Prince COMMUNICATIONS & RECEIVE/FILE 1 AO 16-58 Authorizing the Department of Parks and Recreation to reallocate a total of $174,636 within its various accounting units in the 2016 adopted budget, thereby adjusting the budget to most accurately reflect the projected actual spending in each accounting unit, while also providing the appropriate levels of spending authority. Consent Agenda adopted Yea: 4- Councilmember Thao, Councilmember Tolbert, City Council President Stark and Councilmember Noecker Nay: 0 Absent: 3- Councilmember Bostrom, Councilmember Brendmoen and Councilmember Prince 2 RES 16-1287 Accepting gifts of travel from the Better Block Foundation for Councilmembers Amy Brendmoen and Rebecca Noecker and staff Joe Mendyka to attend the Akron/Cuyahoga Falls Study Tour. Adopted 3 RES 16-1226 Approving the Labor Agreement (January 1, 2016 - December 31, 2017) and Memorandum of Agreement (January 1, 2016 - December 31, 2017) between the City Saint Paul and the International Association of Fire Fighters, AFL-CIO Local 21. Adopted 4 RES 16-1199 Authorizing the Department of Parks and Recreation to accept up to $50,000 in cost share funding from the Ramsey-Washington Metro Watershed District to implement a clean water project at Phalen Regional Park, and to enter into an agreement with the District, which includes an indemnification clause, to accept the funds on behalf of the City. Adopted 5 RES 16-1198 Authorizing the Department of Parks and Recreation to accept a donation of $7,700 in plant material from Minnesota Audubon to conduct a bird habitat enhancement project at Pig’s Eye Regional Park, and to enter into an agreement with Audubon, which includes an indemnification clause, to accept this donation on behalf of the City. Adopted City of Saint Paul Page 2 City Council Minutes - Final July 27, 2016 6 RES 16-1265 Authorizing the Department of Planning and Economic Development to apply to the Minnesota Department of Employment and Economic Development (DEED) for a redevelopment grant for the West Side Flats/Fillmore Avenue Project, West Side Flats Phase 3 and 428 Minnesota projects. Adopted 7 RES 16-1247 Authorizing Public Works to implement bicycle lanes on Payne Avenue between Phalen Boulevard and Hawthorne Avenue, and shared lane markings on Hawthorne Avenue between Edgerton Street and Payne Avenue. Adopted 8 RES 16-1262 Approving a waiver of the 45-day waiting period in order to issue a Liquor Outdoor Service Area (Sidewalk) license with conditions to Monkey Boys, Inc., d/b/a Dixie’s Bar & Smokehouse Grill/Saji Ya (License ID #20020001517) at 695 Grand Avenue. Adopted 9 RES 16-1280 Approving a waiver of the 45-day waiting period in order to issue a Liquor Outdoor Service Area (Sidewalk) license with conditions to GMP Rochester LLC, d/b/a Sweet Peas Public House (License ID #20160002119) at 472 Snelling Avenue South. Adopted FOR DISCUSSION Councilmembers Brendmoen and Prince joined the meeting. Prince Absent 1 - Councilmember Dan Bostrom 10 RES 16-1300 Establishing the 60-day negotiation period between the City of Saint Paul and licensed residential trash collectors as per Minnesota statute 115 A.94 Organized Collection. Kris Hageman, Public Works, gave a staff report. Council President Stark thanked Public Works staff for their work, and said he looked forward to continued conversations and work on details. Councilmember Tolbert moved approval of the resolution. Adopted Yea: 6- Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince City of Saint Paul Page 3 City Council Minutes - Final July 27, 2016 Nay: 0 Absent: 1- Councilmember Bostrom ORDINANCES An ordinance is a city law enacted by the City Council. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Final Adoption 11 Ord 16-16 Amending Chapter 376 of the Saint Paul Legislative Code updating taxicab regulations within the City of Saint Paul and creating a new license type for taxicab service companies. Councilmember Prince said she appreciated the previous week’s conversations. She said she was not interested in amending or laying the matter over, but would like to continue conversations with staff. Councilmember Noecker moved approval. Adopted as amended (amended July 13, 2016) Yea: 6- Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 Absent: 1- Councilmember Bostrom 12 Ord 16-17 Granting the application of T.V. Eklund LLC to rezone their property at 476 Minnehaha Avenue West from VP vehicular parking to I1 light industrial, and amending Chapter 60 of the Legislative Code pertaining to the Saint Paul zoning map. Councilmember Thao moved approval. Councilmember Noecker moved approval. Adopted Yea: 6- Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 Absent: 1- Councilmember Bostrom 14 Ord 16-21 Creating a commercial development district at Can Can Wonderland (formerly American Can facility) located at 755 Prior Avenue North pursuant to Section 17.07.1 of the City Charter and Section 409.20 of the Legislative Code. Councilmember Noecker moved approval. Adopted Yea: 6- Councilmember Brendmoen, Councilmember Thao, Councilmember Tolbert, City Council President Stark, Councilmember Noecker and Councilmember Prince Nay: 0 Absent: 1- Councilmember Bostrom City of Saint Paul Page 5 City Council Minutes - Final July 27, 2016 16 Ord 16-23 Granting the application of Hmong Village LLC and the City of Saint Paul to rezone a portion of the property at 1001 Johnson Parkway and a portion of the adjacent Johnson Parkway right-of-way from R2 one-family residential to IT transitional industrial to expand a parking lot into Johnson Parkway right-of-way, and amending Chapter 60 of the Saint Paul Legislative Code pertaining to the Saint Paul zoning map. Councilmember Prince moved approval.
