pursuant to Section 17.07.1 of the City Charter and Section 409.20 of
the Legislative Code.
Council President Stark reminded everyone that the public hearing would take place
in Ward 4 at 550 Vandalia at 10:00 a.m. the following Wednesday. He said the
Charter required that the public hearing on the creation of a Commercial
Development District take place in the ward.

22 Ord 16-22 Creating a commercial development district at North Garden Theater
(Formerly the Garden Theater) located at 929 Seventh Street West
pursuant to Section 17.07.1 of the City Charter and Section 409.20 of
the Legislative Code.

23 Ord 16-23 Granting the application of Hmong Village LLC and the City of Saint
Paul to rezone a portion of the property at 1001 Johnson Parkway and
a portion of the adjacent Johnson Parkway right-of-way from R2
one-family residential to IT transitional industrial to expand a parking
lot into Johnson Parkway right-of-way, and amending Chapter 60 of
the Saint Paul Legislative Code pertaining to the Saint Paul zoning
map.

Council President Stark said it was important to acknowledge the series of events
that had taken place since the last meeting - Philando Castile’s death, the significant
grieving and protesting that had been going on since then, and the police department
doing difficult work to keep everyone safe. He said their thoughts were with the
officers as well as with the Castile family and everyone who was out there thinking
about these important issues and trying to figure out what to do next. He said he was
sure there would be a lot of continued dialog about what all this meant for our
community.
