Adopted 3 RES 15-787 Approving payment in the amount of $9,125.08 in full settlement of the claim of a property damage claim with American Family as subrogee of Soura & Mailee Kong Xiong. Adopted 4 RES 15-824 Authorizing the Police Department to enter into a subscriber agreement with Thompson Reuters, West Publishing which includes limitations and additional subscriber terms. Adopted 5 RES 15-825 Authorizing the Police Department to enter into an agreement between the Saint Paul Public Housing Agency for the ACOP program. Adopted 6 RES 15-841 Authorizing the Department of Public Works to apply for a Federal TIGER Discretionary Grant for replacement of the Kellogg-3rd Street Bridge. Adopted 7 RES 15-805 Approving adverse action against the Taxicab Driver (Provisional) license application submitted by Douglas A. Prokop. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 8 Ord 15-19 Amending Chapter 65 of the Saint Paul Legislative Code pertaining to cellular telephone antennas. Councilmember Tolbert moved approval. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Thune, Councilmember Tolbert, Councilmember Finney and City Council President Stark Nay: 0 Second Reading 11 Ord 15-25 Memorializing City Council action granting the application of Mississippi Market East 7th St. LLC to rezone the property at 740 Seventh Street East from T2 Traditional Neighborhood to RT1 Two-Family Residential to match the parcel to which it will be attached, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. (Public hearing held April 15, 2015) Laid over to May 20 for third reading 12 Ord 15-26 Adding new sections to Legislative Code Chapters 73 and 61 in order to provide a process pursuant to Minn. Stat. § 471.194, Subd.3(6) to grant zoning use variances for the purpose of promoting the use and conservation of historic properties. Councilmember Thune moved an amended version of the ordinance. Councilmember Finney moved an amended version of the ordinance to include microdistilleries. Councilmember Tolbert moved approval of the resolution recognizing a great block party that had been held annually for 25 years.
