Adopted 5 RES 15-924 Amending the 2015 Performance Agreement between the Saint Paul Neighborhood Network and the City of Saint Paul. Adopted 7 RES 15-712 Approving the City's cost of providing Tree Removal services during March 2015, and setting date of Legislative Hearing for June 2, 2015 and City Council Public Hearing for July 15, 2015 to consider and levy the assessments against individual properties. (File No. 1506T, Assessment No. 159005) Adopted 8 RES 15-903 Authorizing the Fire Department to enter into a joint powers agreement with Inver Hills Community College to provide services for the EMS Academy June 15 through August 21, 2015. Adopted 9 RES 15-900 Acknowledging a public purpose for the Annual City Employee Cookout and granting permission to the City Employee Cookout Committee to spend city funds and solicit for and accept donations on behalf of the City to defray the costs of the cookout to be held on Tuesday, August 18, 2015. Adopted City of Saint Paul Page 2 City Council Minutes - Final May 27, 2015 10 RES 15-884 Authorizing the Department of Parks and Recreation to accept donations for the 2015 Arbor Month Celebration. Adopted 11 RES 15-937 Approving adverse action against the Auto Repair Garage and Second Hand Dealer - Motor Vehicle Parts licenses held by AAA Enterprise, Inc., d/b/a Affordable Tire at 1118 Seventh Street East. Adopted 12 RES 15-913 Authorizing the City to enter into a Joint Powers Agreement with Ramsey County Geographic Information Systems, for Governmental units interested in using Geographic Systems and data created and maintained by Ramsey County. Adopted FOR DISCUSSION 6 RES 15-945 Granting (i) approval to enter into the necessary documents with the Port Authority of the City of Saint Paul for the development, construction, installation, and equipping of a new Public Safety Training Facility for the City of Saint Paul and the demolition of the existing Public Safety Annex of the City of Saint Paul and stabilization of such site after demolition; and (ii) preliminary approval of the issuance of certain public safety general obligation bonds anticipated to be issued by the City of Saint Paul and authorizing City finance staff and advisors to take certain actions with respect to the sale of such public safety general obligation bonds. Councilmember Brendmoen added a technical amendment clarifying the relationship between the Port Authority and the City. She moved approval of the resolution as amended. She said this was the start of an important project. Councilmember Finney added his support, and stressed the need for and importance of new training facilities. Final Adoption 13 Ord 15-25 Memorializing City Council action granting the application of Mississippi Market East 7th St. LLC to rezone the property at 740 Seventh Street East from T2 Traditional Neighborhood to RT1 Two-Family Residential to match the parcel to which it will be attached, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. (Public hearing held April 15, 2015) Adopted Yea: 6- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thune, Councilmember Tolbert, Councilmember Finney and City Council President Stark Nay: 0 Absent: 1- Councilmember Thao 14 Ord 15-29 Amending Chapter 409 of the Saint Paul Legislative Code to incorporate 2015 state law changes related to Sunday growler sales, Sunday 8:00 a.m. on-sale, small brewer and microdistillery temporary licenses, and off-sale microdistilleries. (Public hearing held May 6, 2015) Laid over to June 3 for second reading PUBLIC HEARING 17 Ord 15-26 Adding new sections to Legislative Code Chapters 73 and 61 in order to provide a process pursuant to Minn. Stat. § 471.194, Subd.3(6) to grant zoning use variances for the purpose of promoting the use and conservation of historic properties. Councilmember Thune introduced amendments. Councilmember Finney read a portion of the resolution highlighting Ms. Morton's service to the City. Councilmember Bostrom noted an event held to celebrate Ms. Morton's 90th birthday, and he recalled her time serving as an interim Council member for Ward 7. Councilmember Finney moved approval.
