held by Engineering & Construction Innovations.

with bond counsel law firms.
Councilmember Noecker moved an amendment changing the effective date of the
contract to May 1. She moved approval of the resolution as amended.

12 RES 16-707 Establishing an open data program, including an open data portal, and
authorizing the appropriate City representatives to execute all aspects of
the open data program.
Council President Stark said it seemed a little ironic to approve the item under
Consent without mentioning it. He thanked Office of Communications and Technology
Director Tarek Tomes, and made brief comments about the data program. Council
members Noecker and Prince commented.
Council President Stark moved approval.

13 RES 16-740 Declaring April 27, 2016, Anne White Day in the City of Saint Paul.
Council President Stark invited Anne White to the podium, and read the resolution.
Ms. White made brief comments. Councilmember Thao expressed his appreciation for
Ms. White's work.
Council President Stark moved approval of the resolution.

14 RLH VBR 16-14 Appeal of Stavros Haidos to a Vacant Building Registration Requirement
at 975 REANEY AVENUE.
Councilmember Prince said she had reviewed the ordinance and spoken with the
inspector, and it was clear that deadlines had been set but no attempt made to meet
them. She moved to deny the appeal.

15 Ord 16-11 Amending Appendix G of the Legislative Code granting a five-year and
five-month extension of the Energy Park Utility Company Franchise, held
by the Saint Paul Port Authority, from February 28, 2031 to August 1,
2036 and to delete obsolete language regarding requirements that have
been fulfilled.
