Adopted 3 RES 15-434 Granting, with conditions, the consent to the transfer of control of the cable television franchisee and cable television system from Comcast Corporation to Greatland Connections, Inc. Adopted 4 RES 15-484 Approving a settlement agreement with Comcast. Adopted 5 RES 15-428 Approving the Memorandum of Agreement between the City of Saint Paul and Tri-Council: Operating Engineers, Local 49; Teamsters-Drivers, Local 120; LIUNA-Laborers, Local 363 for the purpose of changing the applicability of promotion rights following the Commissioner of Veteran's Affairs Order in case # 68-3100-31036. Adopted 6 RES 15-452 Authorizing the appropriate personnel to enter into MN/DOT Agreement No. 07518 for Streetscape Improvements along Snelling Avenue in association with MN/DOT's Mill & Overlay, ADA Improvements, and Re-decking of the Bridge over Interstate 94 Projects. Adopted 7 RES 15-477 Authorizing the City to enter into Agreement with City of Scandia, whereby St. Paul will provide City of Scandia street lighting infrastructure maintenance services. Adopted City of Saint Paul Page 2 City Council Minutes - Final March 11, 2015 FOR DISCUSSION 8 CO 15-13 Presentation to the City by the Minnesota African American Calendar Awards, in honor of Clarence Wigington. Kim White, Minnesota African-American Heritage Award Committee chairperson, presented a plaque honoring Clarence Wigington. Councilmember Finney received the plaque on behalf of the City, and made brief comments Clarence Wigington and his legacy in St. Paul. He thanked Ms. White and her organization. Councilmember Tolbert thanked Councilmember Finney for highlighting the great work done by Mr. Wigington for St. Paul, and he noted Mr. Wigington's contribution to the identity of Ward 3 through his design of the Highland water tower. Councilmember Stark also noted the Hamline Park building which had been designed by Mr. Wigington. Received and Filed 9 SR 15-11 Public Works report to City Council on progress toward solid waste diversion goals. Kris Hageman, Public Works, gave a brief staff report highlighting programs and activities undertaken over the previous year to meet goals. She said a written report would be submitted to the Public Works Director and available online within a week. She answered Council members' questions. Received and Filed ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 10 Ord 15-10 Granting a franchise for an additional ten-year period to Comcast of St. Paul, Inc. Council President Stark moved approval. Adopted Yea: 5- Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Finney and City Council President Stark Nay: 0 Absent: 2- Councilmember Bostrom and Councilmember Thune City of Saint Paul Page 3 City Council Minutes - Final March 11, 2015 Third Reading, No Public Hearing 11 Ord 15-8 Memorializing City Council action taken January 21, 2015 granting the application of Frank and Mary O'Gorman to rezone the property at 550 Como Avenue from IT Transitional Industrial to B3 General Business, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to zoning for the City of Saint Paul and the zoning maps thereof. (Public hearing held on January 21, 2015.) Laid over to March 18 for final adoption 12 Ord 15-9 Memorializing City Council action granting the application of August Ventures, LLC to rezone the property at 999 -1003 Hudson Road, from RT1 Two-Family Residential to B1 Local Business, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. (Public hearing held January 7, 2015) Laid over to March 18 for final adoption Second Reading 13 Ord 15-11 Amending Chapter 11 of the Saint Paul Administrative Code pertaining to the reappointment of the HREEO Director. Laid over to March 18 for third reading/public hearing SUSPENSION ITEMS Council President Stark moved suspension of the rules. Rules suspended Yea: 5- Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, Councilmember Finney and City Council President Stark Nay: 0 Absent: 2- Councilmember Bostrom and Councilmember Thune RES 15-487 Authorizing the Department of Planning and Economic Development to accept funds from Local Initiative Support Corporation (LISC) for Daniel K. Bayers, Principal Project Manager, to attend a workshop hosted by LISC on March 18-20, 2015, in Berkeley, California. Councilmember Brendmoen moved approval.
