great job plowing, shoveling, salting, and sanding.
