17 RES 16-171 Outlining the City of Saint Paul's commitment to being
pollinator-friendly.
Council President Stark said this is an issue brought to him by constituents. He
brought the issue to the attention of Ann Hunt (Mayor's Office) about pollinators and
minimizing use of pesticides. He found they are already doing a lot of good things in
Saint Paul.
Councilmember Brendmoen said this was a good opportunity to learn about things
we are doing and we are being good role models. They should share information of
what is going on now and what they are doing going forward. Hopefully this will be
an opportunity to share this important work.
Cy Kosel, Natural Resources Manager of Saint Paul, appeared and said they started
this about 1.5 years ago looking at what they do and what they could do. They had a
lot of meetings and have done a lot of good work leading up to this. They work
closely with the University of Minnesota Bee Squad. Their goal is to educate City
staff on this issue, how to change practices, and how to tell citizens how to do things
in the future. There are ways to have natural landscapes to benefit bees and
butterflies. Reduce chemicals to get rid of pests.
Chris Cowen said he is a hobby bee keeper. He keeps them in Cottage Grove. He
is working on environmental issues mostly having to do with pollinators and
pesticides. One of the people they are lucky to have in Minnesota is Marlo Spivick.
One of her TED Talks is 15 minutes with great information on why they are doing
this. Beekeepers would lost about 15% of their hives in the course of a year. The
TED talk is from 2013, and she said losses were about 30%. In the past year, the
losses are 52%. Cowen's hives are hanging in there. Diseases, parasites,
monocultures, flower loss, landscape, and pesticides are all putting pressure on
bees. It is great the Chamber of Commerce is talking about these issues. One of
every 3 bites of food are relying on a pollinator. Marlo said the answers are easy:
plant bee-friendly flowers, avoid pesticide contamination. As for planting bee-friendly
flowers, there are pesticides put right into seeds now, so you have to be careful about
the kinds of seeds. His hope is that the resolution is a tool to spur more
conversation. He is hoping they come up with benchmarks to see how the City is
doing to obtain the goals that are being set.
Erin Rupp, Pollinate Minnesota, said this is something we need to be doing. Urban
areas are healthier ways for pollinators. Nationally, Minnesota is a leader on them.
Because we have a monoculture, we have to bring honey bees into the area.
Minnesota is the 5th bee place in the country. With the passage of this, we wll be the
ninth city in Minnesota.
Margaret Monson said the resolution mentions native plants. If you have a lot of
native plants, you will attract native predators and you will have fewer pests. All kinds
of other insects pollinate.
Noecker moved approval.
