Adopted 11 RES 16-878 Approving the Memorandum of Agreement for the 2016 Wage and Fringe Adjustment between the City of Saint Paul and the Sheet Metal Workers, Local 10. Laid over to June 1 for adoption 12 RES 16-875 Accepting the gift of travel and lodging from Bloomberg Philanthropies for Mayor Chris Coleman and Anne Hunt to attend the 2016 U.S. -China Climate-Smart/Low-Carbon Cities Summit in Beijing. Adopted 15 RES 16-893 Approving a Liquor Outdoor Service Area (Sidewalk) license for Pullman’s Pub, LLC, d/b/a Pullman’s Pub (License ID #20160000857) at 209 Fourth Street East. Adopted FOR DISCUSSION 16 RES 16-900 Declaring June 2nd to be National Gun Violence Awareness Day. Council President Stark thanked those who organized around the issue. Assistant Chief Wourinen, Mayor Coleman, and Council members commented. Councilmember Tolbert moved approval. Adopted Yea: 7- Councilmember Bostrom, Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 City of Saint Paul Page 3 City Council Minutes - Final May 25, 2016 Councilmember Bostrom left the meeting. 17 SR 16-39 Presentation by East Metro Strong. Will Schroeder, East Metro Strong President, presented a report on the newly developed East Metro Strong vision. He answered Council member questions. Received and Filed 18 ABZA 16-1 Public hearing to consider the appeal of Gary Findell and Jim Erchul to a decision of Board of Zoning Appeals (BZA) denying requested variances needed to construct a new single family dwelling with a two-car attached garage at 427 Mount Ida Street. (Public hearing held May 18) Councilmember Brendmoen said she had laid the matter over to shore up her reasons for granting the appeal. She said she had worked with the City Attorney and the appellant, and felt they had figured out a path. She moved to grant the appeal, and she addressed the errors in the BZA's findings related to the unique characteristics of the lot not created by the appellant; the practical difficulties in complying with the code's design standards; and the proposed plan's compliance with the Comprehensive Plan. Motion of Intent - Appeal granted with conditions Yea: 6- Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 Absent: 1- Councilmember Bostrom ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 19 Ord 16-12 Granting the application of the Saint Paul Housing and Redevelopment Authority to rezone its property at 952 Farrington Street from B2 Community Business to T2 Traditional Neighborhood, and amending Chapter 60 of the Legislative Code pertaining to the Saint Paul zoning map. Councilmember Brendmoen moved approval.
