Adopted 14 RES 15-313 Preliminary Order setting the date of public hearing for March 18, 2015 (amended to April 1, 2015) for approval to proceed with the improvement of street paving, lighting and all other work in the Como/Chatsworth Residential Street Vitality Project area. Adopted 17 RES 15-360 Authorizing the Department of Parks and Recreation to partner with Neighborhood House to submit an NFL Grassroots grant application for $200,000 for the El Rio Vista field, which requires a minimum 1:1 match satisfied by budgeted CIB funds for this project. Adopted 18 RES 15-279 Granting approval to submit the 2015 Regional Parks and Trails Capital Improvement Plan request to the Metropolitan Council. Adopted City of Saint Paul Page 3 City Council Minutes - Final February 25, 2015 19 RES 15-310 Authorizing the Department of Parks and Recreation to spend up to $25 for prizes to be given out to help promote the 2015 Right Track youth application process. Adopted 20 RES 15-379 Authorizing the appropriate City Officials to enter into and complete a draft development agreement with Lower Phalen Creek Project to prepare the site and create and operate at Bruce Vento Nature Sanctuary a community gathering place and an interpretive center called the Wakan Tipi Center. Adopted 21 RES 15-374 Authorizing the Police Department to accept a grant in the amount of $10,000 from the Target Corporation for upgrades to the Homicide Unit, interview room. Adopted 22 RES 15-375 Authorizing the Police Department to accept grants in the amount of $32,660 from the Saint Paul Police Foundation for various departmental needs. Adopted 23 RES 15-285 Approving the Issuance of Conduit Tax Exempt and Taxable Revenue Bonds for Open Cities Health Center. Adopted 24 RES 15-286 Pertaining to an Amendment No.1 to Site Lease Agreement with New Cingular Wireless PCS, LLC allowing the installation of additional wireless equipment at the Board's St. Anthony Park Water Tower site at 1515 North Cleveland Avenue in Saint Paul. Adopted Councilmember Thune noted the resolution advocating for changes in state law to allow for seed libraries, and acknowledged people present who had been involved in the establishment of a seed library at Riverview Library. Council President Lantry acknowledged from Lower Phalen Creek and Parks staff for their work on the Wakan Tipi Center. FOR DISCUSSION City of Saint Paul Page 4 City Council Minutes - Final February 25, 2015 25 SR 15-14 Staff Report on the Barr Engineering study concerning Lilydale Regional Park. Mike Hahm, Parks and Recreation Director, presented and summarized the recently completed Barr report and resulting recommendations for next steps at the brickyard area in Lilydale Regional Park. He said the report would be available online immediately following the meeting, and had been fully vetted between department staff, the Office of the City Attorney, and Risk Management Officers. He described the scope of the study, and identified the areas defined in the report as low, medium and high risk. He said key immediate next steps included: 1) restricting high risk areas, with barriers and signage at access points; removal and potential relocation of Vento Overlook; continuing to restrict access to three of the four existing fossil areas 2) reopening of areas of the brickyard determined to be safe, including some trail stabilization and signage 3) restoring access to fossil permitting for fossil area 1, beginning next fall, including relocation of benches and updating of signage. He said additional management actions would include routine inspections, signage added throughout the area to inform users of hazards, and signage to be used as part of a first responders grid system. He introduced St. Paul Fire Chief Tim Butler to talk about the grid system and signage. Chief Butler described the grid system and signage which he said would allow first responders to quickly find park visitors who needed assistance. Councilmember Thune asked whether there could be something simpler than an eight digit number, which could be difficult to remember in a stressful situation. Chief Butler said one outcome was that emergency responders now had a better understanding and familiarity with landmarks in the park and could use that information along with the grid system to locate park users. Councilmember Stark asked whether there was a standard for spacing of signage. Chief Butler said emergency responders could accommodate as many signs as the Parks Department planned to place. Mr. Hahm said they were currently working to finalize materials for the barriers and on the number and locations of signs. He said some locations are already set, and they would work with their partners in public safety and other departments to make sure the locations were vetted. He said they also needed to get in and do regradings and basic maintenance that had not been done while the park was closed. He said they would remove Vento Overlook and relocate it if possible, and, finally, re-open potentially as soon as summer. He said they appreciated the willingness of the Council to communicate the plans and to monitor support. Councilmember Bostrom asked whether the signs would just be in Lilydale park or elsewhere in the City. Mr. Hahm said what was described was specific to Lilydale Park. Councilmember Bostrom said the signs acknowledged that there were still potential hazards, and he questioned re-opening park. He said he hadn't heard from anyone who was anxious to get back, and this had cost the City money. Mr. Hahm said following the tragedies the City took deliberate action to close and study the park, and current information from the Barr report was consistent with the study done immediately following the accident. He said based on that information, they were indefinitely those areas the report suggested should be closed and taking action to adequately warn and safely open the other areas. Councilmember Thune noted that there had been interest in when the park was opening back up. Councilmember Thao asked whether the signage would be in languages other than City of Saint Paul Page 5 City Council Minutes - Final February 25, 2015 English and where information would be available to those without internet access. Mr. Hahm said the signage used international symbols, and they were assessing what could be done with multiple languages on-site as well as on the website and on school permits. He said they had been working with district councils and the National Park Service and other stakeholders and programming partners throughout the process and would make sure they were fully up to speed as park users and community educators. Councilmember Stark said high, medium, and low were relative risk assessments, and he asked whether the low risk areas being opened were comparable in risk to other City park areas. Mr. Hahm said essentially they were, although no area of the park was completely without risk. He said the assessment had to do with evaluation of the soil and underlying geological conditions for further earth movement. Councilmember Stark invited Council President Lantry to the podium. Council President Lantry made brief comments, and was presented with a plaque and gavel by Councilmember Stark. Mayor Coleman and the Council members expressed appreciation for Council President Lantry's leadership and work, and wished her well in her new position as Director of Public Works.
