council meetings and becomes effective after passage by the Council and 30 days after
publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at
the third reading.
Final Adoption
13 Ord 16-11 Amending Appendix G of the Legislative Code granting a five-year and
five-month extension of the Energy Park Utility Company Franchise,
held by the Saint Paul Port Authority, from February 28, 2031 to
August 1, 2036 and to delete obsolete language regarding
requirements that have been fulfilled.
Council Secretary Shari Moore said the item had to be laid over to June 22 for final
adoption.
Councilmember Bostrom moved to lay the matter over to June 22.

Saint Paul zoning map.

SR 16-40 Follow-up report from the Fire Department.
Deputy Mayor Kristin Beckmann said she had sent an email to the Council on May 4
in response to Councilmember Bostrom's request to hear from Chief Butler by that
date on a suggestion made during a policy session related to Super Medic staffing at
Station 5. She said the proposal Chief Butler submitted to the administration hadn't
been vetted through Finance or Labor Management, and given those circumstances,
they were not ready to bring forward a proposal. She said a process had been
identified with meetings including the Council, Finance, and Labor Management; and
two of three meetings had been scheduled. She said the hope was that the meetings
would result in a proposal that everyone was bought into.
Councilmember Bostrom said he didn't want to lose sight of the fact that it was an
issue of serving the public, and not a just a labor issue or a management issue. He
asked whether a drop dead date could be set. Ms. Beckmann said they were waiting
for a response from Councilmember Bostrom's office to get the third meeting
scheduled. She said if that could be done in the first week of June, they could come
back before the Council as soon as the second or third week in June, depending on
whether the Council wanted it on a public hearing date. Councilmember Bostrom said
the third week of June was fine. he said he wanted to make sure this got done and
got done right and that everybody could live with what was being proposed.
Councilmember Tolbert said this would involve a budget amendment which would
take time. Councilmember Bostrom said at least they had to have the first
recommendation brought back to the Council.
Ms. Beckmann said the direction was for Fire to find a solution within the existing
budget, and their goal was to not have a budget amendment. If that was not possible
they would have to figure out if there was a budget amendment now or build it into
the next budget.
Councilmember Brendmoen said she appreciated that the administration was looking
at the issue in a holistic way and getting all the parties at the table. She said she felt
that was worth the extension of time. Ms. Beckmann said she appreciated that
feedback because this was not something they had done before. She said it was a
big enough problem that they needed everybody in the room.
Councilmember Tolbert said he appreciated the process and felt the administration
should be able to figure it out within their existing budget. He said it was a huge
budget and passed not all that long ago.

Council members shared good news from their wards.
Councilmember Bostrom said he had read an article about additional lawsuits filed in
a police inquiry, with a potential lawsuit for over $200 million, and he requested
additional information from the administration. Councilmember Tolbert said it was
pending litigation and he suspected the City Attorney's Office would not want to come
speak about it. Councilmember Bostrom said he wasn't asking for details but felt the
Council should have a little explanation as to how the City would potentially respond
to something like this.
