Adopted 2 RES 15-291 Approving the Mayor's appointment of Dana Bailey to serve as Assistant to the Mayor VI - Chief of Staff, effective February 23, 2015. Adopted 4 RES 15-289 Memorializing City Council action taken on January 14, 2015 denying the appeal of Rafic Chehouri of a December 8, 2014 decision of the Board of Zoning Appeals which granted a parking variance but denied setback variances for the property at 945 Grand Avenue. Adopted 5 RES 15-256 Memorializing City Council action taken on January 21, 2015 denying the appeal of Ramiro D. Maya of a decision of the Board of Zoning Appeals denying certain variances to legalize the conversion of a single family home at 867 East 6th Street into a duplex. Adopted 6 RES 15-278 Approving a Declaration between the Metropolitan Council and the City of Saint Paul for the protection, operation, and maintenance of a shared Rainwater Harvesting System constructed within portions of the Light Rail Transit Operations and Maintenance Facility and the Lowertown Regional Ballpark. Adopted 7 RES 15-266 Approving the creation of the classification of Licensing Manager, Job Code 700130, in the Saint Paul Supervisors Organization, Employee Group 09, Salary Schedule, in Grade 022. Adopted 8 RES 15-255 Authorizing the Police Department to enter into a Mutual Aid Agreement with the Regents of the University of Minnesota. Adopted 9 RES 15-252 Authorizing Ronald Adams to proceed in forma pauperis on an appeal of a council resolution to demolish his residence at 676 Wells Avenue. Adopted 10 RES 15-241 Approving adverse action against all licenses held by 961 Group, Inc., d/b/a Speedy Dale located at 589 Dale Street North. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Second Reading 1 Ord 15-5 Amending Chapters 63, 65, and 66 of the Saint Paul Legislative Code pertaining to driveway setback requirements, land use standards, and business, industrial, and traditional neighborhood district uses and standards. Laid over to February 18 for third reading/public hearing SUSPENSION ITEMS Councilmember Bostrom moved suspension of the rules. Rules suspended Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- City Council President Lantry RES 15-348 Recognizing the bravery and valor of Dao Peter Yang, and expressing condolences to his family on behalf of the community. Councilmember Bostrom read the resolution and moved approval. Adopted Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Stark, Councilmember Thao, Councilmember Thune and Councilmember Tolbert Nay: 0 Absent: 1- City Council President Lantry Council members shared information about upcoming events in their wards.
