Councilmember Noecker said she had no problem with the item but wanted to point
out that this was the third time during her time on the Council that there had been an
agenda item approving a contract with a start date prior to Council approval. She said
she had asked Council Director Trudy Moloney to communicate to department
directors and request that the Council see items before they begin. She moved
approval.

8 RES 16-653 Adopting the Start by Believing Community Initiative in the City of Saint
Paul to support victims of sexual violence.
Council President Stark noted that the county had passed the same measure the
previous day. Public Health Director Rena McManus, County Attorney John Choi, and
St. Paul Police Chief Tom Smith spoke about the initiative and the issue of sexual
violence. Council members asked questions, made comments, and thanked Ms.
McManus, Mr. Choi, and Chief Smith for their work.

and sell bonds in the aggregate principal amount of approximately
$6,000,000,and to use the proceeds derived from the sale of such bonds
for the acquisition, remediation and improvement of blighted and
marginal lands located in the City, pursuant to the provisions and by
authority of said Minnesota Statutes, 2015, Chapter 469, as amended;
and prescribing the amount and form of such bonds and the manner for
establishing the rate of interest which shall attach to the same.
