Prince CONSENT AGENDA Note: Items listed under the Consent Agenda will be enacted by one motion with no separate discussion. If discussion on an item is desired, the item will be removed from the Consent Agenda for separate consideration. Approval of the Consent Agenda Items 1 and 12 were removed from the Consent Agenda for separate consideration. Councilmember Noecker moved approval of the Consent Agenda as amended. Adopted 7 RES 16-688 Approving the Maintenance Labor Agreement between the Independent School District 625 and Electricians (2015 - 2018) and the Memorandums of Agreement between the Independent School District 625 and Pipefitters (2015 - 2016), Plumbers (2015 - 2016), Roofers (2015 - 2016) and Sheet Metal Workers (2015 - 2016) Wage and Fringe Adjustments. Adopted 8 RES 16-695 Approving the Memorandum of Agreement for the 2016 Wage and Fringe Adjustment between the City of Saint Paul and the Electrical Workers Local 110. Laid over to May 4 for adoption 9 RES 16-714 Authorizing the Police Department Commander and the Community Ambassadors Project Manager to attend the 2016 Cities United Convening conference. Adopted City of Saint Paul Page 2 City Council Minutes - Final April 27, 2016 10 RES 16-680 Approving the application with conditions, per the Deputy Legislative Hearing Officer, for Malt On Sale (Brewery Taproom), Liquor On Sale - Sunday, Malt Off Sale (Brewery), and Entertainment (A) licenses, for Black Stack Brewing Inc. (I.D. #20150004254), d/b/a Black Stack Brewing Inc. at 755 Prior Avenue North, Suite 110. Adopted 11 RES 16-730 Approving adverse action against the House Sewer Contractor license held by Engineering & Construction Innovations. Adopted FOR DISCUSSION 1 RES 16-726 Approving and authorizing the execution of Legal Services Agreement with bond counsel law firms. Councilmember Noecker moved an amendment changing the effective date of the contract to May 1. She moved approval of the resolution as amended. Adopted as amended (agreement effective May 1, 2016) Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 12 RES 16-707 Establishing an open data program, including an open data portal, and authorizing the appropriate City representatives to execute all aspects of the open data program. Council President Stark said it seemed a little ironic to approve the item under Consent without mentioning it. He thanked Office of Communications and Technology Director Tarek Tomes, and made brief comments about the data program. Council members Noecker and Prince commented. Council President Stark moved approval. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 City of Saint Paul Page 3 City Council Minutes - Final April 27, 2016 13 RES 16-740 Declaring April 27, 2016, Anne White Day in the City of Saint Paul. Council President Stark invited Anne White to the podium, and read the resolution. Ms. White made brief comments. Councilmember Thao expressed his appreciation for Ms. White's work. Council President Stark moved approval of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 14 RLH VBR 16-14 Appeal of Stavros Haidos to a Vacant Building Registration Requirement at 975 REANEY AVENUE. Councilmember Prince said she had reviewed the ordinance and spoken with the inspector, and it was clear that deadlines had been set but no attempt made to meet them. She moved to deny the appeal. Adopted (appeal denied) Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Second Reading 15 Ord 16-11 Amending Appendix G of the Legislative Code granting a five-year and five-month extension of the Energy Park Utility Company Franchise, held by the Saint Paul Port Authority, from February 28, 2031 to August 1, 2036 and to delete obsolete language regarding requirements that have been fulfilled. Rules suspended Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 RLH SAO 16-16 Amending Council File RLH SAO 16-9, adopted April 6, 2016, to grant Alex Zhuravel an additional extension for property at 476 CURTICE STREET EAST. Councilmember Noecker said there was staff support for granting one more 30-day extension. She moved approval of the resolution. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 Council members shared good news from their wards.
