Adopted 3 RES 16-619 Authorizing the Fire Department to enter into a joint powers agreement with Hennepin County Medical Center (HCMC) to allow paramedic students from the HCMC paramedic program to participate in clinical ride alongs with the Saint Paul Fire Department. Adopted 4 RES 16-626 Accepting a scholarship for conference registration, not to exceed $1,250, from the National Trust for Historic Preservation, for city staff Christine Boulware to attend the Historic Real Estate Finance Training Program in Chicago, IL from May 23 through May 27, 2016. Adopted 5 RES 16-634 Waiving the 45-day notice requirement in order to issue a Liquor On Sale -101-180 Seats, a Liquor On Sale - Sunday and an Entertainment A license with conditions to the existing Liquor-Outdoor Service Area (Patio) license held by Destiny Café 2 Corp d/b/a Destiny Café 2 Corp (License ID #20100004767) for the premises located at 1151 Clarence Street. Adopted 6 RES 16-643 Approving adverse action against the Cigarette/Tobacco license held by Matthew G. Sample d/b/a Discount Tobacco located at 1704 Suburban Avenue. Adopted FOR DISCUSSION 7 RES 16-656 Authorizing the City to enter into a professional services agreement with Lockridge Grindel Nauen, PLLP for lobbying activities. Councilmember Noecker said she had no problem with the item but wanted to point out that this was the third time during her time on the Council that there had been an agenda item approving a contract with a start date prior to Council approval. She said she had asked Council Director Trudy Moloney to communicate to department directors and request that the Council see items before they begin. She moved approval. Council President Stark noted that the county had passed the same measure the previous day. Public Health Director Rena McManus, County Attorney John Choi, and St. Paul Police Chief Tom Smith spoke about the initiative and the issue of sexual violence. Council members asked questions, made comments, and thanked Ms. McManus, Mr. Choi, and Chief Smith for their work. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 9 RES PH 16-38 Ratifying the assessment for replacement of sanitary sewer services within the right-of-way as part of the Ford Parkway reconstruction project. Final Adoption City of Saint Paul Page 3 City Council Minutes - Final April 13, 2016 10 Ord 16-4 Granting authority to the Port Authority of the City of Saint Paul to issue and sell bonds in the aggregate principal amount of approximately $6,000,000,and to use the proceeds derived from the sale of such bonds for the acquisition, remediation and improvement of blighted and marginal lands located in the City, pursuant to the provisions and by authority of said Minnesota Statutes, 2015, Chapter 469, as amended; and prescribing the amount and form of such bonds and the manner for establishing the rate of interest which shall attach to the same. Councilmember Bostrom moved approval. Council President Stark moved an amendment clarifying the intent of one permit per address. He said the ordinance would have to lay over for an additional week.
