Adopted 3 RES 16-1227 Approving the Maintenance Labor Agreement (May 1, 2016 - April 30, 2019) between the City of Saint Paul and Bricklayers & Allied Craftworkers Local Union 1 Minnesota/North Dakota. Adopted 4 RES 16-1364 Accepting the donation of various additional elements for finishing the El Rio Vista athletic field turf, including inlaid football hash marks, inlaid football numbers and arrows, inlaid baseball markings, inlaid softball markings, and GroomRight and SweepRight, with a value of $34,425.00, at no additional cost. Adopted 5 RES 16-1352 Authorizing the Department of Parks and Recreation to accept a donation of $468.28 from the Highland District Council for the installation of a flag pole. Adopted 6 RES 16-1336 Waiving the 45-day notice requirement and three-hundred (300) foot separation distance requirement in order to add Liquor On Sale - 100 seats or less and Liquor On Sale-Sunday licenses with conditions, to the existing Liquor-Outdoor Service Area (Sidewalk) license, held by Clam Lake Partners LLC, d/b/a The 128 Café (License ID #20130003605) at 128 Cleveland Avenue North. Adopted 7 RES 16-1370 Approving adverse action against the Sidewalk Contractor license held by Cornerstone Concrete LLC. Adopted 8 RES 16-1371 Approving adverse action against the Wine On Sale and Malt On Sale (Strong) licenses held by Ortega Enterprises, LLC d/b/a Senor Sol Mexican Grille located at 990 Payne Avenue. It is read at four separate council meetings and becomes effective after passage by the Council and 30 days after publication in the Saint Paul Legal Ledger. Public hearings on ordinances are held at the third reading. Second Reading 9 Ord 16-27 Amending Chapter 153 of the Legislative Code regarding Traffic Code - Various Offenses to add a prohibition against the use of engine braking by drivers on Interstate 94. Laid over to August 17 for third reading/public hearing 10 Ord 16-29 Amending Legislative Code Title XXIII, reserved Chapter 233, pertaining to Public Health, Safety and Welfare by adopting language requiring Saint Paul employers to provide earned safe and sick time for their workers in Saint Paul. Councilmember Thao moved amendments. Yeas - 4 Nays - 0 The ordinance was laid over to August 17 for third reading/public hearing.
