Adopted 3 RES 15-1142 Accepting an educational grant of $85,000 from The Travelers Foundation to provide support to the Mayor's educational, youth employment, and out-of-school time initiatives such as Sprockets, Right Track, My Brother’s Keeper and the Saint Paul Promise Neighborhood. Adopted 4 RES 15-1154 Providing for the issuance of and accepting a proposal on the sale of General Obligation Variable Rate Street Improvement Special Assessment Bonds, Series 2015C to finance the 2015 Saint Paul Street Vitality Program and to refinance certain obligations of the City; fixing the form and specifications of the Series 2015C Bonds; providing for the issuance of the Series 2015C Bonds; and levying a tax for the payment of the Series 2015C Bonds. Adopted 5 RES 15-1130 Authorizing the Fire Department to accept the donation of $1,500 from the Saint Paul Fire Foundation for Safety Camp. Adopted 6 RES 15-1083 Authorizing the Department of Parks and Recreation to pay for travel-related expenses, including airfare, lodging, meals, etc., not exceeding $4,000 from existing budgeted funds, for Como Zoo's Association of Zoos and Aquariums (AZA) Accreditation inspectors, who are not city employees, from July 5-8, 2015. Adopted 7 RES 15-1122 Authorizing the Police Department to enter into a Mutual Aid Agreement with the City of Duluth, which includes an indemnification clause. Adopted 8 RES 15-1123 Authorizing the Police Department to enter into an agreement with Bikes4Kids to collect and distribute unclaimed, scrapped bikes. Adopted 10 RES 15-1086 Updating fees for encroachment permit applications under Legislative Code Chapter 134. Adopted 11 RES 15-1134 Approving the addition of a Liquor Outdoor Service Area (Sidewalk) license with conditions to Sakura Restaurant, Inc., d/b/a Sakura Japanese Restaurant (License ID #20050000245) at 350 Saint Peter Street, Unit 195. Adopted FOR DISCUSSION 12 RES 15-1161 Recognizing and thanking Kay Wittgenstein for 34 Years of exemplary service to the people of Saint Paul. Councilmember Thune invited Kay Wittgenstein to the podium. He read the resolution and moved approval. Ms. Wittgenstein made brief comments. Council President Stark added words of thanks.
