Adopted 5 RES 15-521 Appointing Moss and Barnett as special counsel, and approving the agreement for outside counsel services between the City Attorney's Office and Moss and Barnett. Adopted 6 RES 15-518 Setting fine amounts for violations of Legislative Code section 157.11 (e) pertaining to trailer parking. Adopted 7 RES 15-528 Authorizing consideration of applications for a competitive cable franchise. Adopted City of Saint Paul Page 2 City Council Minutes - Final March 25, 2015 8 RES 15-488 Preliminary Order setting the date of Public Hearing for April 15, 2015 to consider approval for the upgrade in size to water service connection serving 1041 Selby Avenue. (File No. 19182, Assessment No. 156100) Adopted 9 RES 15-500 Authorizing the Department of Parks and Recreation to accept a grant in the amount of $6,000 from the Bush Foundation and Youthprise to support the Canvas teen arts program at Hancock Recreation Center. Adopted 10 RES 15-480 Authorizing the Department of Parks and Recreation to solicit and accept donations for the 2015 Explore Outdoors Saint Paul event series. Adopted 11 RES 15-526 Approving adverse action against the Wine On Sale, Malt On Sale (Strong) licenses and Alarm Permit (Renew) held by IPHO By Saigon, Inc. at 704 University Avenue West. Adopted 12 RES 15-525 Approving adverse action against the Massage Practitioner license application submitted by Christopher James Burgess for 762 Cleveland Avenue South. Adopted FOR DISCUSSION 13 RLH RR 14-28 Ordering the rehabilitation or razing and removal of the structures at 353 WHEELOCK PARKWAY WEST within fifteen (15) days after the February 4, 2015, City Council Public Hearing. Legislative Hearing Officer Marcia Moermond said all materials had been submitted for the rehabilitation, and she recommended amending the resolution to grant 180 days for the rehabilitation of the property. Councilmember Brendmoen moved to adopt Ms. Moermond's recommendation. Adopted as amended (180 days to remove or repair) Yea: 6- Councilmember Brendmoen, Councilmember Thao, Councilmember Thune, Councilmember Tolbert, Councilmember Finney and City Council President Stark Nay: 0 Absent: 1- Councilmember Bostrom City of Saint Paul Page 3 City Council Minutes - Final March 25, 2015 14 RLH RR 15-7 Ordering the rehabilitation or razing and removal of the structures at 688 SIXTH STREET EAST within fifteen (15) days after the March 4, 2015, City Council Public Hearing. Legislative Hearing Officer Marcia Moermond said she'd received an email documenting and clarifying the financials, and she recommended amending the resolution to grant 90 days for the rehabilitation of the property. Councilmember Finney moved to adopt Ms. Moermond's recommendation. He asked that Ms. Moermond convey to the property owner that the City wanted this taken care of and no further extensions would be granted. Adopted as amended (90 days to remove or repair) Yea: 6- Councilmember Brendmoen, Councilmember Thao, Councilmember Thune, Councilmember Tolbert, Councilmember Finney and City Council President Stark Nay: 0 Absent: 1- Councilmember Bostrom ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 15 Ord 15-11 Amending Chapter 11 of the Saint Paul Administrative Code pertaining to the reappointment of the HREEO Director. Councilmember Tolbert moved approval. Adopted Yea: 6- Councilmember Brendmoen, Councilmember Thao, Councilmember Thune, Councilmember Tolbert, Councilmember Finney and City Council President Stark Nay: 0 Absent: 1- Councilmember Bostrom Second Reading 16 Ord 15-14 Creating the classification titled Deputy Director of Planning and Economic Development in the unclassified service pursuant to Section 12.03.2(H) of the City of Saint Paul Charter. (Civil Service Commission approval needed prior to Mayor's approval) Laid over to April 1 for third reading/public hearing City of Saint Paul Page 4 City Council Minutes - Final March 25, 2015 17 Ord 15-16 Amending Chapter 245 of the Saint Paul Legislative Code to delete obsolete references and to allow tailgating at parking lots within a defined area for attendees of professional baseball games and other events at CHS Field. Laid over to April 1 for third reading/public hearing First Reading 18 Ord 15-12 Amending Chapter 324 of the Saint Paul Legislative Code pertaining to licensing the sale of tobacco at retail, adding a penalty for revocation of license at a location. Laid over to April 1 for second reading 19 Ord 15-13 Repealing Legislative Code Chap. 67, Art. III, pertaining to the Shepard Davern Commercial and Residential Redevelopment Overlay District as recommended in the Shepard Davern Area Zoning Study adopted on January 28, 2015.
