This is a fast moving issue. If we pass a resolution, we should lay out what a deal would have to include: the purchase or lease would involve the Met Council and support their operations. He wanted to add additional things that lay out those expectations for a possible deal. The stadium should accommodate other public uses and events. 7 in favor Amendment is approved Councilmember Tolbert said this is an important resolution. It doesn’t guarantee anything. There is no deal. It says to major league soccer and the owners that this is a great location. Transportation-wise, it has 94, green line, numerous bus routes, bus rapid transit line that will be going down Snelling, light rail, bike paths, diverse neighborhood. This would be catalytic to that neighborhood. We would like to see major league soccer here. Would be great for the city, region, state. Councilmember Thao thanked the community members who have contacted him for the possibility of a stadium. He thanked Union Park District Council. There are a lot of fears and uncertainty about a stadium. This resolution takes a stand as to what they are willing to offer and what they are unwilling to compromise on. Saint Paul is serious if MLS is serious. They want to be on the table when this deal is made. They want to spur economic development. They have an opportunity to make this a vibrant dedication for all. Stark said he hopes it is a good deal. Everyone wants to see something change on that corner. It is a gateway site to that whole area of Saint Paul. It has been that way for a long time. The current conditions are unacceptable. If the stadium does not work out, they should figure out a way to reinvest in that site moving forward. People are excited to see change. This lays out some basic parameters for them to move forward. Councilmember Brendmoen said it is moving quickly. There are sound bites going around about this. We are talking about 35 whole acres of development and only ten are the stadium. The amendments bring clarity to what is being supported. We are asking the club to pay for its own stadium. There are more conversations about this site in the past two months than she has heard in ten years. He asked that staff look at resetting the rate. The response was it would be simpler to not include it because the Planning Commission would have to do it every year. He is satisfied with going forward with this ordinance, and he will bring in a second resolution when it is ready. Councilmember Brendmoen said the second resolution would bring it in for a manual review. Thune responded yes. Councilmember Brendmoen said this is overall a net gain. The economy is just stabilizing. She would like the ability to check in on a regular basis. She can get City of Saint Paul Page 4 City Council Minutes - Final August 26, 2015 behind it. Council President Stark said the technical parts are complicated. Some think it is a step backwards. Everything he has seen is a step forward. Most of the projects would bring in more revenue for the parks. Thune said this vote will take up a resolution about rates that doesn’t involve going back to the Planning Commission. Thao said he will vote against it. He still believes parkland dedication and green space is important. He invites his councilmembers to reconsider. He saw a glimmer of light. They heard a lot about parking. There are only 3 parking spots and houses 17 people. There will be parking that adversely effects the neighborhood. This is a case where the organization can step forward and help a solution to the neighborhood and large community. He reached out to People Inc. and received a good response. They are seeking solutions for off street parking. They are not quite there yet. Councilmember Finney said this is concerning. He concurs with the neighbors that parking is at a premium. He would hope that some kind of resolution would happen. There should be off street parking near the building. He supports the layover. Bostrom said he doesn't want a parking problem. The discussions with People Inc. is appropriate. Two weeks would give them a chance to figure out how this will work. They should ask PED (Planning and Economic Development) to join with them to help make the process work. Still, they have to be sensitive to the people there.
